A “blocked” URL can mean a local browser or DNS problem, a crawler rule, a server error, or a CDN/WAF decision. Identify which layer is failing before changing settings: record the URL, time, capture client, network, visible message, and HTTP status, then compare the result in another browser, device, or network.
Start by classifying the failure
Do not treat every inaccessible page as a robots.txt issue. The scope and response usually identify the responsible layer.

Google’s crawl guidance treats HTTP status, availability, rendered output, blocked resources, and slow or large resources as separate diagnostic evidence (Google Search Central).
1. Capture evidence before changing anything
- Copy the complete URL, including its path, query string, and fragment if relevant.
- Write down the UTC time, browser or capture client and version, device, operating system, network, and whether the failure is repeatable.
- Save the visible error text or a screenshot. Record the HTTP status and response headers when your tool exposes them.
- Note whether the response is a DNS/TLS error, a timeout, a blank page, a 4xx/5xx response, a robots warning, or a provider challenge.
- Run one controlled comparison: another browser, another device, or another network. Change one variable at a time.
This record prevents a local failure from being mistaken for a site policy and gives a site owner enough information to locate a matching log entry.

2. Rule out browser and network problems
Try a second browser and device
Open the URL in a current second browser with extensions disabled or in a private window. If it works there, inspect the original browser’s extensions, proxy, cache, and security settings. If every browser on one device fails, test another device on the same network. If only that network fails, test mobile data or another trusted connection.
Check time, DNS, and security software
An incorrect system date or time can cause certificate validation failures. Confirm automatic time synchronization. DNS failures prevent the browser from finding the host; compare resolution using your operating system’s DNS tools or a different resolver approved by your organization. Antivirus, endpoint protection, firewalls, and corporate proxies can also block domains or inspect TLS. Mozilla’s troubleshooting guidance covers these checks and recommends testing another browser and checking security software, system time, and DNS (Mozilla Support).
Do not disable protection broadly to “make capture work.” If policy permits a test, use a temporary, documented exception and restore it immediately. Ask your administrator to review proxy or firewall logs when the device is managed.
3. Understand what robots.txt can and cannot block
robots.txt is a crawler instruction file at the site’s origin, normally https://example.com/robots.txt. It is not authentication and does not protect private data. Google notes that a disallowed URL may still appear in search results because the rule controls crawling, not necessarily indexing (Google’s robots.txt guide).

Check the exact rule
Inspect the file and identify the user-agent section, path, and any Allow exception. A rule for Googlebot does not automatically describe every capture client, and a rule for /private/ does not block /public/. The Internet Engineering Task Force’s Robots Exclusion Protocol states: “If a crawler successfully downloads a robots.txt file, the crawler MUST follow the parseable rules.” That normative requirement applies to compliant crawlers, not ordinary human browser access (RFC 9309).
Use Search Console when you own the site
In Google Search Console, open URL Inspection, enter the page, and review the crawl result for a robots.txt block. If the rule is unintended, correct the deployed file, verify that the file is publicly retrievable and valid, then inspect the URL again. Google’s procedure is documented in Unblock a page blocked by robots.txt.
Never remove a rule merely to expose private material. Use authentication, authorization, or another access-control mechanism for confidential content; robots.txt is not a security boundary.
4. Investigate the server, CDN, firewall, and WAF
Interpret the response
- 403 Forbidden: an origin or edge policy rejected the request. Look for IP, country, user-agent, ASN, cookie, authentication, or bot-score conditions.
- 429 Too Many Requests: rate limiting is likely. Cloudflare documents 429 responses in connection with rate limits; check the limit key, window, and
Retry-Afterbehavior (Cloudflare error-page troubleshooting). - 5xx or connection reset: compare edge and origin logs. The origin may be unhealthy, overloaded, unreachable, or timing out.
- Branded challenge or block page: a firewall/WAF rule matched. Cloudflare describes firewall block pages and crawl-error diagnosis in its crawl troubleshooting guidance.
Compare edge and origin evidence
Record the request ID, timestamp, source IP, host, path, method, user-agent, and response status. Search CDN/WAF logs first, then origin access and application logs for the same time. If the edge has a block and the origin has no request, the request stopped at the edge. If both show traffic, inspect application authentication, routing, and rate limits. Check whether a recent rule deployment, certificate change, DNS change, or traffic spike coincides with the failure.

Separate loading from rendering
A successful document response can still produce a blank capture when JavaScript crashes, a required API is blocked, a consent layer covers the page, or images load too slowly. Compare the rendered page in a normal browser with the capture client’s network and console output. Google lists blocked resources, slow loading, server errors, and availability as distinct crawl problems (Google Search Central).
5. Choose the safe next action
If you control the site
- Correct an unintended robots rule and retest.
- Adjust or remove an over-broad WAF, firewall, IP, geo, or user-agent rule after confirming the business requirement.
- Raise capacity or tune rate limits for authorized capture traffic; honor retry guidance rather than sending an aggressive burst.
- Fix origin errors, TLS configuration, redirects, slow dependencies, and blocked assets, then test from more than one network.
- Keep a rollback path and verify that private content remains protected by authentication.
If you do not control the site
Send the owner or administrator the full URL, UTC timestamp, status or visible error, source network, user-agent, and whether the issue reproduces elsewhere. Request access or explicit capture permission where appropriate. A challenge or access-denied response may be intentional; do not evade it, rotate identities to defeat it, or scrape a private endpoint.

Performance, reliability, and cost checks
- Use a realistic timeout: slow pages need more time, but an unlimited wait hides outages. Capture timing and status for every job.
- Wait for a meaningful selector or network idle when JavaScript fills the page; avoid arbitrary long sleeps unless the site requires them.
- Use caching with a deliberate TTL for repeated identical captures, and verify whether a cache hit is reported as non-billable.
- For batches, use bulk capture rather than parallel bursts that trigger 429 responses. Respect the target site’s permission and rate limits.
- Retest failures from a second network and preserve response headers so you can distinguish a site block from a client timeout.
