What the Education Department is asking universities to do
On August 3, 2026, U.S. Secretary of Education Linda McMahon issued a national call asking postsecondary institutions to place a public statement on their websites by the end of 2026. The request is directed to university presidents and governing boards and frames the statements as part of a public conversation about restoring trust in higher education. Admissions, speech and campus debate
The call asks whether admissions criteria are transparent to prospective students and whether decisions reflect merit, achievement and an institution’s educational purpose. It also asks how institutions will protect the free exchange of ideas and broad debate, encourage intellectual pluralism, and address disruptive or violent protests.
Affordability, AI and research
Other questions concern affordability and student outcomes, academic rigor and grade inflation, and how colleges will prioritize teaching and learning as artificial intelligence changes education. The call also raises research integrity and foreign influence, and asks whether institutions prioritize American students and national economic and security interests. These are questions in a request for public statements, not findings about any particular university.

What Michigan State’s Faculty Senate decided
On September 15, 2026, Michigan State University’s Faculty Senate voted to advise President Kevin Guskiewicz and the Board of Trustees to wait for rigorous advice from University Council before responding. The advisory resolution passed with 94% support, according to The State News. That vote records the Senate’s recommendation; it is not itself a final university response. The resolution characterized the federal letter as an attempt to secure agreement with a political agenda that “fundamentally conflicts” with MSU’s core mission. That is the Senate resolution’s assessment, not an independently established description of the federal request.

MSU spokesperson Amber McCann told The State News that the university would consider the Faculty Senate’s position as leaders continued evaluating and discussing a possible response. Senate leader John Aerni-Flessner said the vote reflected support for institutional autonomy, shared governance and students’ right to receive the best possible education. Those comments describe participants’ views; they do not announce a completed institutional position.
Has the University of Michigan responded?
The evidence available here does not confirm whether UMich has issued a response. A September 16, 2026, State News report said no public Michigan university appeared to have responded at that time. That is a dated snapshot, not confirmation of UMich’s status on October 3. The State News report

What Rackham’s admissions guidance says
UMich’s Rackham Graduate School has guidance for graduate admissions committees that says they must follow relevant law and university policies and protect applicant privacy. It recommends holistic review using relevant, non-identity-based factors and advises caution about using generative AI to evaluate applications. This guidance concerns graduate admissions; it is not a complete account of every UMich admissions policy and does not establish a university-wide response to the Department’s request. Rackham says the potential effects of AI tools on application evaluation remain largely untested, and warns that external AI services could risk non-compliance with FERPA. Its guidance also describes Michigan’s Proposal 2 as prohibiting public colleges and universities from discrimination against or preferential treatment of people based on race, gender, color, ethnicity or national origin in public education, public employment or public contracting. How to read the two developments
The federal request and MSU’s Senate vote are different kinds of actions. The Department asked institutions to make public statements by a deadline; MSU’s faculty body made an advisory recommendation to wait for internal governance advice. Rackham’s guidance is a separate, existing resource on graduate admissions and AI, not proof of UMich’s position on the federal call. The developments also should not be conflated with the separate 2025 Compact for Academic Excellence discussed in The State News report.
