Short answer: use a rotating proxy when each request should come from a different IP, and use a static or sticky session when a sequence of requests must keep the same IP. Geographic targeting is not uniform: one product may offer country selection while another supports city, state, or postal-code targeting only through a different plan or support process. Always verify the IP and reported location that you actually received, then test the target site because its geolocation database may disagree.
What proxy rotation changes
A proxy receives your request and forwards it to the destination. With rotation, the provider can assign a different exit IP between requests. That separates requests at the IP level, which is useful when a workflow treats each request independently. A persistent session keeps one exit IP for a defined period or until you end the session, preserving continuity for cookies, carts, logins, and multi-step forms.
These are different controls, not competing quality levels. Rotation does not automatically provide better anonymity, and a sticky session does not automatically provide better location accuracy. Choose the behavior your application needs.
Rotating versus static or sticky proxies

Bright Data describes static proxies as fixed for as long as needed and rotating proxies as new for each request. Treat that as a product description rather than a universal rule: rotation interval, session lifetime, and controls vary by provider and product.

Start with the narrowest location your task needs and verify that the selected product supports it. A country request is not evidence that a city, state, ZIP code, or carrier-level request is available.
- Country: commonly exposed as a country parameter or a country-qualified username. Oxylabs documents country selection for its rotating datacenter product.
- City or state: may exist only for particular proxy categories. Oxylabs says some dedicated datacenter city/state requests require contacting support, while self-service rotating datacenter requests use a country parameter.
- Postal code and neighborhood: availability is even more product-specific; do not infer it from a country list.
- Network and ASN: residential, mobile, and datacenter pools can be classified differently by a target even when the nominal country matches.
Never copy a location feature from one provider’s residential product into its datacenter product. Read the documentation for the exact pool, authentication method, and plan you will use.

A practical scraping workflow
- Define session boundaries. Decide whether one logical record requires one request or several. Use rotation between independent records; keep a session for a login or transaction.
- Choose the proxy category. Record whether the destination requires datacenter, residential, or another category and whether its rules permit your use case.
- Set location at the supported granularity. Start with country. Request city, state, or postal code only when the provider explicitly documents that level for your product.
- Send a controlled test. Make one request through the proxy, record status, latency, response headers, and the assigned IP if the provider exposes it.
- Verify reported location. Use the provider’s documented IP-location endpoint. Oxylabs reports IP, country, city, ZIP code, ASN, organization, time zone, and other fields, using MaxMind, IP2Location, DB-IP, and IPinfo.io data.
- Compare with the target. The provider’s lookup describes database records for the IP. A target site may use another database, browser signals, account history, or its own rules, so a matching country is not a guarantee of target-site classification.
- Capture evidence. Store timestamp, requested location, assigned IP, lookup response, target response, and session identifier. This makes mismatches diagnosable instead of anecdotal.
DIY examples
The following examples use placeholders because every proxy service has different hosts and credentials. Replace PROXY_HOST, USER, and PASSWORD with values from your provider. The country-us credential form illustrates Oxylabs-style country qualification; confirm the exact syntax for your account before production use.

Run separate requests to observe rotation, or reuse a provider-supported sticky-session credential when continuity is required. Do not assume that opening a new TCP connection alone creates a new proxy session.

Node’s built-in HTTPS client does not tunnel through an HTTP proxy by itself. Use the agent or SDK documented by your provider; the important settings are the proxy endpoint, credentials, country qualifier, timeout, and session identifier.
IP and location verification
Verification should be a separate step from scraping. Query the provider’s documented IP-location endpoint through the same proxy configuration and save the complete response. Check at least the returned IP, country, city, postal code (when present), ASN, organization, and time zone. Compare those fields with the requested location and flag disagreements.

Four databases can legitimately disagree about one address. Oxylabs’ endpoint uses MaxMind, IP2Location, DB-IP, and IPinfo.io; that breadth improves visibility but does not make the result an objective ground truth. If the target still serves the wrong regional content, test the target directly, inspect cookies and language headers, and try another address in the same supported pool.
Reliability, performance, and cost controls
Keep retries bounded
Retry transient connection failures with exponential backoff, but do not blindly retry authentication failures, forbidden responses, or CAPTCHA pages. A retry may receive another IP and can create duplicate writes unless your scraper is idempotent.

Store cookies and headers per sticky session. Do not share authenticated cookies across rotating identities. Limit concurrency to what the provider, target, and your contract allow; high parallelism can exhaust ports, trigger defenses, or make location verification difficult.
Measure useful signals
- DNS, connect, TLS, time-to-first-byte, and total request time.
- HTTP status, content length, and whether the response is a block page.
- Assigned IP and reported location for each session.
- Proxy errors versus target errors, so you know where to spend debugging time.
Budget from contractual terms
Pricing depends on the product, traffic or request unit, location, minimum commitment, and statement of work. Oxylabs’ service agreement places fees and service amounts in the applicable statement of work. Compare those terms rather than assuming that a rotating port or a country parameter has one universal price.

Legal and operational boundaries
Proxy technology does not decide whether a scraping project is permissible. Authorization, terms of service, privacy obligations, copyright, computer-misuse laws, and the nature of the data vary by target and jurisdiction. Obtain permission where required, minimize collection, protect credentials, and get jurisdiction-specific legal advice for a disputed use case.
Frequently Asked Questions
Can rotation guarantee a different IP on every request?
No. The provider may rotate on a schedule, session boundary, or pool rule. Confirm behavior with repeated lookups and the product documentation.
Why does an IP lookup disagree with the website I am scraping?
They may use different geolocation databases or additional signals such as cookies, account history, language, and browser data. Treat the lookup as a report about the assigned IP, not a guarantee of the target’s decision.

Should I use a datacenter or residential proxy?
There is no universal answer. Select the category that the target, your authorization, required geography, session behavior, and provider documentation support; compare those facts rather than a generic speed claim.
What should I record for a reproducible scrape?
Log the requested location, proxy product and session identifier, assigned IP, lookup response, timestamps, request settings, target status, and response classification.
