Fifteen EU countries have agreed to a European Defence Agency (EDA) mechanism for sharing military access to data about objects and activity in orbit. Separately, the European Commission has proposed a much broader military space project with an estimated overall size of up to €24 billion by 2034—roughly $27 billion at the conversion reflected in the original headline. The two initiatives are distinct; the available official documents do not establish that the data-sharing mechanism is part of the larger project.
What the 15-country data-sharing plan does
The EDA says the participating countries formalised their agreement on September 25, 2026, and it announced the mechanism on September 29. The countries are Austria, Belgium, Germany, Spain, Finland, France, Italy, Ireland, Latvia, the Netherlands, Poland, Portugal, Romania, Slovenia and Sweden. Other EU member states may still join, according to the agency.
The plan is intended to give participating militaries shared access to data about objects and activity in orbit, helping them build a common, current picture for military use. EDA says this matters because armed forces depend on satellites for imagery, navigation and communications, and need to protect those systems from collisions and interference. The agency says only a handful of member states—including France, Germany, Spain and Italy—currently have significant access to a recognised picture of activity in space; it says other countries rely heavily on the United States or commercial providers.
EDA describes the goal as “a common, up-to-date picture of what’s happening in space, for military use.” The mechanism concerns data access and awareness of activity in orbit; it is not, on the evidence announced, a single new satellite constellation.

How much the EDA mechanism is expected to cost—and when it could operate
EDA puts the mechanism’s initial expected value at around €50 million. That figure is distinct from the existing EU SatCom Market contract ceiling, which the agency says rose to €250 million in early 2024. The older contract supplies commercial satellite communications to defence ministries and EU missions; its ceiling is not the value of the new data-sharing mechanism.
The planned model is non-binding and “pay-as-you-go,” without long-term budget commitments. It will build on the EU SatCom Market, which EDA says has grown since 2012 into its largest project supplying commercial satellite communications to defence ministries and EU missions.

The mechanism remains in preparation. EDA says a supplier survey is due to conclude in December 2026, with a programme arrangement with member states targeted for around 2027–2028. A framework contract would follow, and the agency targets initial operating capability for early 2029. These are future plans, not completed procurement or operational milestones; EDA has not named suppliers.
What the Commission’s separate SPACE proposal covers
The Commission’s July 3, 2026 proposal identifies SPACE as a European Defence Project of Common Interest. It gives the project an estimated overall financial size of up to €24 billion by 2034. This is an estimate for the broader proposed project, not an announced budget for the EDA mechanism and not evidence that the amount has been committed.

SPACE is broader than orbital data sharing. The proposal’s capability areas include:
- Space-based early warning and satellite communications.
- Intelligence, surveillance and reconnaissance, including signals intelligence.
- Space domain awareness and positioning, navigation and timing.
- Navigation warfare and responsive space systems.
- Investigation of a multi-mission constellation.
The proposal also contemplates common procurement of defence products and infrastructure for military planning tools, satellite communications sharing, positioning and navigation services, intelligence, surveillance and reconnaissance, and navigation-warfare detection and denial. These are elements described in a Commission proposal; they should not be read as proof that the capabilities have been procured or deployed.

How the initiatives differ

The membership lists also differ. The SPACE proposal lists Belgium, Czechia, Denmark, Germany, Ireland, Greece, Spain, France, Italy, Luxembourg, the Netherlands, Poland, Romania, Finland, Sweden and Norway. Norway is not an EU member state. The proposal says the European Commission will participate, while the High Representative and EDA will be involved as observers.
The €50 million and €24 billion figures are not like-for-like budgets: they refer to separate initiatives, and the Commission figure is an estimated overall size for a much wider project. The EDA mechanism may contribute to a clearer military picture of activity in space, while SPACE proposes capabilities spanning communications, intelligence, navigation and other areas. The official documents cited here do not establish that one is a component of the other.

Why military space awareness matters
Satellites and the links that connect them to users are part of military communications, navigation and intelligence. The EU’s Space Strategy for Security and Defence frames protection of space assets, ground infrastructure and data links as part of defending EU interests, deterring hostile activity and strengthening resilience and autonomy. Shared awareness of objects and activity in orbit is one way to help militaries understand the environment in which those systems operate; it does not, by itself, prevent interference or replace the satellites and services that armed forces rely on.
