When scrolling stops in Windows, first identify whether the failure is an external mouse wheel, a touchpad gesture, one application, or every window. Then check Windows’ scroll settings, the device connection and power, and finally the driver. The sequence below separates a setting problem from a failing mouse or touchpad without replacing hardware unnecessarily.
Start by identifying what actually fails
Try these quick checks before changing anything:
- External mouse: Does the pointer move? Does the wheel fail in more than one application, such as File Explorer and a browser?
- Laptop touchpad: Does a two-finger slide fail while the pointer still moves? A two-finger horizontal or vertical slide is the documented Windows scrolling gesture.
- One window only: If scrolling works in the active window but not a window behind it, the “scroll inactive windows when I hover over them” setting may be disabled.
- Everything: If neither a mouse nor the touchpad scrolls, investigate Windows settings, drivers or a broader input problem.
Write down which device and applications fail. That prevents you from treating a browser-specific issue as a hardware failure.
Fix Windows mouse scrolling settings
Windows controls scroll amount, inactive-window scrolling and direction in the Mouse settings page. Microsoft’s guidance covers Windows 11 and Windows 10. The labels differ slightly by version.
Windows 11 path
- Open Start > Settings > Bluetooth & devices > Mouse.
- Under Scrolling, choose whether the wheel moves Multiple lines at a time or One screen at a time.
- If you chose multiple lines, adjust Lines to scroll at a time. A very low value can look like no movement.
- Turn on Scroll inactive windows when hovering over them if you need to scroll a window without clicking it first.
- Check the scroll direction option and test again.
Windows 10 path
Open Start > Settings > Devices > Mouse, then use the equivalent scrolling controls. The exact wording can vary by Windows update.

Horizontal scrolling requires a mouse that supports horizontal input; changing this setting cannot add a horizontal wheel to a basic mouse. If only one application ignores the wheel, test another application before changing system settings.

Check the mouse itself before blaming Windows
A wheel that does not scroll can result from power, connection or contamination. Work through these checks in order.
USB mouse
- Unplug the mouse and reconnect it firmly.
- Try a different USB port, preferably a port directly on the computer rather than a hub or dock.
- Inspect the cable for cuts, sharp kinks or a loose connector.
- Use compressed air or a soft, dry method to remove visible dirt around the wheel and sensor. Do not pour liquid into the mouse.
Wireless mouse
- Replace or recharge the batteries.
- Use the mouse’s reset or power control if it has one.
- For a USB receiver, unplug it briefly and reconnect it directly to another USB port.
- For a Bluetooth mouse, confirm Bluetooth is enabled and remove and re-pair the mouse if Windows no longer sees it.
Test the mouse on another computer. If the pointer and wheel still fail there, Microsoft says the mouse may need replacement. A replacement mouse will not fix a laptop touchpad gesture or a missing touchpad driver, so do this cross-computer test before buying anything. See Microsoft’s mouse and keyboard troubleshooting.
Restore touchpad scrolling
Use the documented gesture
Place two fingers on the touchpad and slide them vertically or horizontally. A single-finger drag is pointer movement, not the standard scroll gesture. Some gestures depend on the laptop having a precision touchpad, so the available options can differ by model.

Microsoft’s gesture reference is Touch gestures for Windows. It covers Windows 10 and Windows 11; Microsoft notes that Windows 10 support ended on October 14, 2025, so it should not be treated as receiving ongoing free security fixes or technical assistance.
Update through Windows Update
- Open Settings > Windows Update (on Windows 10, open Settings > Update & Security > Windows Update).
- Select Check for updates and install available driver or hardware updates.
- Restart the computer, then test two-finger scrolling.
Update or reinstall in Device Manager
- Right-click Start and open Device Manager.
- Expand Human Interface Devices or Mice and other pointing devices.
- Right-click the touchpad entry and choose Update driver. Let Windows search automatically.
- If updating does not help, choose Uninstall device, restart Windows and allow it to reinstall the driver.
Driver names vary by manufacturer. If updating or reinstalling does not restore the touchpad, Microsoft recommends contacting the computer manufacturer. Its explanation is direct: “If a touchpad isn’t working, it might be a result of a missing or out-of-date driver.” Read Fix touchpad problems in Windows.
Use symptoms to choose the next fix

Troubleshooting branches for persistent failures
Nothing scrolls after reconnecting
Restart Windows, test a different USB port or a known-good mouse, and check whether the touchpad is disabled by a keyboard function key. Some laptops have a touchpad toggle key; its icon and key combination are manufacturer-specific. If a known-good mouse scrolls, focus on the original device rather than Windows.
The wheel jumps, reverses or scrolls intermittently
Intermittent movement commonly points to a dirty or worn wheel encoder, weak batteries or an unstable wireless link. Clean the wheel area, replace batteries and move the receiver closer. If the behavior follows the mouse to another computer, replacement is more practical than changing Windows settings.

Touchpad disappeared from Device Manager
Install pending Windows updates, restart and check both Human Interface Devices and Mice and other pointing devices. If the device remains absent, obtain the touchpad driver from the laptop manufacturer’s support page for the exact model, or contact that manufacturer as Microsoft advises. Avoid random driver-download sites.
Scrolling stopped after an update
Run Windows Update again for follow-up driver packages and restart. In Device Manager, open the touchpad’s Properties and inspect the Driver tab. If a Roll Back Driver option is available and the failure began immediately after the update, document the current version before rolling back; the manufacturer can then provide the appropriate replacement.
External mouse works but touchpad does not
This isolates the problem to the touchpad’s gesture setting, driver or hardware. Confirm two-finger scrolling, update or reinstall the driver, and contact the laptop maker if the device still fails. Do not purchase another mouse as a “touchpad fix.”
How to verify the repair
- Scroll a long page in a browser and a folder in File Explorer.
- Hover over an inactive window and test it if you enabled that option.
- Test both vertical and horizontal gestures if your device supports them.
- Disconnect and reconnect the mouse once, or restart once, to ensure the fix survives a normal reconnect.
If only one program remains affected, its own input handling—not the Windows-wide setting—is the likely boundary of the problem.

Does changing scroll direction repair a dead wheel?
No. Direction changes affect how valid wheel input is interpreted; they cannot repair a disconnected, unpowered or physically failed mouse.
Can a browser extension disable Windows scrolling?
It can affect one browser, but it cannot normally disable scrolling in File Explorer and every other application. Compare the affected browser with another application to isolate that case.

Should I reinstall Windows for a scrolling problem?
Not as an initial step. Connection checks, Mouse settings and touchpad driver repair are substantially less disruptive and address the documented causes first.
Why does a horizontal gesture work but vertical scrolling fail?
Check the touchpad driver and gesture configuration, then test another application. A partial gesture failure is more consistent with configuration or driver handling than with the Windows mouse-wheel option.
