Brazil’s data-protection authority ordered a halt to financial compensation tied to iris-based registrations for World, the identity project co-founded by Sam Altman. The decision was not, on the evidence available here, a permanent ban on every World service in Brazil. World said it paused verification while making changes and later disputed the regulator’s interpretation.
What is World, and what does the Orb do?
World, previously called Worldcoin, is a project operated by Tools for Humanity. Sam Altman co-founded it; that does not make it an OpenAI product or mean ChatGPT created it. The project presents itself as “proof of human” infrastructure: a way for online services to check that an account belongs to a unique person rather than a bot. - Orb: A device used for in-person verification. Brazil’s data regulator describes it as capturing data from the iris, face, and eyes.
- World ID: A digital credential intended to establish that its holder is a unique human. It is not a government-issued identity document.
- World App: The app used to manage World ID and related digital assets.
- WLD: The project’s cryptocurrency token, also referred to as Worldcoin.
World says a user does not need to provide a name, date of birth, or address to use World ID. That statement describes the company’s design and policy; it does not mean participation involves no data or that wallet and transaction information cannot be associated with a user. World’s FAQ

Why did compensation matter?
The ANPD’s action focused on financial compensation linked to biometric registration. The regulator’s concern was that an incentive could affect whether consent to sensitive-data processing is genuinely free and informed. That is different from establishing that participants literally sold their irises; the order described a suspension of compensation tied to registration.

Brazil’s ANPD classifies biometric information—including iris, retina, fingerprints, facial shape, voice, and gait—as sensitive personal data. That classification brings heightened scrutiny to the legal basis and circumstances for collection. Relevant questions include whether consent is understandable and voluntary, whether collecting this data is necessary and proportionate, what happens to raw images and derived codes, how deletion works, and whether data is transferred internationally. A token incentive also differs from a guaranteed cash payment. A token’s value can fluctuate, and referral rewards may encourage users to bring in others. Those facts make it important for participants to understand the terms and any restrictions before accepting an offer; they do not, by themselves, establish that consent was invalid in every case.

Did Brazil ban World entirely?
The verified ANPD measure suspended financial compensation associated with iris-based World ID registration. It should not be expanded into a claim that Brazil permanently prohibited every World service. World separately said it temporarily paused verification services while making changes, then said it disagreed with the ANPD’s interpretation and would seek further legal redress. World’s response to the Brazilian decision and its later policy update dated August 6, 2025 describe the company’s position.
These sources establish a regulatory dispute and the compensation suspension, not a final court resolution or a definitive nationwide resumption of compensated iris registration. Anyone considering participation should confirm current availability and terms with the ANPD and World’s latest official announcements.

What happens to biometric data?
It helps to distinguish four kinds of information that can be involved:
- Raw images: Images captured during verification. The ANPD describes the Orb as collecting iris, face, and eye data; that description does not establish where every image is processed or retained.
- Derived biometric representations: Mathematical transformations or codes generated from biometric features. A statement about deleting an image does not, on its own, establish what happens to every derived representation.
- World ID: A credential intended to prove uniqueness without publicly revealing a person’s name. Pseudonymous use is not the same as having no associated data.
- App, wallet, and transaction records: These can create separate account and financial privacy considerations even when a credential is designed not to show a legal name.
World says it does not purchase or exchange iris data, describes World ID as anonymous, and disputes that it stores personal data in the way critics allege. Those are company claims, not independent verification of every stage of data processing. World’s policy explanation

World’s privacy notice says users can request deletion through the World App and that Brazilian users are subject to applicable Brazilian data-protection law. Treat this as the company’s stated process, not proof that deleting the app removes every derived identifier, backup, associated record, or blockchain transaction. - Biometrics are hard to replace. If a password is compromised, it can be changed; an iris or face cannot. That makes the security and governance of biometric systems especially important, without implying that a scan automatically grants access to a bank account.
- Purpose can expand. A system introduced for proof of human could create pressure for use in other identity or access contexts. Consider whether the current purpose and terms are acceptable to you.
- Deletion may have limits. Removing an app is not necessarily equivalent to erasing raw images, derived codes, backups, account records, or transactions. Check the written deletion terms and the in-app process.
- Crypto risks are separate. Token prices can change; users can lose device access, face account restrictions, or be targeted by phishing and payout scams. These risks remain even if a biometric system works as intended.
- Consent may be harder under pressure. A valuable incentive, urgent financial need, or referral pitch can make it harder to assess long-term data terms calmly. Minors and economically vulnerable people warrant particular care.
- Availability can change. Verification locations, token distributions, and features vary by country and may change. A scheduled appointment or online offer is not proof that registration is currently available or that a token amount is guaranteed.
What to check before participating
- Confirm that World verification is currently available in your country and city using official channels.
- Read the current privacy notice, local terms, and compensation conditions before booking or scanning.
- Identify the legal entity responsible for collection and ask what happens to raw eye and face images, derived biometric codes, and related records.
- Ask where data is processed, whether it is transferred internationally, and what deletion and withdrawal actually cover.
- Check whether participation is optional and whether declining affects access to another service.
- Understand the exact token amount, restrictions, timing, and volatility; do not treat an advertised token value as guaranteed cash.
- Find the deletion request route in the World App before you need it, and keep a copy of the applicable terms.
- Never give an operator your password, wallet recovery phrase, or private keys. Treat unsolicited payout messages and unofficial Orb locations as potential scams.
For the Brazilian case, the key official notices are the ANPD investigation notice and the notice maintaining the compensation suspension. They are the best starting points for checking the regulator’s actions rather than relying on a simplified headline.
