It covered the proposed production, assembly and support of mini unmanned aerial vehicles (UAVs) in India, including transfer of technology and production capabilities from IAI to DTL under the country’s “Make in India” framework. It was an industrial-cooperation agreement—not a disclosed purchase order for a specified aircraft.
What the 2017 agreement covered
IAI’s announcement described a framework for establishing an Indian capability to produce, assemble and support mini-UAV systems. The companies said IAI would transfer relevant technology and production capabilities to DTL, enabling the partners to offer UAV solutions to Indian end users, particularly the Indian Army.
The announcement did not publish the legal agreement or a detailed workshare. It therefore does not establish the precise licensing terms, intellectual-property rights, facility location, investment amount, local-content percentage or production milestones.

Who signed it?
Israel Aerospace Industries
IAI is an Israeli aerospace and defence company with a major UAV business and long-standing relationships with Indian government and military users. The 2017 announcement came from its Military Aircraft Group, represented by Shaul Shahar, then the group’s executive vice president and general manager.
Dynamatic Technologies Limited
DTL is an Indian engineering and manufacturing company operating in aerospace, automotive, hydraulics, homeland security and defence. DTL said its aerospace manufacturing experience and Indian supplier network could provide the industrial base for a domestic UAV enterprise. Those capability descriptions are statements by the company, rather than an independent assessment of a completed UAV program. DTL’s archived announcement is available at its company website.
When and where was it signed?
The signing took place during Aero India 2017 in Bengaluru (also called Bangalore), Karnataka, India. The announcement date is February 15, 2017, supported by IAI and contemporary reporting from Business Standard/ANI. DTL’s archive uses a February 3 page date but says the agreement was announced on February 15; the latter is the date used here.

What “Make in India” meant in this case
“Make in India” was the policy context for moving part of the UAV industrial activity into India. The terms used in the announcement describe several related but different goals:

- Assembly: putting supplied or imported components together in India.
- Production: manufacturing some UAV elements domestically.
- Technology transfer: providing know-how or production capability from IAI to DTL.
- Indigenous capability: a broad industrial objective, not proof that every component or design would be Indian.
Nothing in the public announcement quantifies localisation. “Production in India” therefore should not be read as complete Indian design, fully Indian sourcing, unrestricted design rights or immediate serial production.
Was a particular UAV model named?
No. The 2017 IAI–DTL announcement referred only to mini UAV systems and did not identify a platform, payload, range or configuration.

This agreement is sometimes confused with IAI’s separate 2015 teaming arrangement with India’s Alpha Design Technologies, which named the Bird-Eye 400 and Bird-Eye 650 mini-UAS families. That earlier announcement involved Alpha Design, not DTL; see IAI’s 2015 release. There is no basis in the 2017 IAI–DTL announcement for assigning either Bird-Eye model to DTL.
Was it a UAV sale to the Indian Army?
The companies described the Indian Army and other Indian end users as the intended market. However, the public record does not disclose a procurement order or a named customer commitment.

A cooperation agreement can precede feasibility work, product selection, government tendering, export approvals, investment, qualification and a separate purchase contract. It should not be reported as evidence that India bought mini UAVs under this document.

Why the partnership mattered strategically
The arrangement combined IAI’s UAV technology and operational experience with DTL’s Indian manufacturing base and supply-chain ambitions. Its significance was primarily industrial: it offered a route to local assembly, production and support while aligning an Israeli UAV supplier with India’s defence-industrial policy.
IAI presented India as an important strategic market and said the cooperation could support broader UAV activity. DTL described the proposed enterprise as a way to build Indian capability. Those statements expressed the companies’ objectives; they did not certify a completed production line or military induction.

July 2017: IAI, DTL and Elcom
In July 2017, IAI announced a broader strategic teaming arrangement with DTL and Elcom Systems for UAV production, assembly and support in India, including transfer of UAV technology and production capabilities. IAI said it built on the earlier mini-UAV cooperation. The announcement is at IAI’s July 2017 release. It still does not prove that a specified number of mini UAVs from the February agreement entered serial production.

February 2020: IAI, HAL and DTL
At DefExpo 2020, IAI, Hindustan Aeronautics Limited (HAL) and DTL signed a separate strategic UAV-collaboration memorandum. Its announced aims included marketing, manufacturing and selling IAI UAVs to potential Indian defence and security customers, alongside local production and technology cooperation. See IAI’s release and HAL’s memorandum release. This 2020 document was a later agreement, not the 2017 mini-UAV pact, and does not by itself establish the earlier pact’s outcome.
What can—and cannot—be concluded
The evidence supports a clear but limited conclusion: on February 15, 2017, IAI and DTL announced an intended industrial and technology partnership to produce, assemble and support mini UAVs in India. It was framed as a contribution to “Make in India” and as a foundation for serving Indian users.
The public announcements do not establish a named aircraft, order quantity, contract value, delivery date, completed technology-transfer milestone, production-line opening, Indian military induction or export sale. Any account claiming those outcomes needs separate documentation beyond the 2017 announcement.
