Yes—available evidence shows a sharp rise in AI-generated child sexual abuse material (CSAM), especially in videos identified by the Internet Watch Foundation (IWF). The figures are not a single count of everything online: the IWF assessed individual files, while the National Center for Missing & Exploited Children (NCMEC) counted reports and separately classified submitted files. Those measures show growth, but cannot be added together or treated as a global prevalence rate.
What the IWF found in 2025
The IWF’s AI CSAM Report 2026: Harm without limits, published in 2026 and focused mainly on findings from 2025, records a substantial increase in material its analysts assessed as AI-generated and depicting realistic child sexual abuse.
Video detections rose from 13 to 3,443
The clearest year-to-year comparison is video: the IWF identified 3,443 AI-generated child sexual abuse videos in 2025, compared with 13 in 2024. This is a count of videos the IWF found and assessed, not a census of all videos being produced or shared.
8,029 images and videos were assessed
Across images and videos, the IWF assessed 8,029 AI-generated items in 2025 as showing realistic child sexual abuse. The organization says the material was becoming more realistic and included full-motion video. Its assessment reflects what reached IWF investigators and met their assessment criteria; material that was never reported, was inaccessible, or was not identified is outside this count.

Severity was high in the UK classification
A UK government factsheet says 65% of the IWF-assessed AI-generated videos were Category A. Category A is part of the United Kingdom’s severity classification system, so the percentage describes the severity mix of the IWF’s assessed videos rather than the severity of all synthetic material worldwide.
What NCMEC’s 2025 figures measure
NCMEC’s figures come from its CyberTipline and related analysis. They answer different questions from the IWF’s file assessments.

More than 400,000 reports do not mean 400,000 confirmed files
NCMEC logged more than 400,000 AI-related CyberTipline reports in 2025. The category includes reports involving CSAM in training data, generation or possession, attempts to generate material, use of AI to engage with or alter CSAM, and other AI-linked exploitation. More than 200,000 reports had an AI nexus but not enough information to determine precisely how AI was involved. Therefore, the headline number should be described as AI-related reports—not as 400,000 confirmed AI-generated CSAM items.
More than 158,000 submitted files were categorized as AI-generated
For January 2023 through December 2025, NCMEC says more than 158,000 submitted images and videos were categorized as AI-generated. Service providers annotated just over 11,000 items as AI-generated during the same period. These are classifications of submitted files and should not be compared directly with the number of CyberTipline reports, which is a different unit.

Direct victims have been identified
NCMEC reports identifying more than 275 direct victims in 2024 and 2025. In many cases, it says, offenders were people in the child’s life who had direct access to them. This finding shows why synthetic material is not harmless simply because a computer generated or altered the image.

- Unit: an IWF item is an individual image or video; an IWF report is a webpage or URL; a NCMEC figure may be a CyberTipline report or a submitted file.
- Scope: NCMEC’s AI-related category includes reports where AI was used in several ways, including cases where its precise role was unclear. The IWF figures concern material its analysts assessed as AI-generated.
- Time window: most figures cover a full calendar year, while the UK government’s IWF comparison covers January through October.
- Classification: the IWF’s Category A percentage describes a UK severity category within assessed videos, not all reported content.
These sources establish a rising volume of detected and reported AI-linked abuse, particularly in IWF-assessed video. They do not establish a comparable prevalence rate between countries or a worldwide total.

An image does not need to document an actual physical assault to harm an identifiable child. NCMEC links AI-generated CSAM to revictimization, sextortion, online enticement and peer victimization. A fabricated or altered image can be used to threaten a child, damage relationships and reputation, pressure the child for more material, or expose the child to harassment at school and online.

The IWF also describes increasing realism, easier access to generative services, grooming and extortion risks, and the use of AI chatbot services. Those observations concern abuse pathways, not merely image quality.
Law and policy response
United Kingdom
A 2026 UK government factsheet states that generating and possessing AI-produced CSAM are already illegal under UK law. The government also announced powers for designated bodies to scrutinize AI models and require safeguards. These statements are specific to the UK; laws differ elsewhere, and the available evidence does not support a global legal summary.
Announcing the UK measures, then Technology Secretary Liz Kendall said: “We will not allow technological advancement to outpace our ability to keep children safe.” The IWF’s chief executive, Kerry Smith, similarly wrote that “Child safety must be embedded from the outset, not treated as an afterthought.”
Reporting and removal services
- CyberTipline: NCMEC’s public reporting service for suspected child sexual exploitation. NCMEC says reports are made available to appropriate law-enforcement agencies.
- Take It Down: NCMEC’s service for anonymously requesting removal of explicit images through participating platforms. Participation by a platform is required, and removal cannot be guaranteed.
What to do if you encounter suspected AI-generated CSAM
- Do not download, save, forward or repost the material. Do not try to investigate the child or identify the creator yourself.
- Use the platform’s child-safety or abuse-reporting mechanism and provide the webpage or account information requested.
- Submit a report to NCMEC’s CyberTipline. If a child faces immediate danger, contact local emergency services or law enforcement.
- If an explicit image of you or someone you know is circulating, consider NCMEC’s Take It Down service and tell a trusted adult or support professional.
What the evidence does—and does not—show
The strongest comparable signal is the IWF’s increase from 13 assessed AI-generated videos in 2024 to 3,443 in 2025. NCMEC’s much larger totals show that AI is appearing across a broad set of exploitation reports and that many submitted files are being classified as AI-generated. Together, the findings support the conclusion that AI-generated CSAM is rising in observed and reported activity, while leaving the total amount produced or circulating unknown.
