Configuration Manager OS Upgrade Task Sequence Does Not Continue: Causes and Fixes

If Windows has upgraded but your Configuration Manager task sequence stops after Upgrade Operating System, first determine whether Windows Setup failed or whether Setup finished without handing control back to Configuration Manager. The most specific documented cause is an OEM product key: Windows Setup can skip SetupComplete.cmd, the mechanism Configuration Manager uses to resume the sequence and leave provisioning mode.

Identify which failure you have

What you see Most likely branch
The new Windows version is running, but applications, updates, cleanup, or compliance steps never execute. Setup completed, but the Configuration Manager continuation hook did not run.
The computer remains on the old version, or Setup is visibly waiting. Windows Setup is blocked, still running, or has rolled back.
The new version is installed, but the client cannot obtain policy or initialize the sequence. Configuration Manager client, provisioning mode, or policy WMI state is unhealthy.

Do not rerun the entire deployment until you know which state applies. A successful OS upgrade and a successful task-sequence completion are separate outcomes.

Start with the logs

  1. Confirm the installed version:
    Get-ComputerInfo | Select-Object WindowsProductName, WindowsVersion, OsBuildNumber
  2. Open C:WindowsCCMLogssmsts.log and record the final entries around Upgrade Operating System, Setup Windows and ConfigMgr, Restart Computer, and TSManager. In Windows PE, the log is commonly X:WindowsTempSMSTSLogsmsts.log.
  3. Review C:WindowsPantherUnattendGCSetupact.log, C:$WINDOWS.~BTSourcesPanthersetupact.log, and, after rollback, C:$WINDOWS.~BTSourcesRollbacksetupact_rollback.log.
  4. Search for OEM license, SetupComplete.cmd, provisioning, rollback, compatibility, MOSETUP, 0xC190, and 0x800F.

Use CMTrace where available to read Configuration Manager logs. The exact message [windeploy.exe] OEM license detected, will not run SetupComplete.cmd strongly identifies the OEM-key continuation problem.

Fix the documented OEM product-key problem

The failure chain is: Configuration Manager starts Setup; Setup upgrades Windows; Setup detects an OEM license; Setup skips SetupComplete.cmd; Configuration Manager receives no continuation signal; Windows boots while the task sequence remains incomplete. Microsoft documents this behavior in KB 4494015.

  1. Check the product-key configuration used by the upgrade task sequence and confirm the Setup log shows the OEM message.
  2. Where licensing permits, test with a valid volume-license or retail key matching the target edition. Microsoft recommends these key types for the affected scenario.
  3. Validate activation and edition separately. A key that allows continuation can still produce an activation or edition problem if it is not appropriate for the device.
  4. Redeploy to a pilot device and verify that SetupComplete runs and post-upgrade steps resume.

This is a documented cause, not proof that every OEM-key upgrade fails. Do not replace an OEM key casually when the device’s entitlement depends on it.

Recover a client left in provisioning mode

If Windows is upgraded and the client remains unable to process policy, Microsoft documents this elevated recovery command:

  -Class SMS_Client `
  -Name SetClientProvisioningMode `
  -ArgumentList $false

Restart the Configuration Manager client service or reboot according to your recovery procedure, then verify policy retrieval, client health, and task-sequence state. Clearing provisioning mode is not a replacement for correcting the key or continuation design; it can leave required post-upgrade actions unfinished. See Microsoft’s provisioning-mode guidance.

Check the task-sequence design

Restart into the installed operating system

A custom sequence containing only Upgrade Operating System needs a Restart Computer step afterward. Configure it to restart into the currently installed default operating system, not Windows PE. This requirement is distinct from the OEM-key issue. See Microsoft’s in-place upgrade procedure.

Validate upgrade content

  • The upgrade package must match the target device’s Windows edition, architecture, and language.
  • In Configuration Manager 2103 and later, you can use a synchronized feature update instead of a traditional OS upgrade package; content and applicability are managed differently.
  • Distribute all required content to the relevant distribution points.
  • Enable Ignore any dismissible compatibility messages when unattended deployment must not wait for an application-compatibility dialog.
  • Use Dynamic Update only with a compatible servicing strategy; Microsoft notes that it is not compatible with Configuration Manager software updates and is intended for standalone WSUS or Windows Update policies.

