How to Fix the “Unable to Load Photo or Video” Error on iPhone or iPad

The Photos app usually shows “Unable to Load Photo” or “Unable to Load Video” when it can’t retrieve or decode the full original—not necessarily because the file is damaged. Start with a reliable network, check Photos’ sync status and both storage limits, then see whether the original opens at iCloud.com Photos before deleting or changing iCloud settings.

Why Photos says “Unable to Load Photo or Video”

A thumbnail is not proof that the full-resolution original is stored on your iPhone or safely uploaded to iCloud. Photos may have a preview or library record but be unable to retrieve, decode, or play the original. The cause can be temporary or limited to one item.

  • The original is in iCloud: With Optimize iPhone Storage enabled, full-resolution originals stay in iCloud while space-saving versions remain on the device. Opening, editing, exporting, or sharing an item may require downloading its original. Apple explains Optimize iPhone Storage and Download and Keep Originals.
  • Sync is paused or incomplete: A network problem, full iCloud storage, or an Apple service interruption can stop Photos from syncing. Shared Library storage limits can also affect syncing. Apple’s sync guidance describes these conditions.
  • The iPhone lacks free space: It may not have enough room to download or process a large original. Apple’s storage guidance explains how to check device capacity.
  • The receiving app or device does not support the format: Apple uses HEIF for high-efficiency photos and HEVC/H.265 for high-efficiency video. Compatibility depends on the receiving device, operating system, and app. Apple’s HEIF and HEVC guide covers supported formats.
  • One item did not upload or is damaged: A failed upload or problem with an individual asset can affect one item without explaining a whole-library failure. The “Unable to Upload” album is relevant to items that failed to reach iCloud; it is not the same error as “Unable to Load.”

First test several unrelated photos and videos. One failure points toward an individual item, incomplete sync, or format issue; many failures at once make network, account, storage, service, or software problems more likely. If only videos fail, check device space and HEVC compatibility as well as whether the specific video is available elsewhere.

Try the least disruptive fixes first

1. Switch to a reliable network

Connect to stable Wi-Fi and try opening the item again. If you were using cellular data, test Wi-Fi; cellular downloads may work, but settings, carrier limits, or data costs can matter. Wi-Fi is not universally required. Apple’s Photos guidance covers downloading over available connections. If you use a VPN, content filter, or network-security app, temporarily disable it for a test, then restore it. If other iCloud services are failing too, check Apple System Status. Apple also recommends checking the network and service status when iCloud services have trouble.

2. Check Photos’ sync status

On newer iOS versions, open Photos > Collections, tap the profile button in the upper corner, and review the library status. On iOS 17 or earlier, open Photos > Library > All Photos and scroll to the bottom. The location and exact wording vary by release; Apple’s current sync instructions and Photos guidance describe the version differences.

Look for messages such as Syncing, Uploading, Downloading, Sync paused, iCloud storage full, Low Power Mode, poor network connection, or Unable to Sync. If the library is still syncing, connect to power and a dependable network and give it time. Do not turn off iCloud Photos as a first fix: Apple warns that doing so restarts the syncing process.

3. Check iCloud storage and account

Open Settings > [your name] > iCloud and review the storage bar and account. Tap Manage Account Storage for details. iCloud storage is separate from the iPhone’s physical storage and is shared by Photos, backups, iCloud Drive, and other data.

If iCloud storage is full, Photos syncing may pause. Remove only data you have verified you no longer need or have backed up, or consider a larger plan if capacity is the actual problem. More cloud storage can allow a paused sync to resume; it cannot repair a damaged file or recover an original that was never uploaded. If the item is in a Shared Library, confirm which library it belongs to and whether the Shared Library owner’s iCloud storage is full. Also verify that the device uses the Apple Account containing the photo.

4. Check iPhone storage

Open Settings > General > iPhone Storage. Review available space and Apple’s recommendations. If space is tight, offload unused apps, remove downloaded shows or other replaceable files, or transfer media to a destination you have verified. Empty Recently Deleted only when you are certain those items are no longer needed.

Be especially careful with Photos: deleting an item from iCloud Photos generally deletes it across devices using the same library. Do not delete a photo or video as a troubleshooting step unless you have confirmed a separate copy.

5. Let the original download, then restart if needed

Keep the iPhone on power and a stable network, open the item in Photos, and wait. A large video may take longer than a photo. Avoid repeatedly switching apps while it downloads. If nothing happens, restart the iPhone normally and try again. A restart can clear a temporary app or network-session problem; it cannot restore an original that is missing or damaged.

6. Update iOS

Open Settings > General > Software Update and install an available update after ensuring the iPhone is backed up and sufficiently charged. Apple recommends updating when iCloud Photos will not sync. An update can address software or compatibility issues, but it is not a guarantee that a damaged media file will be restored.

