Free online developer tools are most useful when you match each job to the right class of service: use W3C’s validators for standards checks, Chrome DevTools for browser behavior, and small formatters or converters for quick transformations. Before pasting code, compare supported formats, input limits, processing location, and the provider’s data-handling policy. The word “free” does not by itself establish privacy, unlimited use, or standards coverage.
Start with the task, not a directory
Tool directories are convenient for recurring jobs such as formatting JSON, encoding text, testing regular expressions, and converting colors. Their listings and privacy descriptions are vendor statements, not independent security audits. Open the individual tool’s documentation and privacy notice before relying on it.
- Format or validate: JSON formatters make nested data readable and may detect syntax errors, but they are not substitutes for schema validation.
- Encode or decode: Base64 and URL encoders are useful for transport and debugging. Encoding is not encryption; never treat an encoded secret as protected.
- Test a pattern: Regex testers help you iterate against sample strings. Check which regex flavor and flags the tool implements before copying a pattern into production.
- Convert a color: Color converters can translate among hexadecimal, RGB, HSL and related representations. Confirm rounding and alpha-channel behavior when precision matters.
Standards-oriented validation
HTML: Nu HTML Checker
W3C’s developer-tools page lists the Nu HTML Checker for HTML documents. It is a sensible first pass for malformed markup, invalid attributes and other conformance issues. A validator reports against its supported rules; it cannot prove that a page is usable, accessible, secure or identical across browsers.
CSS Validator
W3C also lists a CSS Validator. Use it to catch syntax and conformance problems in stylesheets, then inspect the rendered result in the browsers you support. Vendor-prefixed behavior, layout bugs and visual regressions require browser testing in addition to validation.

Link Checker
The W3C tools page includes a link checker. Run it after publishing or during a content migration to find broken references. A successful response at one moment does not guarantee that a destination will remain available, require no authentication, or return the expected content.
Internationalization checker
Internationalization checks can expose issues involving language declarations, directionality, character encoding and related practices. Test representative translated content as well as the default language; a checker cannot evaluate every cultural or editorial choice.
EPUBCheck
For EPUB production, W3C’s listed EPUBCheck is a standards-oriented starting point. Validate the final package, including metadata and resources, rather than only an isolated HTML file.
Inspect and debug in the browser
Chrome for Developers documents DevTools built into Chrome. It complements online utilities because it shows what the browser actually receives and renders.

- Elements: inspect the live DOM and computed styles, and temporarily edit markup or CSS.
- Console: read JavaScript errors, warnings and your own diagnostic output.
- Network: inspect requests, status codes, headers, timing, transferred size and response bodies. Preserve the log when a navigation clears it.
- Sources: set breakpoints, inspect call stacks and map bundled code when source maps are available.
- Application: inspect storage, cookies, service workers and cache behavior.
- Performance and Lighthouse-related workflows: profile runtime behavior and investigate rendering bottlenecks, then reproduce fixes under consistent conditions.
Use feature-specific Chrome documentation for exact workflows because panel names and capabilities can change. DevTools is local to the browser session; it does not replace testing on other browsers, devices or network conditions.
How to choose an online utility safely
1. Confirm task and format fit
Check the exact input language, version, schema or regex flavor. A tool that accepts JSON may only parse syntax; it may not understand your API schema, custom formats or duplicate-key policy.
2. Check limits and reproducibility
Look for maximum input size, rate limits, export options, browser requirements and whether results can be reproduced in your project’s normal test environment. Save the tool version or configuration when an output becomes part of a build or review.
3. Determine where processing happens
A page may process input in the browser or send it to a remote service. Do not infer the model from a marketing label. Verify implementation details and the privacy statement for the individual service. Client-side processing can reduce transmission, but you still need to inspect the page and trust boundary.

4. Keep sensitive material out by default
Do not paste production credentials, private keys, customer records, proprietary source or unreleased data into an unverified site. Use synthetic examples, redact values, or run a local formatter and validator when confidentiality matters.
5. Prefer authoritative sources for conformance
When a standards organization maintains or lists a checker, start there. W3C’s tools page is an example for HTML, CSS, links, internationalization and EPUB. Treat third-party directories as discovery aids, not proof that a tool is complete, private or permanently free.

- Run the applicable W3C checker against the generated artifact.
- Use a small utility only for the narrow formatting, encoding, regex or color task.