Preflight compatibility before attempting the upgrade

Configure the Upgrade Operating System step with Perform Windows Setup compatibility scan without starting upgrade (Windows Setup /Compat ScanOnly) and select Continue on error. Important return codes are:

0xC190020E Insufficient disk space.

For an assessment-only step, inspect _SMSTSOSUpgradeActionReturnCode. Microsoft documents decimal 3247440400 as the success value (hexadecimal 0xC1900210). To expose failures explicitly, add a Run Command Line step:

cmd /c exit %_SMSTSOSUpgradeActionReturnCode%

Set its condition to Task Sequence Variable _SMSTSOSUpgradeActionReturnCode not equals 3247440400. Remediate the reported application, edition, requirement, or disk-space issue before running the real upgrade. See Microsoft’s in-place upgrade recommendations.

When Windows Setup rolled back or never completed

  • Pending previous attempt: 0xC1900107 can mean cleanup from an earlier installation is pending and a restart is required. Preserve logs before deleting $WINDOWS.~BT.
  • Safe_OS rollback: Windows 11 failures such as 0x800F0818 - 0x20003 require the Rollback Panther log; Microsoft associates documented cases with Configuration Manager, WSUS, or Windows Update for Business interactions. See the Safe_OS guidance.
  • Drivers and applications: update or remove blockers, then rerun the compatibility scan. Measure free space on the system volume, including temporary Setup, rollback, language-pack, driver, and update files.
  • Setup timeout: increase the task-sequence timeout only after confirming Setup is genuinely progressing; a longer timeout cannot fix a blocked dialog or failed migration.

When Configuration Manager policy WMI is corrupt

Older Windows 7/8.1-to-Windows 10 scenarios have a separate documented failure. If smsts.log contains:

TSManager Start to compile TS policy
HRESULT=8004100e
Failed to open WMI Namespace
'rootccmpolicydefaultmachinerequestedconfig'

the post-upgrade client cannot initialize its policy WMI state. Treat this as a Configuration Manager client/WMI repair branch, not as proof that Windows Setup failed. The historical case is documented at Microsoft KB 4470553. A driver-inventory hang documented for Windows 10 version 1607 is likewise historical; compare the affected OS version and logs before applying any legacy workaround (KB 4020149).

Choose the right deployment approach

Use a task sequence when you need controlled pre- and post-upgrade applications, drivers, BitLocker handling, or remediation. A normal feature-update deployment is simpler when Windows servicing is all that is required, but it does not provide the same orchestration. Feature updates in task sequences can reduce full-source content, while OS upgrade packages provide explicit installation media control; both still require compatibility, edition, language, driver, and application validation.

Windows normally suspends BitLocker during an upgrade. If policy requires encryption to remain active, Microsoft documents passing /BitLocker TryKeepActive through OSDSetupAdditionalUpgradeOptions; evaluate the security and recovery trade-off before enabling it broadly.

Prevention checklist

  • Pilot the sequence on representative hardware and licensing models.
  • Run compatibility-only assessments before production deployment.
  • Match edition, architecture, language, applications, and drivers.
  • Use a supported product-key strategy and validate activation independently.
  • Include an explicit restart into the installed default OS.
  • Monitor both smsts.log and Windows Setup Panther/Rollback logs.
  • Keep content distributed and avoid steps that require Windows PE after the upgrade.

Frequently Asked Questions

Does a completed Windows upgrade prove the task sequence succeeded?

No. Windows can boot normally while Configuration Manager never resumes because SetupComplete.cmd was skipped or the client could not initialize.

What does 0xC1900210 mean?

The compatibility scan found no issues; decimal 3247440400 is the corresponding task-sequence variable value.

Where should I look after a rollback?

Start with C:$WINDOWS.~BTSourcesRollbacksetupact_rollback.log, then correlate it with smsts.log and the Panther setupact.log.

The Bottom Line

When the new OS is installed but the sequence stops, check Setupact.log first. The OEM message about skipping SetupComplete.cmd points to the documented product-key limitation; otherwise use the compatibility return code, rollback log, restart configuration, provisioning state, and client WMI evidence to select the least invasive fix.
