Northstar Defence Lab was announced on September 29, 2026, at Area X.O in Ottawa. Calian says it will build and operate the facility as the first site in a planned nationwide network of regional defence development labs. The lab is intended to integrate and test technologies from different companies so they can work together across missions and platforms; it is not a single-product showcase.
What is Northstar Defence Lab?
Northstar is planned as a persistent Canadian environment for mission orchestration and systems integration. Its purpose is to help technologies made by different companies for different platforms exchange data securely, coordinate actions and operate as an integrated “system of systems.” Calian says the work will include integration, orchestration, testing, technical validation and safe scaling.
The stated approach is to connect legacy and emerging defence capabilities and identify interoperability gaps before integrated capabilities move toward operations. Those are the organizations’ aims: the launch announcement reports no test results or demonstrated operational outcomes. Calian’s announcement describes the intended work.
Where is Northstar, and who will operate it?
The facility is to be established at Area X.O’s Greenbelt campus in Ottawa. Invest Ottawa founded and operates Area X.O, while Calian is to build and operate Northstar and serve as its defence integrator and orchestrator. The announcement describes Area X.O as a next-generation R&D complex and NATO DIANA Test Centre, with real-world testing environments and links to Canada’s defence and dual-use innovation ecosystem. Invest Ottawa’s announcement also outlines the host site.

What does ATHORA do?
Northstar is described as powered by Calian ATHORA, a platform for system-of-systems interoperability and mission orchestration. In this context, orchestration means coordinating connected capabilities so multiple systems can work together toward a mission, rather than treating each technology as an isolated tool.
Calian says Northstar will remain open to its existing and expanding Calian VENTURES partner network and provide Canadian innovators and small and medium-sized enterprises a path to demonstrate how their intellectual property could contribute to larger defence solutions. The announcement does not publish an application process, eligibility criteria, fees or participation schedule.

What does Calian’s planned regional network mean?
Northstar is the first facility in a planned nationwide network, not evidence that multiple regional labs are already operating. The launch materials do not identify where or when additional sites may open. They also do not explain how a national network would divide work among locations or whether later facilities would have the same capabilities.
For now, the concrete announcement is the Ottawa site and its intended integration role. Calian and Invest Ottawa present the model as a way to bring different capabilities together and validate interoperability; they have not published operational results showing how quickly or effectively it will do so.

What does the $100 million figure cover?
Calian describes Northstar as a next step in an initiative to mobilize an initial $100 million to accelerate sovereign Canadian C5ISRT capabilities. C5ISRT stands for command, control, communications, computers, cyber, intelligence, surveillance, reconnaissance and targeting. The figure is an announced mobilization target, not a confirmed Northstar budget: the available announcements do not establish that the full amount has been raised, committed to the lab or spent there. Vanguard Defence’s September 29, 2026 report also cites the initiative.
