Some ornamental parks in Delhi may now qualify to host social or religious functions if they have been booked continuously for at least five years and the required booking proof is submitted. Hindustan Times reported that the Municipal Corporation of Delhi (MCD) approved this conditional exception on September 29, 2026. It does not make every ornamental park available: the report says no new ornamental park will be added to the booking system.
What the reported MCD amendment changes
Hindustan Times reported on October 2, 2026, that MCD amended Clause 2(iii) of a resolution dated July 16, 2013. The newspaper reproduced the amended wording as: “No New Ornamental Park will be booked. However, if any ornamental park is being booked continuously for at least 5 years (Proof of booking is to be submitted), the same will be allowed for booking.” The September 29 approval date and clause wording are reported by the newspaper; the primary MCD resolution or circular was not available in the sources reviewed.
In practical terms, an existing ornamental park with the specified history may be considered for booking. The change is a conditional route around the earlier restriction, not a general opening of ornamental green spaces.

Why the five-year exception matters
The earlier conditions created a conflict between a park’s event history and its ornamental classification. A November 19, 2024 National Green Tribunal order concerning Jawahar Park in Model Town-3 reproduced conditions allowing booking only where a Puja or other religious function had been held for at least five years, with proof, while also stating that no new park could be booked and no ornamental park could be booked. A park could therefore meet the history test and still be barred because it was ornamental.

Hindustan Times says the 2026 amendment followed a legal opinion identifying tension between clauses 2(i) and 2(iii), after the Jawahar Park matter was referred to MCD counsel. The NGT order is available via IndiaKanoon; it reproduces the earlier conditions and the Supreme Court direction on monthly use.
What the five-year rule does not establish
- It is not automatic approval. The clause sets a possible eligibility route; it does not guarantee that MCD will approve a particular application or date.
- It does not add new ornamental parks. The reported restriction on adding new ornamental parks remains.
- It does not remove other booking controls. MCD’s live park-booking portal states a limit of no more than 10 social-function booking days in a month.
- It does not specify exactly what proof MCD will accept. The report requires “Proof of booking” but does not identify accepted documents, how continuity is calculated, or whether bookings must be by the same applicant.
Check the park, date and permissions before applying
Eligibility under the reported exception is only one part of arranging an event. MCD’s portal displays bookable venues and operational conditions; check the specific park’s listing, current availability and zonal requirements rather than assuming a qualifying history means the venue is open on the date you want.

- Check whether the particular park appears in MCD’s current venue inventory and whether the requested date is available.
- Ask the relevant MCD zone what documents it will accept as proof of continuous booking for at least five years. The published report does not set out the evidence-review procedure.
- Confirm the permission route for the event. The portal says a one-day booking requires special permission from the zonal Deputy Director of Horticulture. A booking longer than one day also requires countersignature from the zonal Deputy Commissioner.
- Check the monthly day limit and any other current conditions shown by MCD before finalising plans.
The portal listed 88 parks in its displayed venue inventory when accessed on October 3, 2026. That is the portal’s booking inventory at that time, not the total number of MCD parks or a confirmed list of every park potentially eligible under the new exception.
How the rule relates to the 10-day limit
The five-year exception concerns which ornamental parks may qualify for booking; it does not change the separate monthly limit. A November 19, 2024 NGT order quotes the Supreme Court’s direction in M.C. Mehta v. Union of India (2009): “The use of parks by MCD, NDMC and DDA for the purposes mentioned above shall not be permitted more than 10 days in a month.” MCD’s portal states the same maximum for social functions. The limit applies independently of whether an ornamental park meets the five-year test.

The policy’s competing concerns
Hindustan Times reported that MCD manages more than 15,000 parks, including 5,945 classified as ornamental parks; those figures are newspaper-reported, not an independently verified municipal inventory. The amendment creates a route for established community events while retaining a restriction against adding new ornamental parks. That leaves a practical balance between longstanding social or religious use and protecting planted public green space. Atul Goyal, president of United RWAs Joint Action, Delhi, was quoted advocating safeguards for greenery, community participation and post-event cleanup; these are stakeholder views, not stated conditions of the amendment.
