In a OneDrive folder, then make the file available on the device. Start with the File Explorer view
Open the folder where the previews are missing and use File Explorer’s View controls. Choose an icon layout that is at least medium-sized; use a larger icon option if necessary. Very small layouts, list views, and detail views may show filenames and generic icons without enough room for a picture preview. - Open the affected folder in File Explorer.
- Select View on the command bar.
- Choose Medium-sized icons, Large icons, or Extra large icons.

Test the exact folder in which the problem occurs. A different folder can have a different view setting, so changing one location does not necessarily change every folder on the PC.
Identify where the files are stored
The next step depends on whether the files are local or inside a OneDrive-synchronized location. OneDrive’s online-only behavior and preview restrictions are not general Windows rules.

To tell which case you have, look at the folder path in File Explorer. A path under your OneDrive folder is subject to OneDrive’s availability and preview rules; a normal local path is not.
When the images are in OneDrive
Make an online-only file local
OneDrive Files On-Demand can leave a file online-only to save disk space. Microsoft explains that opening an online-only file downloads it, and an online-only file cannot be opened while the computer is offline. Microsoft’s missing-thumbnail guidance specifically says to enable Always keep on this device if thumbnails still do not appear: Fix missing thumbnails in OneDrive.
- In the OneDrive folder, locate the image or the folder containing it.
- Right-click the item.
- Choose Always keep on this device.
- Allow OneDrive to download the file, then return to the folder and use View with medium-sized icons or larger.
The setting applies to the file or folder you select. It uses local storage, so make sure the drive has enough free space. If you need the image while disconnected from the internet, this local-availability step is also the relevant OneDrive setting.
Check OneDrive’s preview eligibility
Even with a suitable view and a locally available file, OneDrive does not generate thumbnails for PDFs or for images larger than 100 MB. OneDrive preview behavior also depends on the file type being supported. Therefore, separate an eligibility problem from a display problem:
- If a supported, smaller image previews after you make it available locally, the original item was likely affected by online-only availability.
- If a PDF or image over 100 MB never receives a OneDrive thumbnail, that behavior is within the documented OneDrive limits.
- Do not use the OneDrive 100 MB rule to diagnose a local image outside OneDrive.
A practical decision path
Use these checks in order so that you do not apply a OneDrive-specific explanation to a local folder.
- Change the view: In the affected folder, select View and choose medium-sized icons or larger.
- Classify the location: Decide whether the path is local or under OneDrive.
- For OneDrive, check availability: Right-click the item and choose Always keep on this device; wait for the download to complete.
- For OneDrive, check eligibility: Confirm that the item is a supported image type and is not larger than 100 MB. Remember that OneDrive does not provide previews for PDFs.
- Compare scope: Note whether one file, one folder, or many folders are affected. This helps you describe the problem accurately if you need support, but it does not by itself prove a particular cause.
What to do when local thumbnails are still missing
For files that are genuinely local, the documented checks above establish the display-mode question but do not establish a single universal repair. The available Microsoft material does not verify current Windows 11 thumbnail-cache reset commands, registry edits, or Group Policy procedures. Applying an unverified registry or policy recipe can create a different problem without addressing the cause.

- whether the problem affects one file, one folder, or many folders;
- the file type and approximate size of an affected image;

Use those details when contacting Microsoft Windows support information or your organization’s administrator. This approach avoids presenting a speculative cache or policy change as a confirmed Windows 11 fix.
Troubleshooting common outcomes
“I selected a view, but the folder still shows generic icons.”
Verify that you changed the view in the folder containing the affected files, not merely in a parent folder. Then determine whether that folder is in OneDrive. If it is, continue with Always keep on this device and the OneDrive eligibility checks. If it is local, the supplied Microsoft guidance does not identify a confirmed next repair, so document the scope and seek support rather than guessing at registry or cache steps.
“The file opens online, but I cannot use it without internet access.”
That is consistent with OneDrive Files On-Demand’s online-only state. Set Always keep on this device and wait for OneDrive to download it before disconnecting. “Only a PDF or a very large image lacks a OneDrive thumbnail.”
Check the file against OneDrive’s documented preview limits. PDFs and images over 100 MB are excluded from OneDrive thumbnail generation. This does not demonstrate that Windows has a 100 MB limit for local image files.
