That figure is not a guarantee that the full amount will be awarded.
What the DOE announcement funds
Announced October 1, 2026, the opportunity is the FY 2027 Continuation of Solicitation for the Office of Science Financial Assistance Program, Notice of Funding Opportunity (NOFO) DE-FOA-0003665. It is the Office of Science’s annual open solicitation for research within its congressionally authorized mission, providing a broad path for proposals in areas not covered by more specific topical notices. The announcement describes work to advance scientific knowledge and lay groundwork for future technologies.
The press release uses “up to $400 million” as its headline figure. The NOFO estimates approximately $400 million in current and future fiscal-year funds and makes clear that future appropriations are required. Actual award amounts depend on appropriated funds and the number of meritorious applications; the headline should not be read as a guaranteed award pool. Which research areas are included?
The announcement names seven offices or areas, while the NOFO groups High Energy Physics and Nuclear Physics together into six program groupings. The notice lists a wide range of fields within those groupings; project fit depends on the scope of the relevant program section.

These are examples, not a blanket statement that every project in a field qualifies. Applicants should match the proposed basic-science question to the specific program’s scope in the NOFO.
When is the application due?
The Office of Science funding page lists the notice as posted September 30, 2026, with a closing date of September 30, 2027. The notice says it remains open until that date or until a successor NOFO replaces it. Individual topics may have scheduled review panels, and proposals submitted after a panel’s acceptance date may be considered by a later panel. Check the live listing and topic-specific timing before preparing or submitting an application.

Who can apply, and what restrictions matter?
The NOFO says applicants of all types may apply except for specified exclusions and special cases. Eligibility is organization-specific, so applicants should review the full eligibility section rather than rely on the broad summary below.
- DOE and NNSA national laboratories: They cannot lead applications under this notice, but may participate as subrecipients on an application led by another organization.
- Other federally funded research and development centers and federal agencies: They have separate participation and award arrangements.
- Some nonprofits: Certain 501(c)(4) organizations that engaged in lobbying after December 31, 1995 are excluded.
The NOFO supports basic research to advance understanding rather than commercial activity. Standard cost sharing is not required for basic and fundamental research, but the notice specifies exceptions and distinctions among award mechanisms, including requirements for certain Other Transaction Authority awards. Consult the applicable mechanism’s terms instead of assuming a universal no-cost-share rule.

How long can a project run?
The NOFO anticipates project periods of six months to five years, with three years most common. Continuation funding depends on appropriations, progress toward approved objectives, required reports, and compliance with award terms.

The NOFO is divided into two parts: Part 1 covers program goals, eligibility, and evaluation criteria; Part 2 contains standing DOE requirements. DOE directs applicants to review both. Use the program sections to establish scientific fit, then verify eligibility, review-panel timing, project period, award mechanism, and cost-sharing rules for the specific proposal.

- Open the current Office of Science funding listing and confirm that DE-FOA-0003665 has not been replaced.
- Read both parts of the NOFO, including the program section relevant to the proposed work.
- Confirm the lead applicant’s eligibility and any special rules for federal affiliations or proposed subrecipients.
- Check the topic’s review-panel schedule and acceptance date before planning a submission.
- Confirm the project-period and cost-sharing terms for the award mechanism being proposed.
