Use a scanning tool instead when the source is paper, and use OCR when the finished PDF must contain searchable or selectable text.

What conversion actually does
Basic image-to-PDF conversion places the original image on a PDF page. It does not automatically recognize the words inside the image, so text may remain pixels that cannot be searched, copied, or edited.
A scanning workflow captures a physical page and can straighten it, crop the edges, remove marks, adjust contrast, and create a multi-page file. OCR (optical character recognition) analyzes the image and adds a text layer. OCR quality depends on focus, lighting, contrast, handwriting, and the recognition engine.
Convert an image to PDF on a Mac
Preview’s Print command
- Open the image in Preview.
- Choose File > Print.
- Click the PDF button or its menu, then choose Save as PDF.
- Enter a filename, choose a destination, and save.
Apple documents this path at Mac Help. In the print settings, Scale to Fit or Print Entire Image prevents unwanted cropping but can leave margins. Fill Entire Paper uses more of the page and can crop an image whose proportions differ from the selected paper size; Apple explains these controls in Preview’s printing guide.

Preview’s Export command
- Open the image in Preview.
- Choose File > Export.
- Set Format to PDF, choose a location, and click Save.
The export workflow and available size-reduction options are described by Apple at Preview’s export guide. Very large camera photos can create unnecessarily large PDFs, so reduce dimensions or use an available file-size option when appropriate.
Convert an image on iPhone or iPad
On devices and operating-system versions that include Apple’s current Preview app, open the image and tap the actions menu beside its filename.
Print to PDF
- Tap the actions menu and choose Print.
- Use the system print/share destination to save or share the PDF.
Export directly
- Tap the actions menu and choose Export.
- Select PDF, adjust the file-size slider if offered, then save or share.
Apple lists PDF export alongside HEIC, JPEG, JPEG-2000, PNG, and TIFF in its iPhone guide and documents image printing at this support page. Preview and its exact controls are not available on every older iPhone or iPad. If yours lacks them, use the image’s Share or Print action in Files or another installed app.
Convert an image to PDF on Android
Chrome’s Save as PDF workflow
- Open the image in Chrome.
- Tap More or Share, then choose Print.
- In the printer selector, choose Save as PDF.
- Choose a storage location and tap the save control.
Google documents this flow for Chrome on Android at Chrome Help. Photo apps vary by manufacturer; their labels may be Share > Print, More > Print, or Open with > Print. The final destination is usually Save as PDF, but it is not a universal menu path.

Scan a paper document directly to PDF
For a receipt, form, or page photographed with a phone, scanning is generally better than placing an ordinary photo in a PDF.
Google Drive mobile scanner
- Open the Google Drive app and tap its Add or camera/scan control.
- Point the camera at the document and capture it.
- Adjust crop and rotation; apply color or grayscale filters as needed.
- Use the cleaning tool to remove stains, fingers, or other marks. Retake or delete a page if necessary.
- Tap the control to add additional pages.
- Tap Done, name the file, choose its Drive folder, and save it as a PDF.
Google describes these controls for iPhone and iPad and Android. Google says the scanner creates searchable PDFs, but recognition still depends on legible text and OCR performance. The scanner is a mobile-app feature; Google’s Workspace guidance says the web version does not provide the same scanning function (Google Workspace Help).
Convert an image online
Adobe’s browser converter
- Open Adobe’s JPG-to-PDF converter.
- Choose Select a file or drag in an image.
- Download the converted PDF when processing finishes.
Adobe lists JPG/JPEG, PNG, BMP, GIF, and TIFF support and says the tool runs in a browser on computers and mobile devices. Limits, sign-in requirements, and available features can change.
HEIC files
- Open Adobe’s HEIC-to-PDF converter.
- Upload or drag in the HEIC image.
- Download the resulting PDF.
Adobe states that uploaded files are deleted unless you sign in to save them; that is the vendor’s stated policy, not an independent audit. Online conversion transmits the image to a third-party server, so do not upload passports, medical records, tax documents, identity images, or confidential work files unless the service’s terms are acceptable. Use Preview or another trusted local tool for sensitive material.

Combine several images into one PDF
Use an app that supports multi-image PDF creation, or convert each image and then merge the resulting PDFs with a PDF organizer. Page order may follow selection order, filename order, date order, or the order files are added. Rename files before conversion when sequence matters—for example, 01-receipt.jpg, 02-receipt.jpg, and 03-receipt.jpg.
Check every page thumbnail before saving. Mixed portrait and landscape images may need rotation, consistent page sizes, or deliberate margins for printing.
Make the PDF searchable
A PDF containing a JPG, PNG, or HEIC can look identical to the source while containing no text layer. To search, copy, or assistively read its words, run OCR in a scanning app or PDF editor. Clean, flat, high-contrast documents produce better results than screenshots, glare-heavy photos, curved pages, handwriting, or unusual fonts. Always proofread OCR before relying on names, amounts, addresses, or identification numbers.

The PDF is too large
- Reduce the image’s pixel dimensions before conversion.
- Choose a smaller file-size setting where the app offers one.
- Use grayscale for text-only pages.
- Compress the completed PDF, understanding that smaller files can lose image quality.
- Avoid repeatedly converting the same file through multiple services.
The image is cropped
Choose Print Entire Image or Scale to Fit, add margins, or select a page size closer to the image’s proportions. Crop deliberately before conversion only when the edges are not needed.

The page is sideways, upside down, or blurry
Rotate the source before exporting and inspect each page. A PDF container cannot restore detail lost through poor focus, glare, low resolution, or excessive compression.
HEIC is unsupported
Convert the HEIC to PDF with a local tool or Adobe’s HEIC converter. Converting improves sharing compatibility, although PDF is not automatically the best archival format for every workflow.
An online converter rejects the file
Try one image at a time, export the source as JPG or PNG, check for file-size or sign-in limits, or use a built-in local method. Damaged files and unusual metadata can also cause rejection.
A portal refuses the PDF
Check the portal’s stated maximum size, page orientation, required page count, password restrictions, searchable-text requirement, and any PDF/A requirement. Broad PDF compatibility does not guarantee acceptance by every school, employer, government, or enterprise system.

Frequently asked questions
Can I convert a JPG to PDF for free?
Yes. Preview on Mac, device print/export features, and Chrome’s Android print flow can handle ordinary one-off conversions without a paid converter. Adobe’s browser tool is also promoted for free basic conversion, while advanced features and Adobe’s mobile image-to-PDF workflow may require a subscription.
Can screenshots and PNG files be converted?
Yes. They follow the same Print or Export process. Tall phone screenshots may produce large margins or reduced text size, and their text can be harder for OCR to recognize than a clean document scan.
Will converting reduce image quality?
It can. Scaling, print settings, export compression, and later PDF compression may reduce detail. Start with the original-resolution image and inspect the saved PDF at its intended viewing or printing size.
Can I do this without installing an app?
Use a browser converter when your device has no suitable native option, but remember that the image is uploaded to the provider. For confidential files, a built-in local workflow is safer.
