No: Google has not announced an end to Android sideloading. Its March 19, 2026 announcement describes a new, more deliberate process for installing apps from unverified developers on covered devices, while preserving an advanced flow for users who choose to proceed and ADB for installing apps on their own devices. The change adds friction and developer identity checks; it is not, according to Google, a review of app content.
What Google’s sideloading change means
Google is introducing developer identity verification for certain app distribution, alongside extra steps for users who want to install apps from unverified developers. Google characterizes verification as an identity check and app registration—not an assessment of an app’s content. That distinction matters: the policy changes who can distribute through covered routes and how users proceed with unverified developers, but the cited Google material does not describe a new content-approval system.
Google’s stated rationale is reducing scams and coercion. Its March announcement says scammers may coach victims to bypass security warnings and disable protections. That is Google’s explanation for the safeguards, not evidence that developer verification will prevent scams. A 2025 survey by the Global Anti-Scam Alliance and Feedzai found that 57% of adults across 42 markets encountered a scam in the prior 12 months and 23% lost money; those figures provide context for the concern, not proof of this policy’s effectiveness. Is this the end of sideloading on Android?
No. Google’s announced advanced flow preserves a way for a user to install an app from an unverified developer after completing a one-time setup. The unverified-developer warning remains visible. ADB is also a separate route for developers and power users to build, test, or install modified or unverified apps on their own devices. These routes have different purposes and are not interchangeable: the advanced flow is for users choosing to proceed with an unverified app, while ADB is a developer-oriented installation and testing tool.

Google’s Android Developers Blog describes the advanced flow as a way for power users to retain the ability to sideload. That is Google’s characterization of its policy, rather than an independent assessment. Google’s March 19 announcement provides the company’s explanation.
What users must do to install an unverified app through the advanced flow
Google says the setup is intended to make a user pause and confirm they are acting independently, rather than following pressure from someone else. The announced sequence is:

- Turn on developer mode in the device’s system settings.
- Confirm that nobody is coaching you through the process.
- Restart the device and reauthenticate.
- Wait one day before continuing.
- Return and confirm your identity with biometrics or the device PIN.
- Choose whether to allow unverified app installs for seven days or indefinitely.
The process is a one-time setup, but it deliberately introduces a delay and several checks. It does not remove the warning that the developer is unverified. Google’s current user-facing guidance is on its Android developer verification help page.
Where and when the first rollout applies
Google’s current pages describe an initial rollout in selected Southeast Asian markets and Brazil on certified Android devices, with broader expansion planned in 2027. The first phase is not described as a global change, and it applies to participating stores rather than every possible source of apps. Google’s Android Help lists Google Play, HONOR App Market, OPPO App Market, Galaxy Store, Palm Store, V-Appstore, and Xiaomi GetApps as participating stores.

Google’s official pages do not agree on every boundary. Android Help says the first phase starts in September 2026 for apps downloaded from participating stores on certified devices running Android 8 and up, in Brazil, Indonesia, Singapore, and Thailand. Developer Console Help instead says protections go live September 30, 2026 in Indonesia, Singapore, and Thailand, omitting Brazil; its policy overview describes a September 30 start in all four named markets on certified devices running Android 7 and up. The exact country list and minimum Android version therefore differ across Google’s pages. Check the live guidance before relying on a particular date or device threshold: Android Help, Developer Console Help, and the Android developer verification overview.
Google says AOSP and non-certified devices are exempt, as are regions where Google Mobile Services are unsupported and territories subject to applicable trade sanctions. The stated 2027 expansion is for certified Android devices globally; Google describes it as applying to all apps. These qualifications mean this is not a uniform change across every Android device or app source from the outset.

What app developers and organizations need to know
Developers distributing through Google Play
Google says Play automatically registers 99% of apps. That is Google’s reported figure, not an independently measured rate. Google says any apps that are not automatically registered can be handled manually through Play Console.
Developers distributing outside Google Play
Google says verified developers can continue distributing directly through sideloading or through any app store they choose. Apps distributed outside Play can be registered manually through Play Console. Verification concerns the developer’s identity and app registration; Google says it is not a review of the app’s content.

Students, teachers, and hobbyists sharing with a small group
Google describes a free limited-distribution account for students, teachers, and hobbyists. It permits sharing an app with up to 20 devices without a government-issued ID or registration fee. This is a limited route for small-group distribution, not an allowance for unlimited public distribution.
Managed enterprise apps
Google says enterprise apps distributed through an organization’s store on managed devices do not need to complete these verification requirements. Its Developer Console Help recommends registration if an app might also be distributed outside that managed environment.
What this clarification does—and does not—establish
The practical shift is added developer identity verification in the covered distribution routes and a slower, more explicit choice for users installing from unverified developers. Google’s announcement preserves advanced-flow installs and ADB, and identifies an exception for managed enterprise distribution. The sources describe Google’s intended safeguards and rollout, but do not establish whether those measures will reduce scams in practice. For users, the key questions are whether their device and app source are covered and whether they are willing to complete the advanced flow’s waiting period and checks.
