Often, one website’s security rule is blocking or challenging your connection; other causes include a browser problem, a VPN or WARP exit IP, your ISP or local network, or the site’s own server. Start by checking Cloudflare’s status, testing the site on mobile data, and noting the exact error code and any Ray ID.
First work out where the failure is
Use these comparisons before changing settings. They help distinguish a site-specific restriction from a device, network, or wider service problem.
- Only one website fails, on every device and network: The site may have a security rule, an outage, a DNS problem, or an origin-server failure.
- One website fails on all devices using the same Wi-Fi, but works on mobile data: The home network, ISP route, DNS resolver, or the shared public IP may be involved. If only that site is affected, its rules may be treating the home IP differently.
- Several unrelated Cloudflare-protected sites fail on one network: Check for a captive portal, DNS filtering, firewall rules, ISP blocking, or a routing issue.
- The site works in another browser or private window: A cookie, extension, browser setting, or profile may be preventing the page from loading.
- The site works with WARP off but not with it on: The WARP tunnel, its network path, or the Cloudflare IP presented to the site may be involved.
For a quick comparison, try two or three unrelated sites, the affected site in a private window, another browser, and mobile data. If you use a VPN, proxy, or WARP, test once with it off. Avoid repeatedly reloading a page that says you are rate limited.
What the error code tells you
Cloudflare’s 1xxx error reference lists codes shown in a page’s HTML. A plain HTTP status such as 403 or 429 appears in the response status and does not, by itself, identify Cloudflare as the source.

Look for Cloudflare branding, a numeric error code, and a Ray ID. A Ray ID is useful to the website operator when tracing a request, but a generic 403 without those clues is not proof that Cloudflare blocked you.
Is Cloudflare actually down?
Check Cloudflare’s live status page and the Cloudflare Radar Outage Center. Then compare several unrelated Cloudflare-protected sites and, if possible, test from a second network. The failure of one site is not enough to establish a Cloudflare-wide incident.
A green status page does not guarantee that a particular website is healthy. Its origin server, application, DNS, firewall rules, or account configuration can fail while Cloudflare services are operating. A regional routing problem can also affect some networks or locations without producing the same symptoms everywhere.
Fix a challenge loop or browser-only failure
Cloudflare challenges can be triggered by security rules, request patterns, IP reputation, or browser signals. Cloudflare’s challenge troubleshooting guide and challenge solve guidance recommend checking the browser and connection conditions that allow a challenge to complete.

- Stop repeated attempts. Rapid retries can make a rate limit worse.
- Allow JavaScript and cookies for the affected site.
- Update your browser and open the site in a private or incognito window.
- Temporarily disable extensions that block scripts, ads, cookies, or browser fingerprinting. Re-enable them after the test.
- Clear cookies and site data for that domain if the private-window test works but your normal profile does not.
- Turn off a VPN, proxy, or WARP for one comparison, then try another browser or device.
- Switch networks, for example from Wi-Fi to a mobile hotspot, to see whether the route or public IP matters.
- If the loop remains, contact the site with the exact error, Ray ID, affected URL, approximate time in UTC, country or region, and the results of your browser and network comparisons.
A 401 request in browser developer tools during a challenge can relate to a Private Access Token request. On its own, it does not prove that the visitor has been blocked.
If the site says your IP is banned
Cloudflare’s documentation identifies errors 1006, 1007, 1008, and 1106 as IP-address bans. In this situation, Cloudflare is providing the security service, but the website’s owner controls the rule. Cloudflare says the site owner must investigate or allow the visitor’s IP; its support team cannot override a customer’s firewall settings. See the official error 1006 guidance.
A block does not necessarily mean you personally did anything wrong, or that it is permanent. Your public IP may be shared by many people behind carrier-grade NAT, a workplace or school gateway, or a VPN exit. A dynamic residential address could also have been assigned to a previous subscriber, or a site rule could have produced a false positive.
Contact the website through its support channel and include the error code, Ray ID, time, and affected URL. Do not publish your IP address publicly. Repeated refreshes, cycling through proxy addresses, creating extra accounts to evade a restriction, or installing unknown proxy extensions can make matters worse and will not correct the site’s rule. A VPN is not a guaranteed fix: its shared exit address may have a poor reputation or be blocked too.

