If you need older features such as albums, the People tab or Video Editor, Microsoft also provides Photos Legacy. If an image will not open, first check its format and whether its folder is included in Photos.
Which app opens images in Windows?
For most Windows 11 users, the built-in Microsoft Photos app is the practical default image viewer. It is designed to view, import, organize, edit and share photos and videos. Microsoft lists JPEG, PNG, GIF, BMP and TIFF among its supported photo formats. Photos also supports common video formats such as MP4, MOV and AVI.
To open a picture, find it in File Explorer and double-click it. If Photos is the file’s associated app, the image opens there. If another app opens instead, right-click the file, choose Open with, and select Photos. You can use that menu to choose another installed app as well. Menu wording may vary slightly by Windows build.
If you want to change the app that opens a format
In File Explorer, right-click an image and choose Open with to select an app for that file. If Windows offers an option to always use the selected app for that file type, choose it only if you want that app to handle that format by default. Windows also has default-app settings where you can associate a format such as .jpg with an installed application.

Different formats can have different default apps. Changing the handler for JPG files does not necessarily change what opens PNG, HEIC or other image types.
How to make a folder’s pictures appear in Photos
Photos displays the Pictures folder by default, but a photo can open normally from File Explorer without its containing folder being part of the Photos gallery. Add other locations if you want their contents included in the app’s browsing and organization views.
- Open Photos from the Start menu.
- Go to Gallery and open its folder controls.
- Choose the option to add a folder, then select the folder that contains your pictures.
- Return to the gallery and allow Photos to display its contents.
Adding a folder to the gallery is not the same as uploading it to cloud storage. OneDrive and iCloud are separate integrations that require their own setup or sign-in. Review which accounts and folders you connect rather than assuming a local folder is automatically uploaded.
Photos or Photos Legacy: which should you use?
Microsoft describes the current Photos app and Photos Legacy as separate experiences with different feature sets. The newer app emphasizes folder-based browsing and cloud integrations. Legacy is intended for people who want selected features from the older experience. Microsoft says both apps can run at the same time, and Photos Legacy can be opened from the current Photos app’s settings if it is available on the PC.

To check for Legacy, open Photos and look in its settings for the Photos Legacy option. If it is not present, availability or installation can differ on your PC; do not assume every Windows installation has identical apps or features.
Search in Photos: what works and what depends on your device
Microsoft documents searching Windows 11 Photos by filename, date, file type and location. Location search relies on latitude and longitude embedded in image metadata and is opt-in. Microsoft says it does not store that location information. If location search is unavailable, check whether the feature is enabled and whether the photos contain location metadata.
Natural-language semantic search has a narrower scope: Microsoft documents it for indexed local photos on Copilot+ PCs. It is not a general guarantee that every Windows 11 computer can search images by describing their contents. If you do not see semantic results, confirm that the device is a Copilot+ PC and that the relevant local photos are indexed.
Why an image may not open
The file format is not supported by the selected app
Windows has many file extensions, and an app’s support for one format does not imply support for every format. Check the extension and the selected app’s stated compatibility. For an unfamiliar extension, use Open with to see available handlers, or search Microsoft Store for software that explicitly says it supports that format. Verify the candidate app’s support and distribution source before installing it.

HEIC or HEIF files need additional handling
HEIC/HEIF troubleshooting is version- and app-dependent. Microsoft’s cited extension instructions are labeled for Windows 10 and describe installing HEIF Image Extensions and HEVC Video Extensions for the Photos workflow discussed there. They should not be treated as a universal current fix for every Windows version or Photos build. The page’s listed Store pricing is volatile, so check the Store listing rather than relying on an old price. HEVC concerns video encoding; do not assume HEVC video support is inherently required to view every still image in every app.
For the Windows 10 workflow Microsoft documents, you can install the relevant extensions from Microsoft Store or convert the image during transfer if prompted by the device or transfer software. If the extension route is unavailable or does not resolve the issue, use a trusted tool that explicitly supports HEIC/HEIF and convert a copy to a widely supported format such as JPEG. Conversion may discard some metadata or image characteristics, so keep the original when those matter.
The image’s folder is not in the gallery
If a file opens from File Explorer but is missing when you browse Photos, the containing folder may simply not be included in the gallery. Add the folder in Photos’ Gallery folder controls. This changes what the app browses; it does not move the original files.
The file is damaged or incomplete
If the app recognizes the format but reports an error, check that the file finished copying or downloading. Try opening it in another app that explicitly supports the format. If only one copy fails, transfer or download it again before replacing the original. A different viewer cannot repair a truncated or corrupted file.

Privacy and cloud-library checks
Windows lets users review app access to libraries such as pictures through privacy settings. Microsoft’s privacy guidance says apps that need photo-library access indicate that requirement on their product description pages, and Windows settings can be used to review or manage access. Check those controls if an app cannot see pictures you expect it to access.
Connecting OneDrive or iCloud to Photos involves account setup; it is distinct from adding a local folder to the gallery. Before connecting a cloud service, confirm which account you are signing into and which library or folders you intend to browse.

Choosing another viewer
If Photos and Photos Legacy do not fit your workflow, compare alternatives on the details that affect your files and routine:
- Format support: confirm support for each required extension, especially less common or modern formats.
- Library workflow: check whether the app browses folders directly, imports files, or maintains its own catalog.
- Privacy permissions: review what access to pictures or cloud accounts the app requests.
- Distribution: prefer a source you trust and confirm the app’s stated support before installing it.
Windows’ Open with menu helps identify installed handlers, and Microsoft Store search can help discover software for unfamiliar file types. Neither makes every search result suitable: verify compatibility and source yourself.
