Windows may open a screen-snipping overlay rather than the full Snipping Tool window; that is the documented behavior.
What the Print Screen key is supposed to do
On supported Windows configurations, pressing Print Screen can open the screen-snipping overlay, where you choose rectangular, window, full-screen or free-form capture. It does not necessarily launch the complete Snipping Tool application window. You can still open the full app separately from Start.
The key may be labeled PrtSc, PrtScn or PrntScrn. Compact laptops and some external keyboards place it behind an Fn layer, so the physical key combination differs by device.
1. Turn on the Print Screen shortcut
Windows 11 path
- Open Start.
- Select Settings.
- Choose Accessibility, then Keyboard.
- Find Use the Print Screen button to open screen snipping.
- Switch the setting on.
- Press Print Screen again and look for the dimmed screen and snipping toolbar.
Some Windows 11 builds use slightly different wording, such as using the Print Screen key for screen capture. The control is the same preference. If you cannot find it, use Settings search for Print Screen or screen snipping.

Windows 10 and older settings labels
Microsoft’s current instructions prominently document the Windows 11 path. Windows 10 editions and updated interfaces can show a similar keyboard option under Accessibility or Ease of Access, but the exact label and location can vary by build. Search Settings for Print Screen rather than assuming a Windows 11 path exists on every Windows 10 installation.
Why the setting may be off even after an update
Microsoft’s Windows configuration update dated May 24, 2023 states: “Pressing the print screen key opens the Snipping Tool by default.” The same update says Windows preserves a preference that a user previously changed. Therefore, a computer that had the option disabled can keep behaving that way after the default changed.
2. Retest with the correct key combination
Check the key legend
Try the key marked PrtSc, PrtScn or PrntScrn. On a laptop, hold Fn while pressing that key. Some keyboards have no dedicated Print Screen key; Microsoft documents Fn + Windows + Space as a possible capture combination on such devices.
Use the universal overlay shortcut
Press Windows + Shift + S. This shortcut opens screen snipping without relying on the standalone Print Screen key. Choose a snip mode, drag over an area, and select the notification to edit or save the image.

If Windows + Shift + S works but Print Screen does not, the Snipping Tool capture feature is available. Focus on the Print Screen preference, the Fn layer and the physical key rather than reinstalling the app immediately.
3. Open Snipping Tool directly
- Open Start.
- Type Snipping Tool.
- Select the app from the search results.
This test tells you whether the problem is limited to the keyboard shortcut. If the app opens and can capture a screen, leave the app installed and return to the keyboard setting. If Start search cannot open it, continue to repair the app.
4. Repair or reset Snipping Tool
- Open Start > Settings.
- Select Apps, then Installed apps (or Apps & features in some Windows 10 builds).
- Search for Snipping Tool.
- Open its three-dot menu or advanced options.
- Choose Advanced options.
- Select Repair, if the button is available.
- Restart Snipping Tool and test both Start search and Windows + Shift + S.
- If Repair is unavailable or did not help, return to the same page and choose Reset when offered.
Repair attempts to correct the app without removing its data. Reset reinstates the app’s stored state and can remove app preferences. Microsoft notes that Repair and Reset are not shown for every app or every Windows edition, so a missing button is expected on some systems.
Use the test results to narrow the fault

Common symptoms and fixes
Print Screen copies an image but opens no overlay
Some Windows configurations use Print Screen as a traditional clipboard capture. Check the Accessibility > Keyboard preference and enable the screen-snipping option. If you need an immediate overlay, use Windows + Shift + S.

The key works only with Fn
Press Fn + PrtSc (or the equivalent key printed on your keyboard). If your keyboard has no PrtSc label, try Fn + Windows + Space. Manufacturer layouts vary, so use the key legend on the device rather than a generic desktop shortcut.
The overlay appears, but no file is saved
A snip is normally copied to the clipboard and can be opened from the notification for editing and saving. Select the notification after capture, or open Snipping Tool from Start and use its save control. The Print Screen setting controls how capture starts; it does not automatically choose a storage folder.
Only a blank or frozen Snipping Tool window appears
Close the app, reopen it from Start and use Advanced options > Repair. If the problem remains and Reset is available, use Reset and test again. A reset can clear the app’s local preferences.
The setting is missing
Use Settings search for “screen snipping” and verify that you are looking at the keyboard page for the active Windows account. Windows 10 and Windows 11 builds do not always use identical labels. If the control is still absent, Windows + Shift + S remains the documented alternate shortcut.

What not to assume
- A failed Print Screen press does not by itself prove the keyboard is broken.
- Windows does not guarantee that every Print Screen press opens the full Snipping Tool application; the intended result may be only the snipping overlay.
- Repair and Reset are optional app controls, not guaranteed buttons on every edition.
- The May 24, 2023 default change does not override a preference that was previously turned off.
After enabling the setting, test with both a normal desktop keyboard and the device’s Fn combination if applicable. If Windows + Shift + S and direct app launch both fail after Repair or Reset, record the Windows edition and build before seeking device-specific support; Microsoft’s general guidance does not cover every manufacturer or managed-device configuration.

Does Print Screen always open Snipping Tool?
No. Windows documents the configured action as opening screen snipping or its overlay. The full application window can still be opened from Start.

Will changing the setting delete old screenshots?
No. The preference changes how the key invokes capture; it does not manage files already saved or copied.
Can I use Snipping Tool without Print Screen?
Yes. Windows + Shift + S opens the screen-snipping overlay, and Start search opens the application directly.
Why are the Repair and Reset buttons absent?
Microsoft says those Advanced options are not available for every app or Windows edition. Use the alternate shortcut and direct Start launch tests to determine whether the capture feature itself works.
