On October 3, 2026, the UAE Attorney-General said investigators found that the co-pilot of flydubai flight FZ1073 had planned and attempted a terrorist act during the September 30 flight from Dubai to Tel Aviv. The Attorney-General said the co-pilot attacked the captain with a crash axe and tried to take control of the aircraft. FZ1073 diverted and made an emergency landing at Tabuk Airport in Saudi Arabia. The investigation is continuing; a final report covering all participating authorities has not been established in the available official statements.
What happened on flydubai flight FZ1073?
FZ1073 was operating from Dubai to Tel Aviv on September 30 when a security incident occurred aboard. The UAE General Civil Aviation Authority (GCAA) said the incident was brought under control and the aircraft diverted to Tabuk Airport in Saudi Arabia, where it made an emergency landing. The GCAA’s initial statement, carried by Emirates News Agency (WAM), did not provide a detailed account of what happened inside the aircraft.
The Associated Press reported that 182 people were aboard, including eight crew members. AP also reported that authorities in Saudi Arabia, the UAE and Israel were investigating, with the United States and Oman assisting efforts to determine motive. Those details are from AP’s October 2 report, not the GCAA’s initial notice. Associated Press, October 2, 2026.
What did the UAE say the co-pilot did?
On October 3, UAE Attorney-General Hamad Saif Al Shamsi said the investigation found that the co-pilot had planned and attempted a terrorist act. In the Attorney-General’s account, the co-pilot began carrying out the plan during the flight, attacked the captain inside the flight deck with a crash axe, and tried to take control of the aircraft’s flight controls. The statement was published by WAM.

This is the UAE’s current investigative conclusion, attributed to its Attorney-General. It is not, on the information released so far, a final multinational investigation report. The Attorney-General’s statement does not explain a motive or identify an intended target.

What remains unknown?
The public statements establish the UAE’s account of the co-pilot’s actions, but they do not provide a detailed motive or full technical reconstruction of how control of the aircraft was maintained and restored. Passenger accounts and early media reporting describe a descent and intervention, but the available official material does not establish exact altitude changes, control inputs, damage, flight-recorder evidence or each person’s role in restoring control.

Nor do the available sources establish that a rule barred an Omani national from operating this route, or that flydubai violated a bilateral or regulatory requirement. Claims about nationality restrictions should not be treated as fact without the relevant rule text or a finding by a competent authority. The UAE has specifically asked the public to avoid speculation.
Is the investigation finished?
No final report covering all participating authorities is established in the statements available as of October 3. The GCAA said findings and related developments would be announced through official channels once necessary procedures were complete. AP reported international investigative involvement, but the UAE Attorney-General’s October 3 statement is an update from the UAE, not confirmation that every participating authority has completed its work.
