Chinese hackers impersonated AI policy leaders in Microsoft 365 credential-phishing campaign

A Proofpoint report says TA419 posed as AI-policy leaders, lured experts into follow-up links and used a fake OneDrive AiTM flow against Microsoft 365 and Entra ID.

Proofpoint says the China-aligned group it calls TA419 impersonated prominent AI-policy figures in July 2026, approached experts at US think tanks, universities and law firms, and then routed replies to a fake OneDrive sign-in page. The adversary-in-the-middle (AiTM) flow relayed authentication to genuine Microsoft infrastructure while capturing passwords, MFA codes and session cookies. Proofpoint’s reporting documents the lures and technology; it does not publish a victim count or confirm that every targeted organization was compromised.

What happened

Proofpoint’s primary report, published October 1, 2026, says the activity began July 8. TA419 impersonated Lynne Edwards Parker, formerly Principal Deputy Director of the White House Office of Science and Technology Policy, and economist and foreign-policy expert Heidi Crebo-Rediker. The targets were AI-policy specialists at US think tanks, universities and law firms.

The opening messages looked like ordinary professional outreach. One invited the recipient to join a fictitious “AI Policy Advisory Committee.” Another asked for contributions to a Senate Committee on Foreign Relations report about AI export controls and supply chains. After a recipient replied, the actor sent a shortened URL for the next stage.

Proofpoint separately reported a February 2026 incident in which TA419 impersonated a senior Anthropic employee and contacted an AI-policy analyst at a US think tank. The subject line was “Request for Feedback on Military Integration of Claude.” These are examples of attacker wording, not evidence that Anthropic, OpenAI or another AI provider was breached.

Campaign timeline

How the credential theft worked

1. A reply triggered the malicious link

The initial contact was designed to start a conversation rather than force an immediate login. Once a target responded, the follow-up shortened URL sent the person through several redirects.

2. The destination imitated OneDrive

The chain ended at a page made to resemble a OneDrive document-sharing experience. Proofpoint says the attackers used a customized version of the open-source Browser-in-the-Browser kit Frameless BitB. Its overlay displayed a fake browser sign-in window inside the page, making the address and login context appear more trustworthy than they were.

3. The proxy relayed Microsoft authentication

The fake window targeted Microsoft 365 and Entra ID. The page passed the victim’s authentication interaction to real Microsoft services, so the password and MFA flow could appear to succeed. At the same time, the attacker’s proxy could collect the password, MFA code and resulting session cookie.

This is why MFA is not an absolute guarantee against every phishing scenario. An AiTM relay can defeat methods that require the user to approve or enter a challenge while connected through the attacker’s site. Origin-bound, phishing-resistant methods such as passkeys are designed to prevent a fake origin from using the authentication response elsewhere, although no single control removes every account-takeover risk.

4. Staged infrastructure added screening and concealment

Proofpoint observed Cloudflare Turnstile checks and staged domains. The July activity used driftshare[.]co as a first-stage domain and globalfileshareplatform[.]com as a second-stage phishing domain. They are historical indicators for defenders, not destinations to visit and not proof that the same infrastructure remains active.

What Proofpoint says about the actor and motive

Proofpoint describes TA419 as a China-aligned, espionage-motivated actor that has targeted US- and Japan-based think tanks, defense contractors, universities and law firms since at least April 2025. It assesses that the AI-policy activity likely supports broader Chinese intelligence objectives involving US AI policy and regulation, including disputes over export controls and model distillation. That motive and alignment are Proofpoint’s intelligence assessment, not an independently established government finding.

“TA419 has consistently shown an interest in defense, national security, energy, international relations, and foreign policy targets, predominantly with a nexus to the US and Japan,” said Mark Kelly, a Proofpoint threat intelligence analyst. “The targeting of AI policy experts represents an extension of that remit rather than a departure from it.”

How this campaign differs from wider AI-brand phishing

Microsoft’s June 8, 2026 threat report described separate phishing, malvertising and search-optimization operations that used ChatGPT and Claude as lures. Microsoft characterized those examples as abuse of AI brand names, not compromise of the referenced services.

Microsoft also reported a separate ChatGPT-themed campaign observed on May 5, 2026 that sent 4,500 emails, with 97% of recipients targeted in South Africa. In the broader activity it described, as many as 100,000 messages were sent in one day to targets in Switzerland, Austria and South Africa. Those figures are not TA419 totals and should not be used to estimate the size of the July AI-policy operation.

What is known—and not known—about victims

Public reporting does not state how many people clicked, how many accounts were compromised or whether stolen sessions were used for follow-on access. No confirmed victim or compromised-account total is available for the July campaign. The evidence establishes the impersonation lures, redirect chain and credential-harvesting setup, not universal compromise of the organizations that received messages.

Practical defenses for likely targets

Verify the person before following the workflow

  • Confirm an unexpected invitation or document request through a separately known phone number, organizational directory entry or previously trusted channel.
  • Do not treat a familiar name, signature or policy project as proof that the sender is genuine.
  • Open the organization’s known website or collaboration portal directly instead of using a link in the message.

Use phishing-resistant authentication

Proofpoint recommends origin-bound methods such as passkeys. A FIDO2 security key is one possible hardware implementation, but the report does not endorse a particular model. Deployment must fit the organization’s identity service, account policies, recovery process and privileged-account requirements.

Layer identity and email controls

Microsoft’s general recommendations for AI-themed phishing include enforcing MFA, applying conditional access, protecting privileged accounts with phishing-resistant MFA, and strengthening email anti-phishing and link-analysis controls. These measures complement—not replace—staff verification and incident-response procedures.

Respond quickly after a suspicious sign-in

  • Report the message and suspected login to the organization’s security team.
  • Revoke active sessions and reset credentials through a known-good administrative path.
  • Review sign-in logs, mailbox rules, forwarding settings and recent consent or application changes.
  • Preserve the original message, headers and URLs so defenders can search for related activity.

Warning signs in the reported lures

  • A high-status policy contact proposing a committee or report that cannot be verified independently.
  • A request to review a document followed by a shortened URL.
  • A sign-in window that appears inside a document page rather than in a normal browser tab.
  • Unexpected MFA prompts immediately after clicking a collaboration link.
  • Domains that do not match the organization named in the message.

The Bottom Line

The key lesson is not that every AI-policy invitation is malicious, but that a credible identity and a successful MFA prompt do not authenticate a web page. Verify unusual outreach out of band and prioritize phishing-resistant, origin-bound authentication for sensitive Microsoft 365 accounts.
