Brazil and India Expand Digital Cooperation, but No Standalone 6G Agreement Is Confirmed

Verdict: Official records do not substantiate the headline that Brazil and India signed a bilateral agreement to develop 6G networks. The two countries did sign and announce wider technology agreements in July 2025 and February 2026, while an Indian government background document recorded Brazilian interest in possible 5G/6G cooperation. That evidence describes exploratory interest—not a confirmed 6G development pact.

What the headline claims—and what the records show

The wording makes three separate claims: Brazil and India acted together, they signed a formal instrument, and that instrument was specifically for developing 6G networks. The primary government records support the first two only in a broader sense. They document bilateral cooperation on digital transformation and emerging technologies, but their published agreement lists do not identify a standalone 6G-network agreement.

The July 8, 2025 India–Brazil joint statement and the official outcomes from President Luiz Inácio Lula da Silva’s February 18–22, 2026 visit are the key records. Neither lists a bilateral agreement whose stated purpose is 6G network development.

What India and Brazil signed in July 2025

During Prime Minister Narendra Modi’s state visit to Brazil on July 8, 2025, the governments made digital transformation and emerging technologies one of five strategic cooperation pillars. They said they would encourage work on digital governance, artificial intelligence, digital public infrastructure, quantum technologies and other science-and-technology priorities. The joint statement also described cooperation on sharing successful large-scale digital solutions, capacity building, pilot projects and institutional links.

The instruments listed as signed during that visit were:

  • An agreement on combating international terrorism and transnational organized crime.
  • An agreement on exchanging and mutually protecting classified information.
  • A memorandum of understanding on renewable energy.
  • A memorandum of understanding on agricultural research.
  • A memorandum of understanding on sharing successful large-scale digital solutions for digital transformation.
  • A memorandum of understanding on intellectual-property cooperation.

The government’s detailed agreement list does not name 6G, sixth-generation mobile communications or a network-development program. The digital-transformation memorandum is broad; it should not be recast as a 6G pact.

Where the 5G/6G reference came from

An India Ministry of External Affairs background document published in 2025 provides the closest documented link to 6G. It says a Brazilian science-and-technology delegation visited India in May 2025 and expressed interest in cooperation involving data-protection and management architecture, “5G/6G Network,” artificial intelligence, supercomputing and quantum technology. The reference appears in the India–Brazil Bilateral Relations document.

That wording matters. A delegation’s expressed interest is not the same as a signed treaty, memorandum, implementation plan, funded research project or commercial deployment commitment. It also does not establish whether “develop 6G” meant laboratory research, standards work, testbeds, spectrum policy, skills exchanges or eventual infrastructure.

What happened during Lula’s February 2026 visit

India’s official outcomes for President Lula’s February 18–22, 2026 state visit list cooperation in areas including rare-earth and critical minerals and postal services. The Ministry of External Affairs outcomes page does not list a bilateral 6G-network-development instrument.

In his February 21 joint press statement, Modi said the countries were working toward a Centre of Excellence for Digital Public Infrastructure in Brazil and were prioritizing artificial intelligence, supercomputers, semiconductors and blockchain. Digital public infrastructure concerns foundational digital services and systems; it is not synonymous with a 6G radio-access network. The statement is available from the Prime Minister’s Office.

Brazil’s Ministry of Communications separately described the February 21 memorandum as a postal-sector modernization agreement covering innovation, e-commerce, operational efficiency and digital transformation—not 6G. Its announcement is at gov.br.

The separate BRICS future-networks connection

There is a broader 6G-adjacent development in the BRICS framework, but it should not be rewritten as a bilateral Brazil–India deal. The July 7, 2025 Rio de Janeiro Declaration referred to a BRICS Forum on Future Networks Innovation hosted by China and Brazil, study groups on next-generation communications, cooperation in artificial intelligence and quantum technologies, and a proposed technical and economic feasibility study for high-speed submarine cables linking BRICS countries.

Those initiatives involve the wider BRICS group. The Press Information Bureau’s declaration does not establish a standalone India–Brazil agreement to develop 6G networks.

How to verify a future 6G agreement

A headline asserting a signed bilateral 6G deal should be backed by a primary document that meets all of these tests:

  1. Brazil and India are identified as the parties.
  2. The document is a signed treaty, agreement, memorandum or equivalent instrument.
  3. It expressly covers 6G, sixth-generation mobile communications or next-generation networks.
  4. Its scope, responsibilities, date and participating institutions are identifiable.
  5. It is not merely a speech, delegation report, background note or multilateral declaration.

The official documents cited above do not satisfy all five criteria. A university, research institute, telecom operator or subnational authority could theoretically have a separate arrangement, but such a claim would require its own signed primary source.

Why the distinction matters

“6G cooperation” can describe many stages between discussion and deployment: joint research, standards participation, spectrum studies, experimental testbeds, vendor work or commercial network construction. Treating any one of those as an agreement to build operational 6G networks overstates what the documents establish.

The evidence supports a narrower and more accurate account: Brazil and India are expanding cooperation in digital transformation and emerging technologies; Brazilian officials expressed interest in possible 5G/6G collaboration; and BRICS has a separate future-networks agenda. A standalone bilateral agreement to develop 6G networks has not been confirmed by the published government records.
