The Gujarat government compulsorily retired IAS officers K Rajesh and Gaurav Dahiya on October 1, 2026, according to Hindustan Times. The report describes “Operation Gangajal” as a review of officials facing corruption allegations, disciplinary proceedings or serious-misconduct concerns. No separate official document defining the exercise or the officers’ retirement orders was located, so its reported description should not be mistaken for a published government policy or a confirmed legal basis for either order.
What is Operation Gangajal?
Hindustan Times describes Operation Gangajal as a Gujarat government exercise to review officials facing corruption allegations, disciplinary proceedings and serious-misconduct allegations. The reported retirements of Rajesh and Dahiya were part of that exercise. The available reporting does not include a separate official program document setting out its scope, process or criteria, nor does it establish that the same rationale applied to both officers.
Why was K Rajesh compulsorily retired?
Hindustan Times identified Rajesh as a 2011-batch IAS officer who was already under suspension. It reported that his retirement followed criminal investigations and proceedings concerning alleged bribery, illegal land allotments and money laundering.
The report says the CBI arrested Rajesh in 2022 in a corruption case linked to his tenure as Surendranagar collector from April 2018 to June 2021. It also reports allegations that he took bribes connected to arms licences and government land, and that the Enforcement Directorate later pursued proceedings under the Prevention of Money Laundering Act. These are reported allegations and proceedings; the cited coverage does not establish a conviction or finding of guilt.

What proceedings involved Gaurav Dahiya?
Hindustan Times identified Dahiya as a 2010-batch IAS officer serving as additional development commissioner in Gandhinagar when he was retired. The report connects the decision to disciplinary proceedings and inquiries into misconduct allegations, but recounts several distinct matters that should not be conflated.
Complaint by a Delhi-based woman
Dahiya was suspended in August 2019 after a state inquiry committee found substance in allegations of bigamy and professional misconduct made by a Delhi-based woman. Dahiya denied the allegations and said he had been honey-trapped and blackmailed. Delhi Police later gave him a clean chit in the complaint made by the woman. That police outcome concerns that complaint; it does not establish the result of separate Gujarat departmental inquiries.

Separate Gujarat inquiries and later appointment
The report says separate Gujarat departmental inquiries into other complaints remained pending. It also describes a separate inquiry into financial dealings ordered in November 2019. Gujarat revoked Dahiya’s suspension in July 2023 and appointed him additional development commissioner. The reporting does not say that these separate inquiries resulted in a finding of misconduct.
How much service did Dahiya have left?
Hindustan Times reported that Dahiya was 42 and had about 18 years of service left when the compulsory retirement was reported. Separately, DoPT-hosted material lists him as a 2010-batch Gujarat-cadre officer with a scheduled retirement date of June 30, 2044. The approximately 18-year figure is the newspaper’s account of his remaining service at the time, not a calculation that should be generalized to other officers.

What does compulsory retirement mean legally?
DoPT’s official periodic-review guidance discusses Fundamental Rule 56(j) and general principles for compulsory retirement in the public interest. Such a review is distinct from treating allegations as a criminal conviction. However, the individual retirement orders for Rajesh and Dahiya were not located in the material available here. DoPT’s general guidance therefore provides context only; it does not confirm which provision, reasons or procedure the Gujarat government cited in either case.
