A page that looks like typed text may actually be a single scanned image with no text layer. If text highlights but copying is disabled, the author may have applied a permission restriction. If copied words are garbled, incomplete or wrong, the text layer—often created by OCR—may be inaccurate. When the wrong object is selected, an Acrobat preference or overlapping image may be responsible. Each symptom has a different fix; OCR is not a universal answer.
Diagnose the failure before changing anything
Try selecting one short word with your reader’s text-selection tool, then test copy and paste into a plain-text editor. Note exactly what happens:

Test a second page as well. A mixed PDF can contain selectable digital pages, image-only scans and pages with damaged text mappings in the same file.
When the page is an image: add a text layer with Acrobat OCR
A scanned page can look exactly like a document while consisting only of pixels. OCR (optical character recognition) analyzes those pixels and adds an invisible, searchable text layer. It does not turn the original image into perfectly typed text; recognition must be checked.

Documented Acrobat workflow
- Make a backup. Save a copy of the original PDF so you can compare or restore it if recognition changes the file.
- Open the copy in Acrobat and choose All tools > Scan & OCR > In this file.
- Set the page range. Select the language that matches the document; language selection affects recognition.
- Choose Recognize Text and wait for processing to finish.
- Save the OCR version under a new filename.
- Search for several words, select and copy passages, and compare them visually with the scan.
OCR works best from a clear, straight, well-lit source with sufficient contrast. Skew, blur, compression artifacts, decorative or unusual characters, textured backgrounds and complex layouts can reduce recognition quality. Rerunning recognition with the correct language or a cleaner source can help, but no OCR process guarantees error-free output.
Correct words Acrobat flags as uncertain
Acrobat’s text-recognition correction workflow identifies suspect words. Open the recognized-text correction view, inspect each highlighted word against the visible page and edit the Recognized as value when needed. Pay special attention to numbers, names, punctuation, columns, superscripts and words at line breaks. After corrections, save and repeat a copy test on representative pages.
Know what OCR can and cannot repair
- OCR can create a searchable/selectable layer for a page that contains only an image.
- OCR cannot restore text that is genuinely hidden, covered or outside the page image.
- OCR may introduce errors into a page that already had a damaged text layer. Preserve the original and compare results before replacing it.
- Accessibility and extraction workflows also depend on a usable text layer; visual appearance alone is not proof that text is available.
When selection works but copying does not
Selection and copying are separate operations. A PDF author can set permissions that allow viewing and highlighting while disallowing copying. In that case, the page may have a perfectly good text layer; OCR will not remove the restriction.
What to do
- Check the document’s security or permissions information in your reader to confirm that copying is restricted.
- Request an accessible or unrestricted version from the publisher, instructor, employer or records office.
- If you own the source, reopen the original authoring file and export a new PDF with the intended permissions, or change security settings using the owner credentials.
- Do not use tools intended to defeat a password or author-set restriction on a document you do not control.
If copying works in one reader but not another, retest with an up-to-date reader and a short, ordinary paragraph. Reader behavior can differ, but a permission flag remains a document-level issue.

When copied text is garbled, incomplete or wrong
A selectable highlight only proves that the reader found something it can draw around; it does not prove that the underlying character mapping is correct. OCR output can also misread the visible page.
Separate OCR errors from digital-font problems
- Paste a short passage into a plain-text editor to remove formatting noise.
- Compare every word with the visible page, including punctuation and digits.
- Run the same test on another page and in another reader.
- If the document was OCR-processed, use Acrobat’s suspect-word correction workflow and inspect the source image.
For an ordinary digitally generated PDF, there is no single documented fix for every malformed font mapping. The source may use an embedded or substituted font whose character codes do not correspond to the letters shown. If accuracy matters, ask for the original document or a regenerated PDF, or manually verify and correct the extracted text.
Common symptoms and practical responses
- Missing spaces: check whether the source uses tightly positioned individual glyphs; try another extraction tool, then verify against the page.
- Random symbols: suspect a broken character map or substituted font rather than an image-only scan.
- Only part of a paragraph copies: test whether separate columns, text boxes or overlapping objects are being selected.
- Headers appear in the middle of body text: the page’s reading order may not match its visual order; copy smaller sections and edit the result.
When Acrobat selects an image instead of text
Acrobat documents a preference that makes the Select tool choose images before text when the two overlap. This can make a page appear unselectable even though a text layer is present.
- Open Acrobat’s preferences (the menu path differs between Windows and macOS).
- Find the selection or page-display setting for choosing images before text.
- Turn off image-first selection, apply the change and retry a short word.
The exact label and location can vary by Acrobat version and platform. This preference changes which object wins when content overlaps; it cannot create a missing text layer. If no word can be selected after changing it, return to the OCR diagnosis.

Improve OCR results before running it again
- Use the clearest available scan; rescan the paper if you control the source.
- Straighten pages and remove shadows, borders and fingers from the captured area.
- Increase contrast without erasing thin strokes.
- Select the document’s actual language rather than relying on automatic detection.
- Process a limited page range first and inspect the result before running a large batch.
- For tables, forms, multiple columns or unusual typefaces, expect more manual correction.
Keep a review checklist: title, names, dates, monetary values, units, footnotes, page numbers and every field that will be used in a database or search index.
A reliable decision procedure
- Check selection: can any word highlight?
- Check copy: can a short selection be pasted as readable characters?
- Check permissions: if selection works but copy is blocked, obtain authorization or another file.
- Check content type: if nothing selects, determine whether the page is an image-only scan.
- Run OCR: use the documented Acrobat route, correct language and a backup copy.
- Validate: compare representative passages and correct suspect words.
- Retest the tool: if the wrong object is selected, change the image-before-text preference.
- Escalate source quality: if a digital PDF still produces corrupted text, request a regenerated source rather than assuming OCR will fix font mappings.
Troubleshooting quick reference
OCR command is unavailable
You may be using a reader without OCR features, have an edition that does not expose the documented tools, or lack permission to edit the file. Use an Acrobat edition that provides Scan & OCR, or ask the document owner to supply a searchable copy.
OCR finishes but search finds nothing
Confirm that recognition completed for the intended page range, save the result, close and reopen it, and test a distinctive word. If the page is heavily distorted or language settings are wrong, improve the source and rerun recognition.
Only some pages are selectable
Mixed-content PDFs are common. Run OCR only on the image-only pages, then test each page type separately.

Copy is blocked after successful OCR
OCR does not override author permissions. Treat this as a security setting and request an authorized copy.
Results change between readers
Readers may interpret fonts, object order and permissions differently. Compare a short passage in a plain-text editor, preserve the original file and prefer a regenerated source when the text is legally or operationally important.

Can I select text from a PDF in a web browser?
Yes, if the PDF contains a usable text layer and its permissions allow copying. Browser behavior cannot add a missing layer or remove an author restriction.
Will printing a PDF to a new PDF fix selection?
Not reliably. It may preserve the same image-only content or create another text mapping problem. Diagnose the page and use OCR or a regenerated source as appropriate.
Is OCR safe for confidential documents?
Check the privacy and retention terms of the OCR product you choose. For sensitive files, use an approved local workflow and retain the original for comparison.
