Joondalup’s CCTV rebate is a real council-backed program, but its current availability is not established. The City approved a 12-month trial in March 2023 after a 9–3 vote and set aside $100,000 for consideration in the 2023–24 budget. Later City notices promoted a rebate covering 50% of eligible purchase and installation costs for a new CCTV system, capped at $500. Before buying equipment in 2026, confirm with the City that applications remain open, funding is available and you meet the current terms.
What Joondalup actually approved
The policy began with a notice of motion supported on 13 December 2022 asking officers to investigate a CCTV rebate. On 28 March 2023, council supported a 12-month trial and listed $100,000 for consideration in the 2023–24 budget. The resolution was a commitment to establish and fund a trial, not proof that applications were already open that day. The vote was 9–3. The minutes are available in the City’s 28 March 2023 council minutes.
A later council document in May 2023 dealt with budget and existing CCTV infrastructure. PerthNow reported at the time that applications were expected to begin in July 2023, but that was contemporary reporting rather than a guaranteed final launch date.
How much is the rebate?
City communications published in 2025 described the operational offer as 50% of eligible purchase and installation costs, up to $500, for a new CCTV system. The payment is therefore the lesser of half the eligible cost or $500:

The 50% and $500 figures appear in the City’s October 2025 City News and its LinkedIn announcement. Those notices do not establish that the original $100,000 was fully spent or that the program continues in 2026.
Why the City introduced it
The stated aim is to increase the number of privately owned cameras that face public areas, giving WA Police more potential footage for deterrence, detection and investigation. PerthNow reported concerns from residents living near train stations about break-ins, and described positive police engagement in Joondalup, Hillarys and Warwick because additional cameras could improve evidence capture.
The council report was careful about outcomes: CCTV does not prevent crime by itself. It may deter some offending and help investigators after an incident, but results depend on camera position, lighting, image quality, retention and whether usable footage is available.

Private cameras are not the City’s CCTV network
Joondalup already operates CCTV in publicly accessible places and has an agreement with WA Police to share relevant City footage. The City says its own cameras do not record private properties or activities. Its policy and access rules are explained on the City’s CCTV cameras page.
A rebate-supported system remains privately owned and managed. The City does not automatically control or continuously monitor every subsidised camera, and nothing in the published material establishes live police access. Footage may be provided voluntarily or requested lawfully after an incident.
Who appears eligible—and what is still unconfirmed?
Public notices identify City residents as the target audience and refer to a new system whose camera coverage can face public areas. They do not answer every practical eligibility question. Check the City’s current terms before spending money.

Before you buy: an application checklist
- Ask the City whether the program is open, whether funds remain and whether the 12-month trial was extended or replaced.
- Read the current terms for applicant status, eligible costs, public-facing coverage and purchase timing.
- Obtain an itemised quotation separating cameras, recorder or storage, cabling, electrical work, installation and recurring subscriptions.
- Confirm in writing whether you must receive approval before purchasing or installing.
- Choose equipment that can produce usable images of the relevant street, footpath or other public-facing area.
- Keep the quotation, invoice, proof of payment, installation evidence and any required camera-location details.
- Submit the completed claim through the current City process and retain confirmation of lodgement.
- Ask whether you must register the system with WA Police’s voluntary Cam-Map WA database or respond to future footage requests.
Choosing equipment that can produce useful evidence
Camera position and image quality
An indoor camera pointed through a window can suffer from reflections, flyscreens, glare and poor night images. A camera may record movement without capturing a face or number plate clearly. Test the viewing angle in daylight and darkness, and avoid obstructions from eaves, vegetation and parked vehicles.
Outdoor installation
Outdoor cameras need suitable weather protection, secure mounting, protected cabling and adequate lighting or infrared performance. Wi-Fi reliability, power outages and internet failures also matter. A recorder or local storage can preserve footage when the internet is unavailable, while cloud storage may add recurring fees.

Security and privacy
Use unique passwords, two-factor authentication and current firmware. Limit who can view or export recordings, enable privacy masking where available and avoid aiming cameras into neighbours’ homes or private yards. Keep recordings only as long as reasonably necessary and check the provider’s cloud-retention terms.

Cam-Map WA and police access
PerthNow described Cam-Map WA as a WA Police database of voluntarily registered CCTV systems. Registration can help police identify nearby cameras, but the available material does not show that every rebate recipient is automatically added. Confirm whether the City’s current conditions require registration.
Registration is not the same as live monitoring. A resident normally retains the private footage and may be asked to preserve or provide a relevant recording, subject to legal and privacy requirements.
Costs the $500 cap may not cover
The cap can be consumed quickly by professional labour, cabling, electrical work, a recorder, storage media or a multi-camera installation. The public notices do not establish whether subscriptions, accessories, upgrades or electrical work are eligible. Compare total ownership cost, including recurring cloud fees and battery replacement, rather than choosing equipment solely because its purchase price is low.

The original $100,000 figure could theoretically fund about 200 maximum $500 rebates, but that was a mathematical upper limit, not evidence that 200 systems were installed or that the allocation was paid out.
What remains unknown about results
The March 2023 resolution requested an outcomes report after the trial. The available material does not establish the final number of applications, approvals, total expenditure, cameras installed, footage supplied to police, investigation outcomes or any measurable change in reported crime. Do not treat the budget, the maximum rebate or the presence of more cameras as proof of crime reduction.
2026 status: confirm before committing money
The October 2025 City notice called the offer a 12-month CCTV Rebate Program, and the LinkedIn post said applications were open when it was published. Those communications do not reliably establish availability on 18 August 2026 or after. A current City application page or written confirmation is needed to establish whether the program is open, closed, oversubscribed or replaced, and whether the $500 cap and eligibility rules changed.
Until that confirmation, treat the 50%-up-to-$500 offer as the latest published terms—not a guarantee that a new application will be accepted.
