Xiaomi’s $7 Billion Chip Bet Is Not Yet a Qualcomm Breakup

Xiaomi’s XRING O1 is a serious flagship chip, but the company’s $7 billion plan is a decade-long diversification strategy. A new Qualcomm agreement keeps Snapdragon in Xiaomi’s premium roadmap.

Xiaomi is not paying $7 billion to walk away from Qualcomm. The company has committed at least RMB50 billion—about $6.9 billion when reported—to chip development over at least 10 years. It has launched its own flagship processor, XRING O1, but Qualcomm says Xiaomi’s premium phones will continue using Snapdragon platforms under a new multi-year agreement.

The more accurate story is diversification: Xiaomi wants greater control over silicon and less dependence on outside suppliers, while retaining Qualcomm—and potentially MediaTek—where their modems, software, certifications and global supply remain valuable.

What the $7 billion actually represents

The headline figure comes from Xiaomi’s minimum planned investment of RMB50 billion over at least a decade, a commitment described in coverage of Lei Jun’s chip strategy. At roughly $6.9 billion at the time, it is commonly rounded to $7 billion. This is not a one-time payment, an immediate XRING O1 bill or a budget reserved solely for replacing Qualcomm purchases.

Xiaomi said it had already invested RMB13.5 billion in chip research and development by the XRING O1 launch and had assembled a team of more than 2,500 engineers. The program spans smartphone processors as well as chips for wearables, connectivity, imaging, artificial intelligence, vehicles and smart devices. Xiaomi’s announcement sets out the investment and launch details; Quartz’s report provides context for the approximately $7 billion conversion.

That time horizon matters. Xiaomi is funding a sustained silicon capability whose commercial return may take years, not buying instant independence from a supplier.

What XRING O1 is

Xiaomi unveiled XRING O1 in China on May 22, 2025, calling it the company’s first flagship processor designed in-house. Xiaomi lists these specifications:

These specifications put XRING O1 in the broad flagship category alongside processors from Qualcomm, MediaTek, Apple and Samsung. They demonstrate that Xiaomi can design and ship a complex high-end mobile SoC; they do not, by themselves, prove superior speed, battery life or efficiency.

Arm’s description of XRING O1 confirms the use of Arm technology and provides ecosystem context, but it does not establish that the chip outperforms competing Snapdragon products.

“In-house” does not mean Xiaomi manufactures everything

In-house generally describes Xiaomi’s control of the SoC’s design, integration, software tuning and product roadmap. It does not mean Xiaomi owns an advanced semiconductor fabrication plant.

  • Design: Xiaomi engineers develop the processor and its integration with cameras, AI, power management and HyperOS.
  • CPU and GPU technology: XRING O1 uses Arm technology, including the Immortalis-G925 GPU.
  • Manufacturing: Advanced fabrication is performed by an external foundry. Reports have identified TSMC, but that attribution is not presented here as a direct Xiaomi manufacturing disclosure.
  • Packaging and testing: These stages can also involve external semiconductor suppliers.

XRING therefore represents substantial design capability, not end-to-end semiconductor self-sufficiency. Xiaomi still relies on Arm intellectual property, design software, foundry capacity, packaging, testing and an international supply chain.

Why Xiaomi is not actually ditching Qualcomm

On May 20, 2025—two days before the XRING O1 unveiling—Qualcomm announced a new multi-year agreement with Xiaomi. Qualcomm said Xiaomi’s premium smartphones would continue using Snapdragon 8-series platforms for multiple generations, with expected shipments increasing each year in China and globally. The companies described their relationship as 15 years old and said it also covers automotive, smart-home products, wearables, tablets and other connected devices. Read Qualcomm’s announcement.

That public commitment directly conflicts with the idea of a clean break. The more plausible interpretation—an inference from the product launches and agreement—is a portfolio strategy:

  • XRING for selected China-market flagship phones and tablets.
  • Snapdragon for premium models that need established global modem, carrier and software support.
  • MediaTek for other performance and price tiers.
  • Specialized Xiaomi-designed chips for particular imaging, AI, connectivity or vehicle functions.

“Ditch Qualcomm” is therefore headline shorthand, not an established company-wide plan.

Why build silicon at all?

Supply-chain resilience

Designing more of its own silicon can reduce Xiaomi’s exposure to supplier disruptions, export controls, pricing pressure and geopolitical shocks. It cannot remove every external dependency, especially at advanced manufacturing nodes.

Product differentiation

A custom processor lets Xiaomi tune imaging pipelines, battery management, AI acceleration, tablets and HyperOS more closely to its own products. The benefit is potential differentiation, not a verified performance advantage in every device.

Negotiating leverage and long-term economics

At sufficient volume, an internal design team could improve bargaining power with Qualcomm and MediaTek and eventually produce favorable component economics. Those are possible outcomes; Xiaomi has not established near-term savings that offset the program’s enormous development cost.

