The previous proposal—to raise up to NZ$500 million from eligible New Zealand investors—was discontinued in December 2025 after changes to Reserve Bank capital settings improved Kiwibank’s medium-term capacity for growth.
What National is proposing—and what it has not committed to
On 2 October 2026, National finance spokesperson Nicola Willis told 1News, which republished RNZ reporting by Corin Dann, that the party remained interested in local private capital to help Kiwibank grow if National is re-elected. Willis said more would be outlined during the campaign. Her comments express a political position, not a live capital raise or an enacted commitment.
Willis described the idea as a way for Kiwibank’s customers and New Zealand investors to benefit from the bank’s growth. The report does not set out a new amount, investor eligibility rules, timetable, pricing method or proposed transaction structure. Nor does it establish that a future National government would repeat the terms of the earlier proposal.

How the earlier NZ$500 million proposal unfolded
- July 2025: Cabinet approved a potential raise. After market testing, Cabinet approved Kiwi Group Capital (KGC), Kiwibank’s parent, to proceed with a possible capital raise of up to NZ$500 million. The proposed investors were New Zealand KiwiSaver funds, New Zealand investment institutions and New Zealand professional investors. Final terms and conditions still required approval by shareholding ministers, and the raise was expected before 30 June 2026.
- December 2025: KGC discontinued the process. A later Treasury summary said new Reserve Bank capital settings meant Kiwibank had enough capital for medium-term lending growth. KGC was to consider alternatives for the bank’s longer-term growth capital instead.
- May 2026: Treasury described the next step. Treasury’s summary of the Cabinet paper said KGC would assess options for longer-term capital needs. That did not reinstate the discontinued investor process.
- October 2026: National signalled renewed interest. Willis said National would revisit the local-investment idea if re-elected, without announcing detailed terms.

What the proposed capital was meant to support
When announcing the former proposal, Finance Minister Nicola Willis said government advice was that an additional NZ$500 million could support up to NZ$4 billion in business lending or NZ$10 billion in home lending. Those figures described potential lending capacity associated with a proposed raise; the raise was not completed, and the figures are not lending outcomes attributable to it.
Willis called the proposal “the first step towards giving Kiwibank access to the capital it needs to truly compete with the big four Aussie banks while retaining its intrinsic New Zealand identity.” KGC chair David McLean said the process aimed to fund above-market growth and strengthen Kiwibank’s competitive position, with funds invested in New Zealand. He also said there would be no return of capital to the Crown and no changes for customers. Those statements referred to the 2025 proposal, which KGC later discontinued.

Private investment, New Zealand identity and government ownership are different questions
Kiwibank sits within Kiwi Group Capital, a government-owned company that also includes New Zealand Home Loans. KGC is a Public Finance Act Schedule 4A company, and its board is accountable to the Finance and State-Owned Enterprises ministers. See Kiwibank’s description of its group structure.
The government’s 2025 proposal described a private placement that could leave Kiwibank 100% New Zealand-owned. That is not the same as saying the government would retain 100% ownership: private investment could dilute the Crown’s stake while the bank remained owned by New Zealand interests. The government’s July 2025 announcement set out safeguards for that proposal, including at least 51% government ownership of KGC for the foreseeable future, a Crown-held Kiwi Share, a majority of KGC directors normally resident in New Zealand, and Kiwibank keeping its principal place of business in New Zealand.

Willis said a future arrangement would require constitutional provisions to preserve Kiwibank’s New Zealand character, comparing the idea with the Kiwi Share in Air New Zealand. But the October statement does not establish which safeguards National would adopt, how they would work together, or what government ownership level it would seek. A Kiwi Share or constitutional protections should not be treated as a substitute for specified ownership terms.
1News also reported that some local institutions had concerns about whether they could obtain a fair price if they wanted to exit an investment. The report does not quantify those concerns or provide terms that would address liquidity or exit pricing. It also reported that any external investment would dilute government ownership, and that Labour and New Zealand First had opposed partial-sale arrangements.

Do not confuse the discontinued raise with a separate NZ$225 million injection
KGC made a separate NZ$225 million common-equity subscription in Kiwibank on 31 July 2025, which Kiwibank described as funded from proceeds of the Kiwi Wealth sale. That was a parent-company injection, not money raised from outside investors through the proposed NZ$500 million process. Kiwibank’s announcement of the NZ$225 million subscription describes that transaction.
What to watch for if National develops the idea
A future proposal would need to answer practical questions that the October comments leave open:

- Capital source and scale: whether the Crown, local institutions, a broader public offering or another source would provide capital, and how much would be sought. Only the earlier potential raise had a stated ceiling: NZ$500 million.
- Investor eligibility: whether any new plan would again include KiwiSaver funds, investment institutions and professional investors, or use different criteria.
- Ownership and safeguards: what government stake, Kiwi Share rights, constitutional protections, board requirements and New Zealand operating commitments would apply.
- Investor exits: how investors could sell or transfer holdings and how a fair exit price would be determined.
- Status and timing: whether a proposal would proceed after an election, and what approvals and timetable it would require.
Until those details are published, the October statement is best read as National’s willingness to revisit the concept—not as a revival of the 2025 process or a settled plan for selling shares.
