Short answer: The “40 million” figure was an analyst-reported shipment target, not a sales commitment Samsung publicly confirmed. Ming-Chi Kuo reportedly put Samsung’s Galaxy S25-series target at around 40 million units. Later Counterpoint data showed the S25 family ahead of the S24 family in comparable periods, but no public Samsung disclosure or cited market study confirms that exactly 40 million units were shipped or sold.
Where the 40-million figure came from
The claim traces to a February 6, 2025 report or post by Apple analyst Ming-Chi Kuo. Coverage by SamMobile and Android Headlines described Kuo’s estimate as around 40 million Galaxy S25-series shipments.
That attribution is important. Kuo was not quoting a Samsung press release or financial filing, and “around 40 million” is not the same as an exact 40-million commitment. Headlines that say Samsung “aims to sell 40 million” simplify the claim and can make an analyst estimate sound like official company guidance.
Shipment is not the same as consumer sales
- Shipment or sell-in: Phones Samsung sends to carriers, retailers and distributors.
- Sell-through: Phones customers actually purchase from those channels.
- Sales: An ambiguous term that can mean either shipments or consumer purchases.
- Production: Phones manufactured, which can differ from both shipments and sell-through.
A shipment target can therefore be met while some units remain in the channel. It cannot, by itself, prove that 40 million people bought S25 phones.

Which phones does “Galaxy S25” include?
Samsung unveiled the original three-phone lineup—Galaxy S25, Galaxy S25+ and Galaxy S25 Ultra—on January 22, 2025. Worldwide availability began February 7, according to Samsung.
Samsung’s Galaxy S25 newsroom hub later added the Galaxy S25 Edge and Galaxy S25 FE. Kuo’s February estimate predates those additions, so the available reporting does not establish whether the 40-million figure covered only the launch trio or a broader S25 family after the Edge and FE arrived. It also does not provide a model-by-model allocation.
How ambitious was the target?
Secondary coverage characterized the figure as roughly 3 million units above an estimated Galaxy S24-series total of about 37 million. If those estimates are compared, 40 million implies an increase of approximately 8%. The 37-million baseline is itself an estimate, not an audited Samsung figure, and the comparison should not be presented as an official Samsung year-over-year forecast.

The target also concerns a flagship series and its launch-year channel shipments, not Samsung’s entire annual smartphone output. That distinction matters when judging the scale of the goal.
Why Samsung wanted stronger S25 momentum
The S25 launch was built around Galaxy AI, deeper Google integration and Qualcomm’s Snapdragon 8 Elite for Galaxy. Reuters’ launch coverage, syndicated by Investing.com, described Samsung’s hope that the AI-focused lineup would reinvigorate sales while the company competed with Apple and increasingly capable Chinese brands.
Samsung was also managing pressure in its foldable business. In that context, a higher-volume conventional flagship could help maintain premium-market momentum. The Edge and FE expanded the range later, potentially giving Samsung more price and design options, although no source connects those additions to a revised 40-million target.

Early signs of demand
Samsung reported 1.3 million Galaxy S25-series preorders in South Korea, described as a record for a Galaxy S series in that market. That is a meaningful launch signal, but it is a country-specific preorder figure—not a global sell-through total—and it cannot be multiplied directly into worldwide annual sales.
Samsung’s first-quarter 2025 earnings materials said the Mobile eXperience business benefited from the Galaxy S25 launch. In its second-quarter earnings call, Samsung said it intended to sustain S25 momentum through seasonal promotions and an earlier S25 FE launch. Those comments support a strong commercial start, but neither document discloses a unit total:
What later market data shows
The clearest post-launch comparison comes from Counterpoint Research. In a February 2026 assessment, Counterpoint reported that Galaxy S25-series sales from February through December 2025 were 5% higher than Galaxy S24-series sales during February through December 2024. Those percentages indicate that the S25 family outperformed its predecessor. They do not establish an exact number of S25 units, because the cited comparison does not publish a definitive S24 baseline that can be used to calculate one. Counterpoint’s February–December window also is not automatically identical to Samsung’s fiscal-year reporting period.
Some investment-research estimates project roughly 40 million S25 units, including an estimate published by Mirae Asset Securities (PDF). Such figures remain estimates and should be labeled according to their methodology and whether they represent shipments, sell-through or another measure.

What this means for buyers
Strong series-level performance does not make every S25 model the right choice. The base Galaxy S25 suits buyers who want a compact flagship; the S25+ favors a larger display and battery without the Ultra’s size and camera hardware. The Galaxy S25 Ultra is aimed at users who want the most capable cameras, a large screen and S Pen support. The later Edge emphasizes thinness, while the FE targets a lower position in the range; Samsung’s official lineup information is at its S25 newsroom hub.

Sales momentum is evidence of market acceptance, not proof that a particular model offers the best value. Compare current prices, trade-in terms, storage options, battery priorities, camera needs and software-support horizon before buying.
The verdict
The defensible conclusion is narrower than the headline often used in early 2025 coverage: Samsung was reported to be targeting around 40 million Galaxy S25-series shipments. Samsung did not publicly confirm that exact target in the cited materials. Later Counterpoint data indicates the S25 family outperformed the S24 family, but it does not prove that Samsung shipped or sold exactly 40 million units.
