He asked them to create a meal schedule representing all inmates and to monitor food preparation and ingredients. The decision followed complaints about hostel conditions, including alleged hygiene problems with mess food; reports do not establish how the planned oversight was later implemented.
What happened to the Kailash Hostel mess closure order?
Hindustan Times reported that chief provost Prof. Ashish Awasthi had ordered the mess to stop operating with immediate effect the day before, citing unavoidable circumstances. On October 1, Vice-Chancellor Prof. JP Saini visited Kailash Hostel and spoke with residents. At their request, he withdrew the halt order. Amar Ujala also reported that the closure order was withdrawn after students requested it.
The reports describe a decision to allow mess operations to proceed, but do not establish the date of a first meal served after the order or confirm that services resumed smoothly.
What are students being asked to monitor?
Saini asked residents to prepare a schedule that represents all hostel inmates across breakfast, lunch and dinner. He also directed them to monitor cooking directly, including the materials used to prepare food. The reports describe this as an intended process; they do not confirm how many residents took part or document later inspection findings.

What complaints preceded the decision?
The Times of India reported that students had protested over hostel conditions and complained that hair and insects were found in mess food. Those contamination claims are reported student complaints, not independently established findings in the available coverage. The same report also described concerns about drinking water, washroom cleanliness, electrical equipment, Wi-Fi and security.
The Times of India said the university directed repairs, closer mess monitoring, a grievance register, stronger security and replacement of cooking staff. It also reported that a 10-member panel was formed to examine complaints and inspect hostel messes periodically. These reported measures show what the university announced in response; they do not by themselves establish that the complaints were resolved.

What is known—and not known—about follow-up?
The October 1 reports establish the withdrawal of the closure order and the requested student role in meal scheduling and monitoring. They do not report subsequent results, such as whether the schedule was adopted, whether ingredients or meals were inspected, or whether food hygiene improved.
Hindustan Times also reported that Saini visited Homi Jehangir Bhabha Hostel on the university’s second campus, ate lunch with students in the dining hall and asked about their studies and room facilities. During a gym inspection, he directed that safety cushioning mats be laid and a shed built beside the gym for another table-tennis table. These were separate directions from the Kailash mess decision.
