Linking Aadhaar to a voter record is officially voluntary, and refusing or being unable to provide Aadhaar should not by itself cost anyone their electoral-roll entry. The proposal is intended to help identify duplicate registrations, but Aadhaar establishes identity—not citizenship, residence in a constituency or voting eligibility. The central risk is that an uncertain match between imperfect databases could be treated as grounds to remove a legitimate voter.
What “linking Aadhaar to voter ID” means
Several different actions are often compressed into the word “linking”: a voter can submit Aadhaar details through Form 6B; an Aadhaar number can be recorded against an electoral-roll entry; an identity can be authenticated against UIDAI records; and records can be compared to flag possible duplicate registrations. A flagged match is not the same as a decision to delete an entry. It should be a lead for verification, not proof that a voter is ineligible.
The documents and systems also serve different purposes. Aadhaar is an identity number. EPIC is the Elector Photo Identity Card. The electoral roll is the list that determines whether a person is enrolled to vote in a constituency. What the law says about submitting Aadhaar
The Election Laws (Amendment) Act, 2021 amended Section 23 of the Representation of the People Act, 1950 to allow an electoral-registration officer to seek Aadhaar for identity authentication, including to identify a person registered more than once or in more than one constituency. Section 23 provides that an application cannot be denied, and an existing roll entry cannot be deleted, merely because a person cannot furnish Aadhaar for a sufficient reason; alternate documents may be allowed. The ECI says submission is voluntary and identifies Form 6B as the route for existing electors to submit Aadhaar details. That is the formal position. It does not establish how consistently every local official applies the voluntary standard. If an official or intermediary says Aadhaar is compulsory, the claim conflicts with the ECI’s stated position and the statutory protection. A voter may ask which rule is being relied on and what alternate document or procedure is available.
Why election authorities want to use Aadhaar
The official case is administrative: authenticate identity, identify registrations that may belong to the same person, and improve roll accuracy. Duplicate entries can arise when someone moves without updating a registration, when a person is entered more than once, or when a deceased person remains on the roll before records are updated. Name variations and transliteration can also make ordinary matching difficult. Section 23 expressly mentions identifying a person registered more than once or in more than one constituency. These are real administrative problems, but a duplicate registration is not the same as duplicate voting, and neither automatically proves fraud. A person appearing on two rolls may have moved or failed to complete a transfer. Aadhaar matching may help identify some records for review; it cannot alone establish where someone ordinarily resides, which entry is current, or whether that person has cast more than one ballot. Calling the exercise a way to “eliminate fake voters” overstates what identity matching can establish.

Aadhaar and an electoral roll answer different questions

Aadhaar is not proof of Indian citizenship, ordinary residence in a constituency, age sufficient to vote, or absence of another registration. A person can have a valid Aadhaar and still not qualify to vote in a particular constituency. An eligible elector may also have an Aadhaar record with an outdated address or an error in name or demographic details.
The distinction has been reiterated by the Supreme Court in proceedings concerning Bihar’s Special Intensive Revision (SIR) of electoral rolls. On September 8, 2025, the Court directed that Aadhaar be accepted in that process as proof of identity, not citizenship. Its May 27, 2026 judgment again treated Aadhaar as having a limited identity role, not as proof of citizenship. How a database match can wrongly affect a voter
Aadhaar and electoral rolls were built for different administrative purposes, so records may disagree in ordinary ways. Names can have different spellings across languages; birth dates may be estimates or incorrect; addresses can be outdated; and a voter may move temporarily for work or education while retaining a valid home-constituency registration. Marriage-related name changes, shared household addresses, demographic updates and migration can all complicate a match.
For example, two people with similar names at one address may be different voters, while one person registered at a current and former address may need a transfer rather than a deletion without review. A valid voter whose Aadhaar address is old has not, for that reason alone, lost ordinary residence elsewhere. An authentication failure is likewise not proof that someone is not the Aadhaar holder, much less proof of electoral ineligibility.

- False negative: a duplicate is not detected, leaving an inaccurate entry in the roll.
- False positive: two records are treated as one person, putting a legitimate voter’s registration at risk.
The errors are not equivalent. A missed duplicate is an administrative defect; a false match followed by deletion can interfere directly with a person’s ability to vote. As an analytical safeguard, a match should trigger individual verification and notice, never automatic deletion.

Why the risks may fall unevenly
Authentication and correction can be harder for people facing poor connectivity, damaged or unavailable devices, biometric failures, an outdated mobile number, name mismatches or delays in updating records. Limited digital access, disability, age, migration and unstable housing can add practical obstacles. Elderly voters, manual workers, people in remote areas, transgender and gender-diverse people whose records do not match older documents, and voters with different spellings across records may be more exposed to these problems. These are risk factors, not evidence that every person in any group will be excluded.
The legal safeguard against deletion for inability to furnish Aadhaar matters only if voters and local officials know about it and an alternative route works in practice. A process that is technically voluntary can still exert pressure if people are told linking is required, fear their names will disappear, cannot find information about alternative documents, or have no practical way to challenge a proposed deletion. The law and ECI position establish the formal rule; they do not, on their own, measure how consistently it is followed at local level.

Linking an identity record to electoral information could make it easier to associate a person with a registration, constituency or history of changes. Depending on what is collected and retained, it could also increase the sensitivity of household or demographic information. Risks include unauthorized access, data breaches, profiling, political targeting, surveillance and use of the information for purposes beyond electoral-roll accuracy.

This is not the same as revealing how an individual voted: India’s ballot is secret. The concern is the identity-to-electoral map and the consequences of its exposure or misuse, including the fact that electoral rolls are public. A defensible system would need a narrow and explicit purpose, data minimization, strict access controls, retention limits, auditability and an effective way to seek redress. What safeguards a responsible process would need
The central question is not simply whether two systems can be connected; it is what happens when they disagree. A careful process would separate the detection of a possible match from any decision about a voter’s status.
- No automatic deletion based solely on an Aadhaar match, non-submission or failed authentication.
- Individual notice explaining the suspected duplicate and the proposed action, with enough time to respond before an election.
- Human verification, alternate documents and a simple way to correct spelling, address or demographic errors.
- Recorded reasons for any proposed deletion, with an accessible appeal and restoration process.
- Privacy controls that limit who can see linked data, what is retained and how it can be reused.
- Independent audits that report false-match, deletion and restoration rates, rather than measuring success by the number of records removed.
Other roll-maintenance measures can complement or substitute for broad identity matching: periodic field verification, carefully safeguarded use of death-registration data, easier address transfers and corrections, booth-level checks, and opportunities for parties and voters to scrutinize proposed deletions. Each option should be assessed for accuracy, inclusion, due process and privacy—not just administrative speed.
What voters can do
- Check that your name is on the current electoral roll and that your constituency and polling details are correct; do not rely on possession of an EPIC card alone.
- If your entry is missing or inaccurate, use the relevant ECI inclusion, correction, transfer or objection procedure and keep the acknowledgement or reference details.
- If someone says Aadhaar is compulsory, ask for the applicable rule and the accepted alternative procedure. Non-submission alone should not be treated as proof of ineligibility.
- Share Aadhaar details only through an official process whose purpose and data handling you understand; be cautious about unofficial agents or intermediaries collecting them.
- If you receive notice of a proposed deletion, respond promptly and retain copies of your submission and any decision so you can challenge an error before polling.