If iCloud Photos will not download the original

When Optimize iPhone Storage is enabled, the original may exist in iCloud while the iPhone holds only a smaller version. To request local originals, open Settings > [your name] > iCloud > Photos and select Download and Keep Originals. This setting needs enough free iPhone storage for the originals you want; downloading a large library can take time and consume substantial space.

If the iPhone cannot fit the library, do not treat this setting as a quick fix. Keep optimization enabled and retrieve only what you need over a dependable connection, or first arrange a verified destination for the originals. Downloading over cellular may be possible, but a long video or large library can use significant data.

If only one photo or video will not open

Check whether another copy works

Sign in to iCloud.com Photos with the same Apple Account, or check a Mac or iPad using the same library. If the item opens there but not on the iPhone, the problem is more likely the phone’s download, storage, or Photos app. If it fails on every device, the upload may be incomplete, the asset may be damaged, or it may no longer be available. If it is absent from iCloud.com but still appears as a thumbnail on the phone, preserve it while you check other locations.

Try a non-destructive export

Try sharing via AirDrop, saving a copy to Files, or exporting to a Mac. If sharing succeeds, Photos can probably read the item and the issue may be local display or cache behavior. If every export fails, the original may not be available locally or may be damaged. If the file opens in one app but not another, investigate the receiving app’s format support. AirDrop, Messages, or email may convert HEIF or HEVC media for a device that does not support the original format; conversion is not guaranteed.

Check the right library and recovery locations

Confirm whether the item belongs to Personal Library or Shared Library and that you are signed into the correct Apple Account. Check Hidden and Recently Deleted, then check previous devices, computer backups, external drives, or the cloud service where it may have been copied. A thumbnail alone does not establish that an original is recoverable.

If iCloud Photos is paused or items failed to upload

Use the Photos status to identify a paused sync, then address the stated cause: reconnect to the network, free iCloud space if it is full, or let Low Power Mode or a poor connection clear. Check Apple System Status if several iCloud services are affected. Avoid signing out of iCloud or turning off Photos as an early step; these actions can complicate synchronization and are not a substitute for confirming where the originals are.

If the problem is that an item never reached iCloud, look for Unable to Upload in the Albums or Collections area; its location varies by iOS version. Apple documents trying an edit and retrying upload, or reimporting from a Mac. The album is a clue about upload failure, not a diagnosis for every load error. Apple lists supported iCloud Photos formats including HEIF, JPEG, RAW, PNG, GIF, TIFF, HEVC, and MP4, as well as special formats such as slo-mo, time-lapse, 4K video, and Live Photos.

Fix HEIF or HEVC compatibility problems

HEIF and HEVC save space, but an older computer, operating system, or app may not fully view, edit, or duplicate them. Apple says full support requires iOS 11 or later, iPadOS, visionOS, or macOS High Sierra 10.13 or later; the receiving hardware and app also matter. For older devices, 1080p or lower and frame rates of 60 fps or lower are more broadly compatible, though no single setting guarantees support on every system.

  • Update the receiving device and use an app that supports HEIF/HEVC.
  • If needed, export a copy as JPEG or H.264 using a trusted, compatible app. Preserve the original first; conversion can affect quality, metadata, or HDR behavior.
  • For future iPhone captures, use Settings > Camera > Formats > Most Compatible. Apple says this uses JPEG for new photos and H.264 for new videos. It does not convert files already in the library.

For USB import, Apple documents Settings > Apps > Photos > Keep Originals to prevent automatic conversion during certain imports. The receiving computer still needs to support the original format.

If the error occurs while importing to a Mac or PC

First check whether the full original is available locally. An iPhone using Optimize iPhone Storage may not have every full-resolution original ready for direct import to a Mac. Apple documents using iCloud Photos on the Mac or AirDrop as alternatives. Confirm that the computer is signed into the right account and that its Photos or import app supports HEIF/HEVC. If the import method converts files, the resulting copy may differ from the original.

When the item may be damaged or missing

If an item fails on the iPhone, iCloud.com, and other devices, that does not by itself prove corruption: it may never have finished uploading or may have been deleted. Check Recently Deleted, Hidden, both Personal and Shared Libraries, the correct Apple Account, prior devices, computer backups, and external or third-party backups. If no copy exists in iCloud, a recovery location, or a backup, recovery is not assured.

Do not erase or restore the iPhone, delete the item, or install a cleaner or recovery app before preserving any accessible copy. iCloud Photos synchronizes a library; it should not be treated as an independent archival backup. Avoid turning off iCloud Photos to force a refresh, and avoid a network-settings reset unless simpler network checks have failed, since it removes saved Wi-Fi networks and other network settings.

When to contact Apple Support

Contact Apple if multiple devices cannot access the same library, Photos remains paused after network and storage checks, or the problem began after an update and affects the whole library. Hardware symptoms such as repeated crashes, storage errors, or camera failures also warrant support. Apple’s iPhone service page provides coverage and repair information; service options depend on location and parts availability. Support cannot be assumed to recover an original that no longer exists in iCloud, Recently Deleted, a backup, or another location.
