Build a Mainframe AI Assistant in OMVS With Amazon Bedrock

Yes—a client running in z/OS UNIX System Services (USS, commonly accessed through OMVS) can be designed to call Amazon Bedrock over HTTP and use z/OSMF REST services to retrieve approved mainframe information. The safe design is not to let a model issue arbitrary commands: the application should validate each proposed tool call, authorize it for the caller, and then make only narrowly scoped z/OSMF requests. IBM documents local and remote clients for z/OSMF REST services, and AWS documents Bedrock’s Converse API for supported message-based models. These documented building blocks make the integration technically plausible, but they are not an end-to-end OMVS-to-Bedrock implementation or tested build.

How the assistant should work

Keep the model separate from mainframe authority. A USS command-line program or service can send a conversation to Bedrock, receive a normal response or a request to use a tool, and pass that request to deterministic application code. Only after that code validates the operation and the caller’s authorization should it call a z/OSMF REST service. The application can then return a bounded, sanitized result to the user or, when useful, to the model for a follow-up response.

This is an architecture assembled from documented interfaces, not an IBM or AWS reference design. IBM describes z/OSMF REST services as accessible to HTTP clients running locally on z/OS or remotely; AWS documents the Converse operation and tool use. The integration still depends on the installation’s network route, TLS trust, credentials, runtime, proxy or firewall configuration, z/OS release, z/OSMF setup, and authorization policy. Start with a read-only task: look up approved documentation, check a job’s status, or retrieve a specific authorized spool file. Add state-changing capabilities only when there is a defined operational need and a security review. z/OSMF job services include submit and control operations, and console services can issue commands; their availability is not a reason to expose them to a general-purpose assistant.

Choose the Bedrock inference interface

For ordinary multi-turn chat, AWS presents Converse as a unified interface for models that support messages. Converse is non-streaming; ConverseStream supports streamed responses. AWS recommends the bedrock-runtime endpoint for most new applications, while its API guide also documents Invoke and other supported interfaces for different requirements. Check the selected model’s API compatibility, availability in the intended AWS Region, request limits, and organizational approval before building around it. No particular model or Region is specified for this design.

Converse requires IAM permission bedrock:InvokeModel. ConverseStream additionally requires bedrock:InvokeModelWithResponseStream. Streaming can make an interactive interface feel more responsive, but the client must handle streamed events and partial output; a straightforward non-streaming request has simpler response handling. Consult AWS’s Bedrock API choices, supported endpoints, and Converse documentation for the chosen model and Region.

Select mainframe interfaces by task

Use the smallest interface that can satisfy the use case. The services below have different scopes and risks; the linked IBM documentation describes releases that may differ from the release installed at a particular site.

Interface Suitable role Scope and caution
Data set and file REST interface Read an approved UNIX file or data set. Supports UNIX files and data sets; IBM describes access as subject to traditional z/OS authentication and resource authorization. Restrict paths and data set identifiers to the intended use.
Jobs REST interface List jobs, inspect status, or retrieve an authorized spool file. Also includes job submission and control operations. Expose only the read or action operations that the assistant actually needs.
Console services A narrowly justified, reviewed operational function. Can issue commands and retrieve messages, with authority aligned to console command authority. This is a high-impact interface and is a poor default for a first release.
IBM RSE API SDK A Java option for host interactions. IBM describes support for UNIX files, data sets, commands, and JES jobs. It is an option, not a requirement to use Bedrock or z/OSMF.

The cited data set/file and jobs pages describe z/OS 3.2.0, the console page describes z/OS 2.5.0, and the SDK overview applies to Developer for z/OS 16.0.x. Verify API availability, configuration, version compatibility, and authorizations against the system actually being targeted before implementation.

Put a strict application boundary around tool use

Define tools as named operations with typed, bounded parameters—for example, “get job status” with a validated job identifier—rather than accepting arbitrary shell, TSO, or console command strings. The model may propose a tool call; application code must decide whether it is known, well-formed, in scope, and permitted for the authenticated caller before contacting z/OSMF. Reject unknown operations and malformed identifiers, and avoid constructing commands by concatenating model-generated text.

  • Use separate, least-privilege identities for the Bedrock call and mainframe access where the environment allows it. Bedrock IAM authorization and z/OS resource authorization are distinct control points.
  • Require human confirmation for consequential changes, and use operation-specific allowlists, bounded inputs, rate limits, and audit records.
  • Sanitize and limit mainframe output before displaying it or sending it back to the model. Treat retrieved content as data, not as instructions to execute.
  • Test denied access, malformed tool arguments, unexpected service responses, timeouts, and audit behavior in a non-production environment.

A Bedrock guardrail can help with evaluated text, but it does not secure the tool execution path by itself. AWS states that when tools are used, guardrails do not evaluate tool results returned by the application, tool definitions and input schemas, or model-generated tool-call arguments. The application therefore remains responsible for validating and authorizing tool use, as well as safeguarding outputs. See AWS’s guardrail guidance for Converse.

Plan data handling and invocation logging

The Converse API reference states: “Amazon Bedrock doesn’t store any text, images, or documents that you provide as content.” Separately, Bedrock model invocation logging is disabled by default. If configured, it can collect full request, response, and metadata in CloudWatch Logs or Amazon S3; the destinations must be in the same account and Region as the logging configuration, and AWS says logs persist until that configuration is deleted. These are different data-handling facts: optional customer-configured logging can retain content even though the API reference makes the stated inference-handling claim. Decide whether the diagnostic value of invocation logs justifies retaining prompts and responses. Before enabling them, establish approved content handling, access controls, retention and deletion procedures, and incident-response ownership. Apply the organization’s sensitive-data policy to both prompts sent from the mainframe and results returned to the model or user.

Build and validate in controlled steps

  1. Choose one read-only task. Identify the exact source data, permitted users, and expected output; avoid starting with a general-purpose assistant.
  2. Confirm the installation path. Check the z/OS and z/OSMF releases, enabled REST services, network reachability, TLS trust, proxy or firewall rules, and the site’s identity and authorization design.
  3. Select the runtime and Bedrock target. Use a language and runtime already supported at the site. Choose a model, API, and Region only after confirming compatibility and policy, then grant only the required Bedrock IAM permissions.
  4. Prove basic inference. Build a minimal client that sends a prompt through the selected Bedrock interface and displays the response. Keep mainframe tools out of this first check.
  5. Add one narrowly scoped tool. Map one typed operation to one z/OSMF request. Validate its arguments and the caller’s permission before making the request, then bound and sanitize its result.
  6. Exercise failure and denial paths. In a non-production environment, test unauthorized callers, invalid or out-of-scope identifiers, service errors, timeouts, and whether audit records capture the right events without exposing unapproved data.
  7. Make a logging decision. Keep invocation logging disabled unless its diagnostic purpose, access, retention, and deletion requirements have been reviewed and approved.

There is no universal OMVS command, language, credential pattern, or z/OSMF endpoint configuration established for every installation by these interface descriptions. Obtain implementation-specific syntax and operational behavior from the target environment’s supported runtime and locally configured services rather than treating the architecture as a tested deployment recipe.
