What Sindh says the programme has reached
According to the minister’s remarks reported by Dawn and ProPakistani, the initiatives operate through 1,880 non-formal education centres in six districts. The reports do not name the districts. They describe the programme as having launched in April 2025 to bring learning opportunities to children who cannot access conventional schools.
The reported total is not accompanied by a definition of “connected.” The coverage does not establish whether it means enrolled, attending, or reached in another way, nor does it give a measurement date for the total. It should therefore be read as reported reach, not as an independently verified count of active learners.
Who the initiative is intended to serve
The reporting identifies girls, disadvantaged communities, and children facing barriers to conventional schooling as areas of particular attention. It does not provide participation figures broken down by gender, community, district, or other learner characteristics.

Education Minister Syed Sardar Ali Shah described the approach as taking learning opportunities to children who cannot reach conventional schools, with support from local communities. That explains the programme’s stated purpose, but the reports do not quantify how many children from each group have been served.
What the tablet distribution is meant to support
A separate reported component involved distributing 1,000 tablets to facilitators. Dawn reported that officials described uses including communication, attendance and activity monitoring, access to learning materials, and facilitator training. The coverage does not specify the tablet model, technical specifications, or a vendor, so it does not establish that the devices match any particular retail product.

JICA Pakistan Chief Adviser for Education and Literacy Chiho Ohashi said the tablets would help facilitators access teaching and learning materials and deliver more effective, interactive activities. This is an official’s stated expectation; the reporting does not present an evaluation of how the devices have affected teaching or student learning.

The available coverage reports the minister’s reach figure and the centre count, but neither article provides an official programme dataset or an independent evaluation. It also does not report attendance rates, learner retention, completion, learning outcomes, programme costs, or district-level results.

Those gaps matter because connecting a child to an education opportunity is not the same measure as sustained attendance or demonstrated learning. On the evidence published in these reports, the accurate conclusion is that Sindh officials say the initiative has reached nearly 100,000 children—not that an independent assessment has confirmed enrolment, retention, or learning gains.
