First phase: 2010–2015 vehicles
The order’s first phase covered LTVs and cars manufactured from 2010 through 2015, with testing due by November 15, 2025. It said EPA Punjab would issue schedules later for vehicles manufactured in other years. The order authorized action against non-compliant vehicles under the applicable Act and Rules.
This testing requirement is distinct from the September 2026 challan announcement. The report does not say that all, or any specified share, of those tickets were issued because vehicles had not completed ETS testing.

What fines does Traffic Police Punjab list for smoke-emitting vehicles?

Does the reported crackdown show that Lahore’s air became cleaner?
No measured air-quality outcome is given in the cited report or EPA order. They document reported enforcement activity and a legal emissions-testing requirement, not a change in pollution levels caused by the campaign. The available figures therefore support saying that police reported issuing more than 10,000 tickets—not that the crackdown improved Lahore’s air.
