Data roaming lets your phone use mobile internet through a carrier other than your own. It can work at no extra charge, under a travel pass, at a reduced speed, or at very high pay-per-use rates—the phone’s Data Roaming switch does not set the price. Your carrier’s plan, destination, roaming partner and service type do.
Before departure, check the carrier’s current international terms. If they are unclear, turn off roaming and cellular data on your home line, select a separate travel eSIM for data, or use Airplane Mode with Wi‑Fi re-enabled. Be especially careful on cruise ships and aircraft, where maritime or airborne networks may not be covered by a country-based roaming pass.

What data roaming means
Mobile data is internet access over a cellular network. Data roaming is mobile data supplied by a network other than the one operated by your carrier. International roaming happens when that network is in another country; domestic roaming can happen inside your own country when your carrier uses a partner network. Apple defines data roaming as internet access through a cellular network outside the region covered by your carrier (Apple’s explanation).

Wi‑Fi is different: it uses a local wireless network rather than cellular roaming. Voice calls, SMS, MMS and voicemail have their own billing rules. iMessage, RCS, WhatsApp, FaceTime and similar apps use internet data, but that connection can still be cellular roaming.
Does data roaming cost money?
Sometimes. Verify these items before you travel:
- Every country or territory you will visit, including stopovers.
- Whether your plan includes international data and how much high-speed data is included.
- What happens after the allowance: reduced speed, a new charge, or suspension.
- Whether billing is per day, gigabyte, megabyte, session or another unit.
- Separate prices for outgoing and incoming calls, SMS, MMS and voicemail.
- Hotspot or tethering limits.
- When a pass starts—data use, an answered call, or a sent text—and whether it renews.
- Whether partner, satellite, maritime or aircraft networks are excluded.
These are plan-specific examples, not universal prices:
- AT&T advises reviewing International Day Pass or another international feature and warns that roaming data may be slower (AT&T support).
- Verizon’s current page says some plans include Canada and Mexico, TravelPass is an add-on, and Unlimited Ultimate includes international talk, text and data. It displays $6 per day for Canada and Mexico for specified eligible plans; that figure does not apply to every Verizon customer (Verizon international plans).
- Google Fi’s Flexible plan documentation lists international data at $10 per GB in covered destinations, cellular calls outside the U.S., Canada and Mexico at $0.20 per minute, and texts to other destinations at no additional charge while abroad (Fi plan details; Fi service controls).
Quick safety setup before boarding
- Open your carrier’s current international-rate page and check every destination and allowance.
- Identify which SIM or eSIM supplies mobile data.
- If the home line is not covered, turn off its Data Roaming and cellular data.
- On dual-SIM phones, disable automatic or allowed cellular-data switching.
- Download maps, translation packs, boarding passes, entertainment and travel documents.
- For Wi‑Fi-only travel, enable Airplane Mode, then turn Wi‑Fi back on manually and verify cellular service remains off.
- On a ship or aircraft, use Airplane Mode and connect only to the vessel’s or aircraft’s Wi‑Fi unless your carrier explicitly covers its network.
How to turn data roaming off on iPhone or iPad
- Open Settings.
- Tap Cellular or Cellular Data.
- On a single-line device, tap Cellular Data Options. On a dual-SIM or dual-eSIM device, tap the specific phone number or line.
- Turn Data Roaming off.
Labels and available options vary by device, SIM configuration and carrier. On a dual-SIM iPhone, check Settings → Cellular → Cellular Data to see which line is selected, and check whether Allow Cellular Data Switching is enabled. Turning roaming off on the wrong line will not protect the line actually providing data. Apple recommends contacting your carrier before departure and enabling roaming after arrival only when the plan requires it (Apple’s travel guidance).
Apple says supported iPad eSIM plans can cover more than 190 countries, regions and territories; that does not mean every iPad or carrier supports every destination. Apple SIM has not been available for activating new iPad cellular plans since October 1, 2022.

How to turn data roaming off on Android
Google Pixel
- Open Settings.
- Tap Network & internet.
- Tap SIMs.
- Select the relevant SIM.
- Turn Roaming off.
This is the current Pixel route documented by Google (Pixel network settings). Samsung and other Android phones may use different labels; search Settings for roaming, data roaming or SIM. Menus vary by manufacturer, Android release and carrier.
Should roaming be on or off while traveling?
Leave it on when
- Your existing plan explicitly covers the destination.
- You bought and activated a roaming pass or international package.
- You understand its high-speed allowance, throttling, calls, texts and hotspot rules.
- The correct SIM is selected and the carrier requires roaming for service.
Turn it off when
- International pricing is unknown.
- You plan to use Wi‑Fi only.
- A separate travel eSIM will provide data.
- You need the home number available but do not want its cellular data used.
- Your plan does not support international service.
- You are on a cruise, ferry or aircraft and cannot confirm network coverage.
A device toggle is not the same as an account-level block. Some carriers let you disable international service in the account. Google Fi’s Service outside the US control can prevent calls, texts and data outside the U.S. (Fi account controls).
The safest dual-SIM or travel-eSIM setup
- Install the travel eSIM over Wi‑Fi while the home line remains available.
- Set the travel eSIM as the Cellular Data or Mobile Data line.
- Turn off roaming on the home line.
- Turn roaming on for the travel eSIM only if its provider requires it; some travel eSIMs are themselves roaming services.
- Disable automatic data switching.
- Confirm the eSIM’s APN or automatic activation settings.
- Test data before leaving Wi‑Fi coverage.
- Avoid ordinary cellular calls from the home line unless your plan includes them.
Your phone must be unlocked and eSIM-compatible. Pixel documentation describes prepaid international eSIMs and multiple eSIM profiles, subject to phone and carrier support (Pixel international eSIM guidance; Pixel eSIM installation). Pixel 7 and later may use two eSIM profiles simultaneously when the carrier supports it. U.S. Pixel 10, Pixel 10 Pro and Pixel 10 Pro XL models are eSIM-only.
Wi‑Fi, Wi‑Fi Calling and Airplane Mode
With cellular data roaming off, apps can use ordinary Wi‑Fi normally. Wi‑Fi access itself may cost money, and Wi‑Fi Calling is not automatically free. Verizon says Wi‑Fi Calling supports calls and texts over Wi‑Fi using your mobile number, but calls to non-U.S. numbers are billed under the applicable international calling plan (Verizon Wi‑Fi Calling terms).

