Depending on your build, device, account, and installed apps, you can choose Search or an eligible registered app. PowerToys can assign broader shortcuts, while replacing the key with a true Right Ctrl remains hardware- and modifier-dependent.
What the Copilot key is—and why remapping matters
Dedicated Copilot keys began appearing on Windows 11 PCs in 2024. Some manufacturers placed them where Right Ctrl or the Context Menu key traditionally sat, disrupting shortcuts and accessibility workflows. Microsoft says behavior varies with the keyboard maker, firmware, layout, Windows build, and how the hardware exposes the key. See Microsoft’s explanation at Microsoft Support.
There is no single hardware implementation. Windows may receive the key as a Copilot event, Win + C, or the synthetic combination Left Shift + Windows + F23. That difference determines which remapping method works.
First, check for Windows’ built-in control
Microsoft’s current management documentation describes the feature as arriving with the May 2025 optional nonsecurity preview release; the page was updated December 3, 2025. Support still depends on the device and rollout.

- Open Settings.
- Try Personalization → Text input → Customize Copilot key on keyboard.
- If it is absent, try Bluetooth & devices → Keyboard; Microsoft uses this path in other documentation.
- Alternatively press
Win + R, enterms-settings:personalization-textinput-copilot-hardwarekey, and press Enter.
If neither path opens a Copilot-key control, install Windows updates, restart, update the keyboard firmware and the manufacturer’s control utility, and check whether company policy manages the setting.
What the native picker can do
The dropdown documented by Microsoft includes:
- Search
- Custom, which opens an eligible-app picker
- An app already selected for the key
Select Custom, choose an app, and test both the physical key and Win + C. “Custom” does not mean that you can type an arbitrary .exe path, website, script, or macro.

Microsoft 365 Copilot
Microsoft says Microsoft 365 Copilot can appear for users signed in with a Microsoft Entra work or school account. If it is missing, reinstall it from the Microsoft Store, then reopen the picker. This is distinct from the consumer Copilot app, which uses a personal Microsoft account; Microsoft’s consumer guidance is at Getting started with Copilot on Windows.
Why an app does not appear
The picker is an app-provider system. An app must be packaged, signed, and registered as a Copilot hardware-key provider. Microsoft’s provider documentation requires the manifest extension name com.microsoft.windows.copilotkeyprovider and lists support beginning with Windows Build 22621: Copilot key provider documentation.

- The app may not be installed.
- It may be an ordinary desktop executable, portable program, script, browser shortcut, or web app.
- It may lack MSIX packaging, signing, or provider registration.
- Your account, edition, policy, or Windows build may hide the option.
Installing any random program therefore will not make it appear in the native list.
Right Ctrl and Context Menu: what is actually supported
Microsoft says a Windows 11 update would add the ability to restore Right Ctrl or Context Menu on affected keyboards. The support page does not establish that this is universally available on every build and model, so check the control on your own device rather than assuming it exists.

There is also a documented caveat: some combinations involving physical Left Shift and a remapped Right Ctrl can behave inconsistently. Microsoft recommends using the physical Right Shift for affected shortcuts. A shortcut-level remap cannot always reproduce the electrical and firmware behavior of a dedicated modifier key.

Microsoft PowerToys is free and open source. Its Keyboard Manager can map a key or shortcut to another key combination, an application, or other supported action. It is more flexible than the native provider picker, but PowerToys must be installed and running.

- Install PowerToys from Microsoft’s official distribution channels, following Microsoft’s installation guide.
- Open PowerToys Settings → Keyboard Manager.
- Choose Remap a shortcut, not only Remap a key.
- Click the source field and press the physical Copilot key. It may record as
Left Shift + Windows + F23orWin + C. - Choose the destination key, shortcut, app, or action and save.
- Test in several programs, then after reboot, sleep/wake, and docking.
Do not search for a physical F23 key; F23 is often only the software-visible representation. Details and supported mappings are in Keyboard Manager documentation.
Why Right Ctrl is the hardest PowerToys target
PowerToys translates input at the shortcut layer; it does not rewrite the keyboard’s firmware identity. A mapping may work for a simple command yet fail as a held modifier. Possible symptoms include the original Copilot action still opening, failures in only some applications, conflicts with OEM software, and changes after updates or docking. Community reports on Microsoft Q&A illustrate these cases, but they are anecdotal rather than universal tests.
Manufacturer software and managed PCs
A laptop or keyboard vendor may offer a lower-level control in its support utility or firmware. Microsoft advises choosing either the Windows setting or the manufacturer’s setting—not both—because competing remappers can intercept the same event.
On an employer- or school-managed PC, administrators can control the feature with the Policy CSP setting ./User/Vendor/MSFT/Policy/Config/WindowsAI/SetCopilotHardwareKey or Group Policy: User Configuration → Administrative Templates → Windows Components → Windows Copilot → Set Copilot Hardware Key. If the control is locked or repeatedly resets, ask IT rather than installing another remapper.

Troubleshooting checklist
- Confirm the keyboard really has a dedicated Copilot key.
- Check both documented Settings locations and the direct URI.
- Install current Windows updates and restart.
- Update system and keyboard firmware and the OEM utility.
- Check whether an administrator policy controls the key.
- If using PowerToys, record the actual shortcut generated by pressing the key.
- Remove duplicate mappings from Windows, PowerToys, and OEM software.
- Test after a full restart, sleep/wake, and docking.
- If the original Copilot action persists, try recording both
Win + Cand the F23-based form, then use only the mapping that your hardware emits. - Escalate firmware or policy problems to the manufacturer or IT.
Bottom line
Use Windows’ native control when it is available and your target is Search, Microsoft 365 Copilot, or a registered app. Use PowerToys for arbitrary shortcuts and launches, accepting that it depends on a running utility. Treat an exact Right Ctrl replacement as the least certain outcome: Microsoft documents modifier caveats, and the result depends on the keyboard’s firmware and input path.
