The International Monetary Fund’s position is that tokenized finance could amplify financial instability, but that outcome is conditional. The risk comes from how tokenization changes the speed, concentration and fragmentation of financial activity, not from the act of putting assets on a digital ledger. The IMF is describing potential channels of amplification. It is not reporting that tokenized markets have already caused a systemic crisis.
What tokenization means in the IMF’s usage
The IMF defines tokenization as the representation of financial assets and liabilities on programmable digital ledgers. In its April 2, 2026 note Tokenized Finance, written by Tobias Adrian, the Fund argues that the most consequential change is taking place in regulated finance, including banks, asset managers and financial market infrastructures, rather than only in crypto-native markets.
Three features are central to the IMF’s argument. The first is atomic settlement, where the transfer of an asset and the payment for it happen together rather than in separate steps that can fail independently. The second is continuous liquidity management, where funding and collateral move through the day instead of in periodic or end-of-day batches. The third is compliance embedded in the workflow, where eligibility rules and transfer restrictions are built into the asset itself. Each of these can make markets work better in ordinary conditions. Each also changes what happens under stress.
How tokenization could amplify financial stress
The IMF’s concern is about transmission. A shock that would once have been absorbed by delays, manual checks or end-of-day netting could move through a market faster and reach more participants before anyone can respond. The channels below are the ones the Fund identifies.

Speed and automation
Automated settlement, redemptions and margin calls can cut delays during normal trading. In a strained market, the same automation leaves less time for a human to intervene. The IMF states that automated redemptions and automated margining can accelerate stress when markets are already under pressure. A process that is smooth on an ordinary day can therefore push a stressed market toward a fire sale faster than traditional plumbing would.
Liquidity needs
Moving from periodic settlement toward continuous activity makes liquidity needs more immediate. Settlement efficiency does not remove the need to fund a transaction or to meet a collateral call. It changes when that funding is required and how quickly a shortfall becomes visible. Institutions that were used to a day or more to find cash may find that the window has shrunk.

Interconnectedness, leverage and thin buffers
The IMF’s 2025 note warns that tokenization may amplify shocks if it leads institutions to become more interconnected, to hold lower liquidity buffers or to take on higher leverage. None of these outcomes is inherent to the technology. They are choices that cheaper, faster and more programmable markets could make easier to pursue.
Smart contracts and linked contracts
Smart contracts and linked contingent contracts introduce faulty-code and operational risk. Code executes exactly as written, which is useful when the code is correct and harmful when it is not. A flaw in one contract can propagate automatically through every contract that depends on it, without the pause that a human reviewer might have provided.

Concentration and fragmentation
The IMF treats these as two separate risks that can exist at the same time. Concentration arises when shared infrastructure draws activity and operational dependence onto a small number of platforms. A failure or outage at one of them then affects many participants at once. Fragmentation arises when incompatible ledgers split markets, so that liquidity is trapped on one platform and cannot move to another when it is needed. Efficiency gains from shared platforms can therefore create the very dependence that makes an outage costly.
Cross-border movement
The IMF also notes that rapid cross-border movement of tokenized assets and money can complicate capital-flow management and monetary policy. The concern is sharper if global stablecoins become widely used, because flows could then shift faster than national authorities can track or respond to them.

Trade-offs the IMF’s analysis points to
The IMF’s discussion is organized around trade-offs rather than a simple good-or-bad verdict. The table below sets out the pairs of benefits and risks it draws out.

What the IMF says would keep the risk in check
The Fund frames these as policy foundations and design choices, not as a guarantee that tokenization will be safe. They include clear regulatory frameworks, safe settlement assets, robust governance of code, legal certainty about ownership and transfers, interoperability between platforms, international coordination and liquidity backstops. Public trust in the system is also part of the IMF’s argument. Its April 2026 wording makes the condition explicit: absent appropriate policy and institutional anchors, tokenization risks amplifying financial instability through speed, concentration and fragmentation.

What the evidence does and does not show
The IMF’s material supports the claim that these are plausible channels of amplification. It does not show that tokenized markets have already produced a systemic crisis, and the warning should not be read that way. The Fund’s position depends on conditions such as leverage, buffers, code quality and platform design, which vary from market to market.
Readers should also be cautious with numbers that circulate about tokenization. The IMF’s October 2026 Global Financial Stability Report includes a tokenization chapter, with its launch scheduled for October 8 and the full report scheduled for October 13, 2026. The schedule confirms the chapter’s timing and subject. The chapter’s own statistics and detailed findings are not confirmed here, so figures reported by secondary outlets should be checked against the IMF’s published report before being repeated as IMF findings. Other statistics on stablecoins and Treasury bills in IMF commentary from May 2026 concern a separate speech and should be dated accordingly if cited.
What to check next
- The full October 2026 Global Financial Stability Report, scheduled for release on October 13, 2026, for the chapter’s own findings and any figures.
- Whether a given tokenized product relies on atomic settlement, automated redemptions or margining, since those features drive the speed channel.
- How many platforms a market depends on for settlement and collateral, which determines the concentration exposure.
- Whether assets can move between platforms when one of them is impaired, which is the practical test for fragmentation.
The IMF’s warning is that tokenization can make financial stress move faster and reach further. Whether it does so depends on the policy and design choices a given market makes, which is why the Fund’s conditional framing matters more than any single headline.
