A responsive website automatically adapts its layout, text, images and controls to the available viewport and device capabilities. The same site can remain readable and usable on a narrow phone, a tablet, a laptop and a large monitor without requiring a separate mobile site. It is an implementation approach built with ordinary HTML and CSS (and sometimes JavaScript), not a separate technology or a guarantee that a site is accessible.

What “responsive” means
A responsive page responds to changes in available space. Instead of assigning one rigid canvas to every visitor, it lets content reflow, resize or change arrangement so that important information remains visible and controls remain usable.
A common result is one column on a phone and several columns when the viewport is wide enough. The content does not have to be identical in appearance at every width: navigation may collapse, cards may stack, sidebars may move below the article, and decorative elements may disappear. The goal is a usable presentation across a continuous range of sizes, including intermediate widths that the designer did not test individually.

- Narrow screens: text columns become narrower, rows wrap, and multi-column sections usually stack.
- Wide screens: the layout can add columns or increase spacing while keeping line lengths readable.
- Different capabilities: styles can react to features such as pointer type, hover support, orientation or reduced-motion preferences.
Responsive design does not require a second “mobile” website. It generally serves the same URL and content, with presentation adapting in the browser.
How responsive websites work
Flexible layout
Fluid grids use relative sizing rather than a single fixed width. CSS Grid and Flexbox can distribute available space, wrap items and create columns that fit the container. A container might use a maximum width on a desktop while allowing its width to shrink on a phone.
Relative units such as percentages, rem, em, vw and clamp() let dimensions and type scale with context. Modern layout tools can make a page responsive without writing a media query for every device size.
Flexible media
Images, video and other media should fit their containing block instead of forcing the document wider than the viewport. A typical baseline is img { max-width: 100%; height: auto; }. Responsive image techniques can also select an appropriately sized source so a small phone does not download a needlessly large desktop image.

Breakpoints
A breakpoint is a point at which a layout rule changes. For example, a navigation bar may switch to a menu when there is no longer enough room for its links. Choose breakpoints where the content starts to fail, not only where popular phone models happen to fall. A page can have no breakpoints, a few broad breakpoints, or component-level changes.

Media queries
CSS media queries conditionally apply styles based on viewport characteristics and other device features. The syntax is documented in MDN’s media-query guide.

Media queries are useful, but they are not mandatory for every responsive layout. Flexible sizing, wrapping and modern intrinsic layout can handle many changes on their own.
The viewport meta tag
Mobile browsers can otherwise lay a page out against a wider virtual viewport and shrink the result. Put this element in the document’s <head>:

It tells the browser to use the device width as the layout viewport so CSS rules operate against the width the visitor actually has. This tag is a foundation for mobile responsive behavior, not a substitute for a flexible layout.
Responsive, fixed-width and adaptive layouts compared

“Responsive” and “adaptive” are sometimes used loosely. The practical distinction is how fluidly the design handles widths between planned layouts, how much changes at breakpoints, and whether content stays readable at narrow, wide and zoomed views. A site can combine adaptive decisions with fluid components.

Why responsiveness matters for usability
Visitors use different screen sizes, orientations, input methods and zoom settings. A responsive layout reduces horizontal scrolling, prevents controls from being pushed off-screen and keeps content available when the browser is resized. It also lets one content model serve phones, tablets and desktops instead of maintaining separate markup and URLs.
Responsive design can support accessibility by adapting display to different viewport sizes and zoom states. The W3C Web Accessibility Initiative recommends this kind of adaptation. However, responsiveness alone does not establish accessibility conformance. Keyboard operation, focus visibility, semantic structure, color contrast, text alternatives, error handling and many other requirements still need separate attention.

- Start with content and semantics. Use meaningful headings, landmarks, labels and controls before styling. Decide what must remain visible and usable at every width.
- Set the viewport. Add the viewport element in the document head.
- Build the narrow layout first. A single-column base often exposes overflow and prioritization problems early.
- Use fluid containers. Combine a percentage width with a sensible maximum width and horizontal padding.
- Let layout systems wrap. Use Grid or Flexbox rather than positioning every item with fixed coordinates.
- Make media fit. Constrain images and video to their containers and provide suitable sources where needed.
- Add content-driven breakpoints. Introduce a change when navigation, text or controls no longer fit, then test the widths between changes.
- Test zoom and orientation. Resize gradually, rotate a device and check enlarged text, not just preset device emulations.
- Check interaction. Verify touch target spacing, keyboard focus, hover alternatives and readable error messages.
Testing a responsive website yourself
Use a real browser and at least one real phone when possible. In desktop developer tools, open device emulation, drag the viewport through narrow, intermediate and wide widths, and inspect the page at increased zoom. Look for these failure symptoms:
- horizontal scrolling caused by an oversized element, long unbroken text or a fixed-width child;
- navigation or dialogs that cannot be reached with touch or a keyboard;
- images that are blurry, distorted or much larger than their display size;
- text that becomes too small, overlaps or requires users to zoom in two dimensions;
- content that disappears when styles change at a breakpoint;
- layout shifts while fonts, images or lazy content load.
Test slow connections and disabled JavaScript as appropriate for the site’s function. A responsive layout should degrade gracefully rather than leaving essential content inaccessible.

Unexpected horizontal scrolling
Inspect the widest element, including images, tables, code blocks, absolutely positioned components and long URLs. Replace fixed widths with flexible constraints, allow appropriate wrapping, and ensure media cannot exceed its container.
A layout works only at two tested widths
Drag the viewport continuously between those widths. Move the breakpoint to the point where the content actually stops fitting, and use intrinsic Grid or Flexbox behavior to fill the gaps.
Mobile text is tiny
Remove desktop assumptions that shrink the entire page to fit. Use readable relative type, allow line wrapping and verify the result with browser zoom and large-text settings.
Important content vanishes
Check every breakpoint rule and any JavaScript that measures width. Hiding secondary decoration is different from hiding navigation, form labels, prices or error messages. Keep essential information available in the document and accessible tree.

Touch users cannot operate desktop controls
Do not rely on hover alone. Provide a tap-friendly alternative, visible focus, adequate spacing and controls that remain reachable when the layout stacks.
Responsive design is not a complete quality test
A page may resize elegantly and still load slowly, fail for keyboard users, expose poor contrast or present confusing content order. Evaluate performance, semantic HTML, accessibility, security and content clarity separately. Responsive behavior is one quality dimension: it helps the interface fit the environment, but it does not define the whole user experience.

Does a responsive website need JavaScript?
No. HTML and CSS, including flexible layout and media queries, can provide responsive behavior. JavaScript is only needed for interactions or changes that CSS cannot express.
