The release also connected agents with external tools and automations, multi-agent orchestration, and monitoring capabilities. IBM separately announced an Agent Catalog containing more than 150 agents and pre-built tools at launch.
What IBM announced in May 2025
The update was presented around IBM Think and reported by InfoWorld on May 6, 2025. Its central change was turning watsonx Orchestrate from primarily an automation and orchestration service into a place where organizations could create, connect and supervise specialized AI agents.
InfoWorld’s account, based partly on IBM information, described the capabilities and product direction. It did not establish that every feature was generally available to every watsonx Orchestrate customer on that date, so availability should be confirmed for the relevant IBM edition, region and deployment.
Two agent-building paths
| Path | Who it targets | How it works | Best fit |
|---|---|---|---|
| Agent Builder | Business users and teams that do not want to write code | Drag-and-drop, visual configuration of agents and their actions | Rapidly assembling agents from existing tools, automations and approved workflows |
| Agent Development Kit | Professional developers | A developer toolkit for creating more specialized and customized agents | Engineering teams that need programmatic control, bespoke logic or deeper integration |
The two paths are complementary rather than competing products. A visual builder can help domain teams configure routine use cases, while the development kit provides a route for engineers to implement behavior that cannot be expressed conveniently in a no-code interface.

Agent Builder: visual authoring
IBM described Agent Builder as a no-code studio using drag-and-drop tools. In practical terms, a team can assemble an agent around approved actions and automations without making every business specialist learn a programming language. The announcement does not independently establish ease-of-use, reliability or production performance.
Agent Development Kit: developer control
The Agent Development Kit is intended for developers building specialized agents. It gives engineering teams a separate path when an agent needs custom behavior, application-specific integration or more control than visual configuration provides. The May report did not publish a comparative benchmark between the kit and other agent frameworks.
Connecting agents, tools and automations
Custom agents could use outside tools and existing automations, allowing an organization to combine its own systems with the agent-building experience. IBM’s product story therefore goes beyond an isolated chatbot: agents can call business processes, use approved enterprise tools and participate in larger workflows.
That architecture also introduces design questions. Each connected tool needs an owner, an authentication method, a defined permission scope and a failure-handling policy. Teams should decide which actions are read-only, which require human approval and which can run automatically before moving an agent into production.

Multi-agent orchestration and observability
The update included multi-agent orchestration and monitoring capabilities. Orchestration matters when one agent should delegate work to another—for example, a routing agent sending a request to separate finance, service or document-processing agents. Monitoring helps an organization inspect those interactions rather than treating the combined workflow as a black box.
Questions an operations team should answer
- Which agent initiated each action and which downstream agent or tool executed it?
- What data and credentials were exposed at every handoff?
- Where can a human review, override or stop a workflow?
- How are failed calls, incorrect outputs and repeated retries recorded?
- Which logs are retained, and who is permitted to inspect them?
The sources for the May announcement describe the presence of monitoring and orchestration features but do not provide independent measurements of latency, accuracy, uptime or operating cost.
IBM’s Agent Catalog
In its May 6, 2025 Think announcement, IBM said the new Agent Catalog contained more than 150 agents and pre-built tools. IBM named Box, Mastercard, Oracle, Salesforce and ServiceNow among ecosystem partners.
The “150+” figure is IBM’s historical announcement figure, not a current inventory count. Catalog contents and availability can change, and an organization should verify whether a particular agent, connector or partner integration is offered for its plan and deployment.

What changed after the 2025 launch
Later IBM updates show the platform continuing to expand, but these releases should not be folded into the May 2025 announcement.
August–September 2026 operational features
In an announcement published September 3, 2026, IBM said several capabilities had reached general availability on specified August dates: AI Gateway discovery and registration for Amazon Bedrock agents, Trace Inspector, Custom LLM-as-a-Judge and the AgentOps agent. IBM said integrations for Azure AI Foundry and Google Vertex AI would follow at the end of September 2026.
Those statements are date- and platform-specific. Anyone assessing current availability should check IBM’s release documentation rather than assume that a feature announced for one cloud or date is available everywhere.
August 2026 builder and integration updates
An IBM Community update dated August 28, 2026 described Build with Bob as a preview on IBM Cloud and AWS. It allowed users to create or update agents, tools and workflows with natural-language instructions from within Orchestrate.
The same update recapped an August builder redesign, support for multiple knowledge sources per agent, JWT service-account and custom API-key-header authentication, knowledge-specific evaluation metrics, LangGraph agents in the catalog and Excel support in document extraction. These are dated vendor-community descriptions; verify each capability against current documentation before relying on it in a deployment.

Choose the creation route
- Use the visual route when business teams need to configure agents from approved components and the use case fits drag-and-drop authoring.
- Use the developer toolkit when the agent requires custom logic, deeper application integration or engineering-managed controls.
- Consider a mixed model when domain experts define the workflow and developers own extensions, security and release management.
Map the integration boundary
List every external agent, API, automation and data source the proposed workflow will call. Confirm authentication, authorization, rate limits, error behavior and ownership for each dependency.
Define governance before production
Specify approval checkpoints, audit records, data-retention rules, model and tool change control, and a rollback process. Multi-agent systems increase the number of handoffs that need to be inspected.
Verify deployment and availability
Check the exact IBM cloud service, region, plan and release date for each required capability. The 2026 announcements demonstrate why a feature’s existence in IBM’s product story does not by itself prove universal availability.

Request commercial evidence
The cited announcements do not provide an apples-to-apples price or performance comparison. Buyers should obtain a current quote and estimate usage-based costs, implementation work, monitoring, security reviews and support—not infer value from the Agent Catalog count.
What the evidence does—and does not—show
The May 2025 update clearly established a dual creation model, connections to tools and automations, multi-agent orchestration, and observability as core parts of IBM’s direction for watsonx Orchestrate. It did not establish independent superiority over competing agent platforms, guaranteed reliability, ease of use for every team or a universal feature set across customers.
IBM Community also posed a useful product-adoption question: “If you have an agent in production, what does your reach-to-engagement gap look like right now: a lot of first-time users who do not return, or a small group using it heavily?” That is IBM’s framing question, not survey evidence about the market. It highlights a practical measurement issue: deployment alone is not proof that an agent is becoming a useful, repeatable business service.