Airplane Mode initially disables cellular radios. Turn Wi‑Fi back on manually, then verify cellular service, data roaming and data switching remain disabled. Do not treat Airplane Mode as a permanent guarantee if you later re-enable cellular service or connect to a separately billed maritime or aircraft network.
What uses roaming data fastest?
- Video streaming and video calls.
- Photo and video backup or cloud synchronization.
- Automatic app and operating-system updates.
- Social-media autoplay and automatic media downloads.
- Maps, navigation, podcasts and music downloads.
- Hotspot tethering and large email attachments.
- Background refresh and messaging-app media.
Download offline maps, entertainment, translation packs and documents before departure. Restrict cellular data for high-use apps and disable automatic media downloads where your phone allows it.
Calls, texts and voicemail: what can trigger a charge?
There is no universal rule. Receiving ordinary SMS, sending SMS, sending or receiving MMS, answering a call, calling a local number, calling the U.S., calling another country, retrieving voicemail and placing a Wi‑Fi call can all have different treatment. Check your carrier’s terms rather than assuming incoming texts or calls are free. A phone’s data-roaming switch may not block voice, SMS, MMS, voicemail or charges generated on another SIM.
Cruise ships, aircraft and ferries
At sea or in the air, a phone may connect to a shipboard, aircraft, satellite or maritime network rather than a normal land-based partner. Rates can be substantially higher and a country roaming pass may not apply. Use Airplane Mode, turn Wi‑Fi on manually and connect only to the vessel’s or aircraft’s Wi‑Fi unless the carrier explicitly confirms coverage.

Google Fi, for example, advertises service in more than 200 destinations, but plan eligibility, destination coverage and restrictions differ. Fi says new service and new devices must be activated and used in the U.S. for at least one day before international use. It warns that extended use abroad—typically around 50 days—can lead to a warning, with international data potentially suspended 30 days later; restoration requires significant U.S. use for at least 30 days (Fi extended-use policy; Fi international rates).
Fixing “No Service,” “SOS only” or a failed travel eSIM
After landing
- Confirm the intended SIM is turned on and selected for mobile data.
- Check whether roaming is enabled on the line intended to provide data.
- Turn Airplane Mode on for about 30 seconds, then off.
- Restart the phone if necessary.
- Check automatic date and time.
- Try automatic network selection.
- Confirm eSIM installation and activation, destination coverage and any account-level international setting.
- Contact the carrier over Wi‑Fi.
Apple recommends checking roaming, briefly toggling Airplane Mode, confirming date and time and contacting the carrier for continuing “No Service” or “SOS only” problems (Apple troubleshooting). Google Fi gives similar steps, including checking the selected SIM and international features (Fi troubleshooting).
Travel eSIM installed but no data
- Verify the phone is unlocked and the eSIM is enabled.
- Select the travel eSIM for mobile data.
- Enable roaming on that eSIM if its instructions require it.
- Check APN, activation date, remaining allowance and destination coverage.
- Disable automatic data switching and restart.
Data works but calls or SMS do not
This is normal for many data-only eSIMs. Internet access does not automatically provide a local number, ordinary voice service, home-number SMS, voicemail or emergency calling through your home carrier. Use messaging apps for app-to-app communication, but do not assume they replace bank verification SMS or emergency services.
Data is slow
Possible causes include reaching a high-speed limit, a slower partner network, unsupported local bands or 5G, congestion, deprioritization or a weak selected partner. Google notes that 5G depends on area, device configuration, traffic, location and signal strength (Google Fi coverage guidance).

A large bill appears despite roaming being off
Check whether the wrong SIM had roaming enabled, data switching changed lines, a call or message triggered a separate fee, the phone used a maritime or aircraft network, usage occurred before the setting changed, an account-level feature remained active, or voicemail/MMS was billed. Request an itemized usage record from the carrier.
Why a phone may show “Roaming” at home
The phone may be near a border and have selected a foreign network, be using a domestic partner, be connected through a secondary SIM, or simply be displaying a network condition. Check the carrier name and selected SIM, and contact the carrier before changing APN or network settings. A “roaming” indicator does not by itself prove an international charge.