What to do about error 1015
Error 1015 means the site is rate limiting requests. Stop refreshing, pause automated or parallel requests from tabs, extensions, download managers, or scripts, and wait before trying again. The site controls the limit window, so there is no universal cooldown time. If it continues after you have stopped sending requests, ask the website owner to review it.
Check DNS only when the symptoms point to DNS
DNS checks can help when a domain fails to resolve; changing resolvers will not normally undo an IP ban or a firewall rule such as 1020. Run a query before clearing the cache so you can see what result the device receives.

Replace example.com with the affected domain. NXDOMAIN means the resolver says the name does not exist; SERVFAIL points to a resolver or authoritative DNS failure. If a name resolves to an IP address but the connection times out, DNS is probably not the only issue. Different answers from different resolvers can reflect filtering, DNSSEC, propagation, or resolver differences.
Do not manually substitute Cloudflare edge IPs or alter a website’s DNS records as a visitor. A site owner can create a separate configuration problem if DNS points to a prohibited Cloudflare IP or creates a proxy loop; Cloudflare describes that case under error 1000.

Understand what 1.1.1.1 and WARP change
These modes are different. 1.1.1.1 DNS mode changes which DNS resolver handles lookups. 1.1.1.1 with WARP encrypts traffic to Cloudflare and presents a Cloudflare IP in place of your original IP to websites. The managed Cloudflare One Client is used in organizational deployments.
WARP can help compare an ordinary ISP path with a Cloudflare-routed connection, but it is not an unblock tool. A site may distrust or block the shared Cloudflare exit IP, and WARP can affect throughput or location-sensitive services. Cloudflare also documents cases involving WebRTC and microphone- or camera-enabled traffic that can bypass WARP, so do not assume it hides your original IP from every connection. If a site works with WARP disabled, that comparison points toward WARP, its route, or the IP reputation seen by the site; it does not identify which one. For an organization-managed deployment, an administrator can review the client’s firewall and network requirements and collect logs with warp-diag using Cloudflare’s managed WARP troubleshooting guidance. That diagnostic tool is for managed troubleshooting, not a routine consumer fix.
When the ISP, workplace, school, or public Wi-Fi may be blocking access
If several unrelated Cloudflare sites fail on one connection but work over mobile data, a local firewall, captive portal, DNS filter, ISP route, or network policy may be responsible. Complete any hotel, airport, or public Wi-Fi sign-in first. You can restart a home router and compare DNS results, but a DNS change cannot repair an IP-level block or a broken route.

Ask the ISP or network administrator whether Cloudflare traffic, its domains, IP ranges, or WARP endpoints are filtered. Cloudflare explains that its proxied zones use shared IP pools: Free, Pro, and Business customers do not receive exclusive Cloudflare IPs, and Cloudflare does not rotate assigned IPs on request. Enterprise customers may use leased static IPs or BYOIP arrangements. If an ISP blocks an IP used by Cloudflare, Cloudflare generally cannot restore connectivity for affected users. Details are in its potential ISP blocking guidance.
If you own the affected website
Ask the visitor for the Ray ID, error code, URL, and approximate time in UTC, then match the request in your security events. Check whether a custom WAF rule, rate limit, IP access rule, ASN or country restriction, bot setting, challenge, or Under Attack Mode is responsible. Cloudflare lists these among possible challenge sources in its explanation of how challenges work.
If no security rule explains the report, check origin health, application logs, DNS records, and regional connectivity. A healthy Cloudflare edge does not rule out a failed origin or a site-specific configuration issue. For visitor-blocking errors, the website operator is the party positioned to review the request and decide whether to adjust a rule; Cloudflare support is mainly relevant to the site owner’s account or service issue, with support access depending on the plan.

Choose the right party to contact
- Website owner: One site is affected, the page shows an IP or firewall block, or there is a Ray ID. Send the error details and tests, not just “Cloudflare is down.”
- ISP or network administrator: Multiple unrelated sites fail only on one connection, while mobile data works, or the issue is on a managed or public network.
- Cloudflare: You administer the affected site, have an account or dashboard problem, or need help with a Cloudflare service you are eligible to support. A visitor generally cannot ask Cloudflare to remove a website owner’s block.