Ecosystem control

Apple’s silicon model shows how processors, operating systems, cameras, graphics and power management can be coordinated. Xiaomi appears to be pursuing a less vertically integrated version: more control over key components while still buying technologies and platforms where outside suppliers remain stronger.

Technology ambitions

Lei Jun has portrayed chip development as a difficult but necessary step in Xiaomi’s move from consumer-electronics maker toward a deeper technology company. The decade-long commitment signals that ambition is strategic rather than a one-product experiment.

XRING is a restart, not Xiaomi’s first chip attempt

Xiaomi launched the Surge S1 smartphone processor in 2017. The effort was widely viewed as insufficiently competitive, after which Xiaomi concentrated more on smaller, specialized chips before returning to flagship application processors. PhoneArena’s background account describes that earlier effort.

XRING O1 is consequently an escalation and restart of Xiaomi’s SoC strategy, backed by much greater investment and engineering scale.

How competitive is XRING O1?

Its process technology, transistor count, CPU, GPU and NPU make it technically ambitious. But launch specifications are not a controlled comparison. Claims that it “beats Snapdragon” require a named benchmark, device software version, thermal conditions, power limits and test methodology. Likewise, efficiency claims need standardized battery or performance-per-watt testing.

The more defensible assessment is that XRING O1 competes in the same broad flagship class as leading Qualcomm and MediaTek processors. Whether it can sustain that position depends on factors beyond peak specifications:

Why Qualcomm can remain important alongside XRING

A smartphone application processor is only one part of a mobile platform. Qualcomm brings modem technology, RF front-end components, carrier certification, global network compatibility, mature Android support, graphics and AI software ecosystems, established OEM integration and predictable product roadmaps. Its patent-licensing relationships and supply network also matter.

A Xiaomi-designed application processor can coexist with Qualcomm modem or RF components, and Xiaomi can continue buying Qualcomm platforms for products where those advantages outweigh the value of its own chip. The announced partnership’s coverage of cars, wearables, tablets and smart-home products reinforces that the relationship is broader than a single smartphone SoC.

The China semiconductor context—and its limits

XRING fits China’s wider push to build domestic technology capability amid US-China technology restrictions. But commercial diversification and national self-reliance are different goals.

  • Chip design does not eliminate dependence on foreign equipment, intellectual property, electronic-design-automation software or foundries.
  • A 3nm-class design demonstrates advanced engineering; it does not prove domestically controlled 3nm production.
  • Advanced manufacturing remains dependent on a highly international supply chain.
  • Export controls or restricted foundry access could still affect Xiaomi’s roadmap.

The realistic description is reduced supplier dependence, not immediate semiconductor independence.

What would show that Xiaomi’s strategy is working?

  1. Sustained releases: Xiaomi would need credible annual XRING successors, not just one impressive launch.
  2. Connectivity competence: The chips or accompanying platforms would need to approach Qualcomm’s global modem and carrier coverage, or Xiaomi would need a durable mixed strategy.
  3. Software maturity: Drivers, camera processing, AI tools and long-term Android support must remain reliable across XRING devices.
  4. Manufacturing access: Xiaomi must secure advanced capacity at commercially viable volumes despite equipment and geopolitical constraints.
  5. Global reach: Wider deployment would require compatible bands, certifications, patents, regulatory approvals and support infrastructure.
  6. Economics: The strategic and product benefits must eventually justify at least RMB50 billion of planned investment.
  7. Product breadth: Reuse across phones, tablets, wearables, vehicles and smart-home products could improve the return on the design program.

What this means for buyers

The Xiaomi 15S Pro and Xiaomi Pad 7 Ultra are the clearest consumer demonstrations of XRING O1, but Xiaomi’s announcement does not provide a current US price, a current global purchase page or confirmed worldwide availability. China-market imports can involve differences in warranty, carrier bands, software, language, payments, service and returns.

For buyers prioritizing broad carrier compatibility and established Android support, Snapdragon-powered Xiaomi devices remain relevant because Qualcomm’s agreement explicitly covers future premium generations. Choosing one does not make XRING irrelevant; it reflects Xiaomi’s continuing two-track silicon strategy.

What to watch next

  • Whether XRING receives regular annual successors.
  • Whether it expands beyond China-market phones and tablets.
  • How Xiaomi handles modems, RF components and carrier certification.
  • Whether Snapdragon adoption continues in global premium models as Qualcomm stated.
  • How manufacturing access and export controls affect availability.
  • Whether Xiaomi’s chips create measurable product differentiation or acceptable economics.

The Bottom Line

Xiaomi is investing at least RMB50 billion over a minimum of 10 years to make outside silicon less essential, not to eliminate Qualcomm immediately. XRING O1 proves Xiaomi can ship an ambitious Arm-based flagship SoC, while the May 2025 multi-year Snapdragon agreement shows Qualcomm remains part of the plan. The outcome to watch is a durable, mixed silicon portfolio—not a sudden breakup.
