Constellation Energy is seeking to restart Three Mile Island’s former Unit 1, while Microsoft has agreed to buy the electricity under a long-term contract for its data-center needs. The reactor involved in the 1979 accident is Unit 2, which is not the restart target.
What Microsoft actually agreed to
On September 20, 2024, Constellation announced a 20-year power-purchase agreement with Microsoft. Constellation would restore and operate the plant; Microsoft would be the contracted electricity buyer. The announcement does not identify a single Microsoft data center physically connected to the reactor.
Constellation renamed the facility the Christopher M. Crane Clean Energy Center. The arrangement is therefore a power-supply contract, not a sale of Three Mile Island to Microsoft.
Which Three Mile Island reactor is being restarted?
Unit 1 is the restart project
Unit 1 is a pressurized-water reactor that began commercial operation in 1974 and stopped permanently on September 26, 2019. Constellation is attempting to return this separate unit to service.

Unit 2 was the 1979 accident reactor
The March 1979 Three Mile Island accident occurred at Unit 2. That unit is not the one covered by Microsoft’s contract. Confusing the two reactors makes the current project sound like a restart of the accident-damaged facility, which it is not.
The Nuclear Regulatory Commission’s current facility information lists the former Unit 1 as a 2,568 MWt reactor owned by Constellation Energy Generation, LLC. In 2025, an NRC license amendment used the new Christopher M. Crane Clean Energy Center name.

How much power would Microsoft’s deal provide?
The project’s published capacity depends on whether the source is describing the contracted generation or the station’s electric rating:

The 835 MW and 871 MW figures use different project-document conventions; neither should be compared directly with the 2,568 MWt thermal rating. Constellation also projected about 3,400 direct and indirect jobs and more than $3 billion in state and federal tax revenue.

When could Three Mile Island return to service?
No commercial restart date is guaranteed. Published targets have changed and remain conditional on regulatory, construction, and grid work.

What has to happen before the reactor can restart?
The NRC says Constellation must re-establish the plant’s licensing basis, restore equipment to conditions that support safe operation, and complete upgrades required by the proposed operating basis. NRC staff must review the licensing submissions, inspect restored components, and oversee safety, security, and environmental requirements.
- Licensing: The proposed amendments and any related operating approvals must clear NRC review.
- Equipment restoration: Systems that were maintained in shutdown status must be returned to an operable, documented condition.
- Inspections and testing: NRC oversight will include inspections of restored components and verification that required upgrades work as intended.
- Environmental and public process: The September 2026 environmental assessment and finding of no significant impact addressed proposed federal actions, while other approvals still apply.
- State and local permissions: Constellation’s filings say Microsoft’s power delivery and the restart remain subject to NRC, state, and local approvals.
Will Microsoft receive electricity directly from the reactor?
Not necessarily. A power-purchase agreement establishes the commercial supply arrangement, but the announcement does not promise a dedicated Microsoft facility wired directly to Unit 1. Electricity would move through the regional grid and be scheduled under applicable market and transmission rules.

Constellation’s 2026 SEC filing says PJM’s system-impact study identified contingent transmission upgrades, with some projected in-service dates as late as December 2030. That creates two separate milestones: the plant may restart, while all contracted output may still depend on later grid work.
Why Constellation is pairing the plant with AI demand
Constellation describes nuclear generation as carbon-free and available around the clock, characteristics it says are important for data centers whose electricity use is growing. CEO Joe Dominguez said, “Powering industries critical to our nation’s global economic and technological competitiveness, including data centers, requires an abundance of energy that is carbon-free and reliable every hour of every day, and nuclear plants are the only energy sources that can consistently deliver on that promise.”
That statement explains the commercial rationale, but it does not remove the practical conditions: Unit 1 still needs licensing and equipment work, and transmission upgrades can affect when contracted power is deliverable.
The bottom line
Microsoft is supporting a Constellation-led attempt to restart Unit 1, the reactor that was not involved in the 1979 accident. The plan is for roughly 835–871 MW of electric generation under a 20-year purchase agreement. A 2027 or 2028 return is possible but remains conditional on NRC approval, inspections, restoration, permits, financing, and grid upgrades.
