Wisconsin’s statewide workers’ compensation insurance rate level decreased by an average of 1.97%, effective October 1, 2026. The Wisconsin Department of Workforce Development (DWD) estimates the change will save $36 million across policies over the coming year, but that statewide figure does not mean every employer’s premium will drop by 1.97%.
What changed on October 1, 2026?
DWD announced the rate-level decrease with the Wisconsin Office of the Commissioner of Insurance (OCI) on October 1, 2026. DWD describes it as Wisconsin’s 11th consecutive annual decline. The $36 million figure is DWD’s estimate of savings for policies over the coming year, not a guaranteed saving for any one business. DWD’s October 1 announcement
Will my Wisconsin business pay less for workers’ comp?
Possibly, but the 1.97% average is not an individual employer’s rate change. Actual premiums vary by employer, including according to injury-risk exposure, and OCI cautions that a filing-level change may not match what a business pays. The announcement does not provide enough detail to estimate a specific employer’s renewal or show how rates changed by industry classification. DWD OCI
Check your renewal documents for your business’s quoted premium and classifications, or ask your insurer or broker how the statewide filing affects your policy. If comparing options, consider the quoted price for your actual classifications and payroll alongside coverage terms and insurer service. OCI advises that price alone is not enough to choose a company and policy; this announcement does not compare or rank insurers. OCI’s policy forms and rate filings search

How does the annual rate adjustment work?
DWD says a committee of actuaries from Wisconsin Compensation Rating Bureau (WCRB) members examines and selects the methodology and trends used to develop a proposed adjustment. OCI reviews and approves the proposal; OCI approved the 2026 decrease. The announcement does not publish the underlying actuarial analysis or provide a specific explanation for this year’s result, so it does not establish which factors drove the decline. Is this a reduction in workers’ compensation benefits?
No. The October 1 change concerns the insurance rate level. DWD separately reports that certain statutory benefit changes—including changes to maximum rates for permanent partial disability—took effect April 1, 2026. The benefit changes and the insurance rate decrease are distinct actions on different dates. DWD Insurance Letter 552

DWD says most Wisconsin employers are legally required to carry workers’ compensation insurance, but the October announcement does not list every exception or determine whether a particular employer must obtain coverage. For a coverage obligation question, contact DWD’s Workers’ Compensation Division. DWD Secretary Amy Pechacek said the state’s goal is for fair, just and safe workplaces to support working families and help employers recruit and retain workers. Wisconsin Insurance Commissioner Nathan Houdek said employers can count on a competitive insurance marketplace for coverage. Both statements appeared in DWD’s October 1, 2026 announcement.
