The Midleton Flood Relief Scheme is expected to enter the statutory planning process before the end of 2026, but the latest available reporting does not confirm that its application has been lodged. A report of Dáil proceedings gave Q3 2026 as an estimated submission period; on 2 October, The Echo reported that the scheme was expected to go to the planning body by year-end. Planning is a milestone—not approval or the start of construction.
What is expected, and what is confirmed?
The current expectation is that Cork County Council will submit the overall scheme to An Coimisiún Pleanála before the end of 2026. The July 2026 report of Dáil proceedings estimated a Q3 submission, while The Echo’s 2 October report described a year-end expectation. Neither establishes that the application was actually filed. The official project pages reviewed describe ongoing project activity but do not confirm a lodged application.
The planning body was previously called An Bord Pleanála; it is now An Coimisiún Pleanála. The Office of Public Works’ October 2024 announcement referred to the earlier name when describing the then-selected route. That announcement’s timetable has since been superseded by later estimates.
What the Midleton scheme is designed to address
Cork County Council is developing the scheme as agent for the Office of Public Works, with Arup commissioned to undertake design and implementation. It concerns flood risk along the Owenacurra and Dungourney Rivers and their tributaries in Midleton, County Cork. The project identifies four sources of risk: river (fluvial), tidal, rainfall (pluvial) and groundwater flooding. The official project overview describes the scheme and its area.

The OPW’s 4 October 2024 announcement stated an intended protection target of up to 750 properties and an estimated budget of €55.8 million. These are figures from that dated announcement, not a newly confirmed 2026 property count or cost. The design is intended to address present-day flood risk while allowing adaptation to future climate conditions; the final design has not been established as approved.
Planning is one step in a longer process
The project’s published programme sets out five broad stages. Moving into planning means progressing through statutory assessment, not that all later steps have been completed.

- Identify a preferred scheme.
- Planning and statutory processes, which may include assessment, public display, land acquisition or compulsory purchase.
- Detailed design and tender.
- Construction.
- Handover.
The July 2026 parliamentary report estimated substantial completion in 2031. That is an estimate, not a guaranteed finish date. Construction timing depends on the planning outcome and subsequent project stages; the move to planning should not be read as a construction-start announcement.
How the overall scheme differs from advance and household works
Several separate flood-protection efforts are underway or planned in Midleton and East Cork. They have different scopes, consent routes and types of intervention.

The details of the advance works and individual property programme are reported in the 7 July 2026 report of Dáil proceedings. Part 8 consent for a local package does not mean that the overall flood relief scheme has received planning consent.
Why natural flood management is not the whole answer
The project FAQ says natural flood management alone was not considered sufficient to meet the stated protection standard in Midleton. That does not mean natural measures are irrelevant, nor does it establish the final mix of measures: the overall scheme still has to progress through design and planning. The official FAQ also describes the programme as an estimate subject to change.

Will construction guarantee flood insurance?
No. The official FAQ says completion of a flood relief scheme does not guarantee that insurance will be available for every property. The OPW shares information about completed schemes with the insurance industry, but planning progress, construction or scheme completion should not be treated as a promise that an insurer will cover a particular address.
