The built-in and mobile routes are convenient starting points, but exact labels and capabilities depend on the app and version. If page order matters, or your images need to sit alongside PDFs or other files, choose a workflow with a visible page or thumbnail preview.
Merge images into a PDF on Windows
The Government of New Brunswick’s FAQ describes a Windows route using File Explorer’s Print Pictures command and Microsoft Print to PDF. It may look different on your PC, and the virtual PDF printer may not be present in every configuration.
- Put the image files in a folder. Arrange them in the intended order if the selection dialog or print workflow follows the folder’s displayed order.
- In File Explorer, open the folder and select the images you want to include.
- Open the image context menu and choose Print or Print Pictures, depending on the Windows version and menu shown.
- In the print dialog, choose Microsoft Print to PDF as the printer.
- Review the available layout and print options, then start printing and choose a filename and destination when prompted.
- Open the saved PDF and check that every intended image appears, in the right order and orientation.
If Microsoft Print to PDF is missing
Do not assume the PDF was created just because the print dialog appeared. Check the printer list for Microsoft Print to PDF. If it is absent, use another PDF-capable app available on your computer or resolve the printer configuration for your Windows edition. The cited government guidance does not establish identical menus or availability across all Windows versions.

Merge images into a PDF on a Mac
A University of Bath guide depicts a workflow that selects multiple image files in Finder and opens them with Preview to combine them into a PDF. Because that is an institution-published guide rather than current Apple support documentation, treat the exact menu names as version-dependent.
- In Finder, locate the image files and select the ones to include.
- Open the selected images with Preview.
- In Preview, display the page or thumbnail sidebar so you can see the images included in the document.
- Arrange the pages in the desired sequence. Remove any image you do not want in the final file.
- Use Preview’s PDF save or export workflow to create the PDF. The precise label and menu location can differ by macOS version.
- Open the saved PDF and inspect page order and orientation before sending it.
If Preview opens only one image, or the selected files appear in separate windows, return to Finder and check how the files were selected and opened. Avoid relying on an assumed order: inspect the PDF itself.
Make a multi-page PDF on an iPhone or Android phone
The Government of New Brunswick FAQ points to Notes on iPhone and Google Drive on Android as phone-based routes for making a multi-page file. The FAQ does not establish every current app version’s exact buttons or image-format support, so check the resulting document rather than assuming all selected images were included.
iPhone: Notes
Use Notes as the suggested iPhone route: create or open a note, add the images, and use the app’s document or PDF output option if available in your current iOS and Notes version. Review the saved PDF in a viewer to verify that the images became separate pages, in the intended order. If the available Notes workflow does not produce the required multi-page PDF, use a dedicated PDF app instead.

Android: Google Drive
Use Google Drive as the suggested Android route: add or scan the pages through the app’s document workflow where available, then save or share the result as a PDF. App labels and available paths can vary by device and version. Confirm that your existing image files can be added through the workflow you choose, and inspect the resulting PDF for missing pages or changed orientation.
Adobe Acrobat on mobile
Adobe documents image-to-PDF conversion in Acrobat mobile: on Android, the path is Create > Create PDF; on iOS, it is Add > Create PDF. Adobe says this image-to-PDF feature requires a subscription.
For Android’s separate mobile Combine Files workflow, Adobe says subscribers can combine up to 12 files. Non-PDF inputs are converted during that workflow, and Adobe says combining requires a subscription, login, and internet connection. These conditions and the 12-file limit refer to the documented Acrobat Android workflow; they are not universal limits on creating PDFs from images.
Use Adobe Acrobat desktop when you need to rearrange or mix files
Adobe’s desktop help says Acrobat can combine images with PDFs and other file types. It also provides a thumbnail preview for arranging and removing pages before the combined file is saved. Menu labels can change with product updates.

- In Acrobat on Windows, choose Menu > Combine files. On macOS, choose File > Combine files.
- Add the images and any other supported files you want in the final document.
- Review the file and page thumbnails. Drag them into the desired order, and remove pages you do not want.
- Choose Combine.
- Save the resulting PDF, then reopen it and check the pages.
This is a useful choice when the input is not just a batch of images or when visual page reordering is important. The cited Adobe guidance establishes the desktop combining workflow, but does not establish a universal input-format list, size limit, or output-quality guarantee.
Check page order, orientation, and output before sharing
PDF creation is not complete until you have inspected the saved file. Different apps can make different choices about page layout and image handling; the available platform guides do not establish one universal page size, scaling rule, or image-quality result.
- Order: Compare the PDF’s pages with the sequence you intended. If the order is wrong, rearrange thumbnails in a tool that supports it and save a corrected copy.
- Orientation: Check portrait and landscape images individually. Rotate or recreate pages if a photo is sideways or framed incorrectly.
- Completeness: Confirm that every selected image appears and that no unwanted file was included.
- Readability: Zoom in on text or fine detail that matters. Do not assume the PDF preserved the source image’s quality unchanged.
- Saved location: Verify the filename and destination, then keep the original images until you have checked the PDF and confirmed it is saved where you need it.
Troubleshooting common problems
The pages are in the wrong order
Selection order and display order are not guaranteed to match what you expect. Reopen the source folder and arrange or select files deliberately, then use a preview to reorder pages where available. Reopen the exported PDF to confirm the fix.
The PDF printer is not listed in Windows
The New Brunswick workflow depends on Microsoft Print to PDF being available. Check the printer selector rather than proceeding with a different physical printer by mistake. If it is unavailable in your setup, choose another PDF-capable application or address the Windows printer configuration.

Acrobat on mobile asks for a subscription or sign-in
That prompt is consistent with Adobe’s documented mobile requirements: image-to-PDF conversion requires a subscription, and Android mobile Combine Files requires a subscription, login, and internet connection. If those terms do not suit you, use another device-specific route described above.
Acrobat Android will not combine more than 12 files
Adobe’s documented Android mobile Combine Files workflow supports up to 12 files for subscribers. This limit is specific to that workflow. For a larger job, use a desktop combining method or another app that accepts the set you need.
A Mac workflow looks different from the guide
The Preview instructions are based on a University of Bath guide and may not map exactly to your macOS version. Look for Preview’s page sidebar and PDF save or export controls; if the selected images do not appear together, reopen them from Finder and verify the selection.
A phone app produces separate files rather than one PDF
Check that you used the app’s document or PDF creation workflow, not merely its ordinary image share action. Open the output in a PDF viewer and confirm it contains multiple pages before deleting or moving the source images.
