Delhi’s approved Intelligent Traffic Management System (ITMS) is planned to use adaptive traffic signals, automated traffic enforcement and real-time traffic information across 42 traffic corridors. Hindustan Times reports that the rollout includes 2,500 AI-enabled cameras, but the government’s announcement gives counts of signal-control and enforcement locations—not a camera-by-camera inventory. The system’s intended functions are described; important project-specific details about data retention, access and sharing are not yet established in the public materials reviewed.
What is Delhi’s Intelligent Traffic Management System?
The Cabinet Committee on Economic Affairs approved the ITMS for implementation by Delhi Police at an estimated cost of ₹1,789.52 crore, inclusive of taxes. The Press Information Bureau says it will cover 42 identified traffic corridors, be delivered in three phases over 24 months, and then receive five years of operation and maintenance. These are project plans, not evidence that the system is already operating or has improved road safety.
The official release specifies 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations. Those figures count locations, not cameras. The separate figure of 2,500 AI-enabled cameras is reported by Hindustan Times, citing a Delhi Police traffic official; it is not separately enumerated in the government announcement.
What will the cameras and traffic system do?
Adjust signals and support emergency movement
Adaptive signals are intended to adjust timings to traffic conditions and coordinate signals along corridors. The government also says the system is intended to facilitate priority movement for ambulances and other emergency vehicles. The announcement does not detail the mechanism for granting that priority.

Detect violations and support enforcement
The official list of intended enforcement targets includes running red lights, crossing stop lines, speeding, wrong-way driving, not wearing helmets or seat belts, illegal parking and using a mobile phone while driving. AI analytics are also intended to help identify stolen, hot-listed or blacklisted vehicles, repeat violators and vehicles connected with hit-and-run incidents. These are proposed capabilities; the announcement does not report measured enforcement or safety outcomes.
Identify incidents and provide traffic information
The project is intended to detect congestion and incidents so traffic teams can respond, and to provide commuters with information about congestion, diversions, parking and traffic through message signs and digital platforms. The government says information may also be shared with navigation service providers. That does not establish that a sharing agreement has been signed.

Where will the cameras be installed?
The government describes deployment across 42 identified traffic corridors, with signal-control and enforcement locations along them. Hindustan Times characterizes the reported camera rollout as covering intersections and enforcement sites, but the public materials cited here do not provide a camera-by-camera map or a final hardware inventory. The official counts of 1,092 signal-control locations and 1,029 enforcement locations should not be read as the number of cameras.
How will the project be delivered?
Delhi Police is to implement the project through a Master System Integrator chosen by competitive bidding. The Centre for Development of Advanced Computing (C-DAC) is the Project Management Consultant, with responsibilities for technical scrutiny, monitoring, validation and acceptance during implementation and the five-year operation-and-maintenance period. The PIB says later phases will proceed after earlier phases are evaluated against prescribed testing, commissioning, acceptance and performance parameters.

The government says the system will use Traffic Command and Control Centres, a secure data centre, disaster-recovery infrastructure, open standards and APIs intended to support future integration and scalability. Those architectural descriptions do not, by themselves, specify who can access footage or related data, how long it will be retained, or what limits will apply to future uses.
What are privacy advocates concerned about?
Hindustan Times reports that the new cameras will connect with existing networks operated by Delhi Police, the traffic police and the National Highways Authority of India. The newspaper also reports that Delhi Police has about 25,000 CCTV cameras, while the traffic police operate 209 red-light cameras and 125 speed-detection cameras. These existing-network figures are attributed to the newspaper, not to the Cabinet announcement.

The central concern raised by advocates is the lack of clear public detail about the data lifecycle: what the system will collect, how long it will keep it, who may access it, how access will be monitored, and what role the private system integrator will have during maintenance. The government’s reference to possible information-sharing with navigation services and to open APIs adds questions about future integrations; the public materials cited here do not specify what data would be shared or on what terms.
Apar Gupta, founder of the Internet Freedom Foundation, criticized the spending on digital surveillance and raised concerns about data-handling rules and future private integrations. Mishi Choudhary, founder of SFLC.in, said technology could help road safety and ambulance priority, while calling for a public privacy and data-governance framework before deployment. IT minister Ashwini Vaishnaw told Hindustan Times that “protocols, operating rules and regulations regarding this project will be made keeping citizens in mind”.

What is known about footage retention and access?
The public materials cited here do not establish an ITMS-specific footage-retention period or a complete access-control policy. They also do not set out the selected integrator’s detailed data-processing role. The government’s description of a secure data centre and disaster-recovery infrastructure addresses system architecture at a high level; it does not answer how long recordings will be kept, who may retrieve them, or when they must be erased.
Delhi’s Lieutenant Governor’s Secretariat identified relevant CCTV governance principles in a 2018 statement: clear responsibility and accountability, security of recorded material, limits on disclosure, public notice where applicable, rules for storage, monitoring, access, sharing and erasure, review and audit, and oversight and enforcement. The Secretariat stated, “There must be clear responsibility and accountability for all surveillance camera system activities including images and information collected, held and used.” This provides governance context, but does not specify how each ITMS data flow will be controlled. The Delhi Home Department lists the Delhi Rules for Regulations of CCTV Systems in NCT of Delhi, 2018; the listing itself does not expose the rules’ substantive text.
What should the public look for next?
Several documents would make the system’s safeguards and performance easier to assess: the tender and awarded contract, a project-specific privacy and data-governance framework, and reports on phase acceptance and performance. In particular, a public framework could clarify:
- Which data each camera and analytics function collects, and what purposes are permitted.
- Retention periods, deletion procedures and exceptions.
- Which officials and contractors can access recordings or alerts, and how access is logged and audited.
- What information, if any, may be shared through APIs or with navigation services, and under what limits.
- How complaints, misuse reports and independent oversight will be handled.
The approved project announcement gives an implementation structure and intended functions, but not these operational rules. Until those details are published, neither a project-specific retention period nor a full account of access and sharing can be stated.
