Building PHP Ukraine with Laravel and PostgreSQL: Scope, Stack and Local Validation

A practical guide to building a Ukrainian-facing PHP jobs and community platform with Laravel and PostgreSQL, using PHP Ukraine and Laravel Ukraine as local examples.

Laravel with PostgreSQL is a sensible stack for a Ukrainian PHP jobs and community platform, and PHP Ukraine is a live local example of that combination. Its homepage names Laravel, Filament, Livewire and PostgreSQL as its web application stack, and the job listings on Laravel-focused Ukrainian sites ask for Laravel and PostgreSQL together. Public pages, however, show what these platforms offer and what employers request. They do not show how the code or database is built, so this article separates documented facts from our own build recommendations.

The title can mean two things, and both are covered here: the technical build (application framework, database, deployment) and the product decisions behind a local developer platform (who it serves, what goes into the first release, how content is kept accurate).

Two local examples with different emphases

Two Ukrainian-facing platforms show what a local PHP developer product can look like. They overlap, but they are not the same product, and neither is a proven template.

Laravel Ukraine states its purpose in its own words on its about page. In our translation, the mission is to develop the Ukrainian-language community of PHP and Laravel developers by sharing knowledge, helping people grow in their careers, and making Ukrainian web development visible on the world map. This is the organization’s own statement, not an independent assessment.

PHP Ukraine describes itself on its homepage as a platform for candidates and employers, with active listings and developer resources.

Defining a first release

The public pages show a broad set of features. Neither site demonstrates that every feature belongs in a first release, and a small team has limited capacity. The guidance below is our inference, not a feature list copied from either site.

Start with one primary workflow

Pick one user and one task that must work end to end before anything else. A practical choice is a mid-level Laravel developer in Ukraine who wants remote vacancies that require PostgreSQL. The first release should let that person:

  1. Filter vacancies by technology (Laravel and PostgreSQL) and by work format.
  2. Open a company profile to see what the employer does and what it has posted.
  3. Save a vacancy or apply through a link the employer controls.

Employers need the mirror workflow: create a company profile, post a vacancy with required technologies, and see when a posting expires. If either workflow is missing, the platform is a directory rather than a working product.

The counts above are the sites’ own figures. They show scale, not verified usage, and they change over time.

Why Laravel and PostgreSQL fit this kind of product

The main evidence is demand. Current listings on Laravel Ukraine’s job board include PHP and Laravel roles with backend and API work. PHP Ukraine’s Laravel/PostgreSQL filter showed 15 active vacancies, 73% of them fully remote, in the 2026 snapshot checked for this article. These counts are volatile and describe one job board on one date. They are not a national labor-market statistic. The same listings also mention database optimization and testing, which suggests employers expect candidates to work with the database, not only the framework.

From a build perspective, the case for this pairing is practical. Laravel supplies the application layer (routing, authentication, migrations, queues and testing) that a jobs-and-profiles product needs. PostgreSQL suits relational data with many filters across linked entities, such as vacancies joined to companies and technology tags. Those are reasoned advantages for this product type. Nothing in the reviewed sources benchmarks the two against other frameworks or databases, and PostgreSQL is not presented as always preferable to alternatives.

A starting data model for filtering

PHP Ukraine’s internal schema is not public, so the structure below is illustrative. The key decision is to store technologies as tags in their own table, so that a filter for “Laravel and PostgreSQL” is an exact relational query rather than a text search.

  • users, profiles: candidate and employer accounts, with role fields.
  • companies: employer records with a verification status.
  • vacancies: title, description, work format, language, company reference, publish and expiry dates.
  • tags and vacancy_tags: a technology dictionary (Laravel, PostgreSQL, Livewire and others) and the many-to-many link to vacancies.
  • articles, tests, questions: content types added in later phases.

To return vacancies that require both tags, a query along these lines works:

The HAVING clause is what enforces “both technologies” rather than “either technology”. Add an index on vacancy_tags(tag_id, vacancy_id) and on vacancies(expires_at) before the table grows, and check the query plan with EXPLAIN ANALYZE against realistic data.

Setting up the stack

The following steps set up a working local environment. The public pages reviewed for this article do not state Laravel or PHP version requirements, so choose the versions your team can support and confirm them against the current official release information before you start.

  1. Create the application: composer create-project laravel/laravel php-ukraine-platform, then enter the project folder.
  2. Confirm that the PHP PostgreSQL extension (pdo_pgsql) is enabled with php -m | grep pdo_pgsql. If it is missing, install it through your PHP package manager and restart the web server.
  3. In .env, set DB_CONNECTION=pgsql, DB_HOST=127.0.0.1, DB_PORT=5432, DB_DATABASE, DB_USERNAME and DB_PASSWORD for a database you have already created.
  4. Run php artisan migrate. Expected result: the default migrations complete without a connection error. A “could not find driver” error means step 2 is incomplete; a “password authentication failed” error means the credentials or PostgreSQL role settings are wrong.
  5. Add the interface layer your team has chosen. PHP Ukraine names Filament and Livewire on its homepage; follow each package’s current installation guide rather than copying commands from older posts.
  6. Run php artisan test before adding features, so you have a baseline.

Content quality and moderation

Vacancy moderation

  • Verify that the employer controls the company profile before its first vacancy is published.
  • Flag duplicate postings that repeat the same title, company and description.
  • Expire vacancies automatically, because stale listings reduce trust faster than a short list does.
  • Decide whether vacancy fields are in Ukrainian, English or both. Filters only work reliably if technology tags are stored in one canonical form.

Educational content

Interview questions and tests need a review workflow. Laravel Ukraine’s published counts (2,791 questions with explanations in its October 2026 homepage figures) show how quickly a bank grows, so plan for editors to review each explanation, record who approved it, and retire questions that no longer reflect current framework behavior.

Search

Start with exact tag filters, which cover the workflow described above. Add keyword search later, when real users show they need it. PostgreSQL includes built-in full-text search that can serve that purpose without a separate search service, but test it against your own vacancy text before relying on it.

Deployment and PostgreSQL operations

Deployment is where small teams most often underestimate the work. The table lists the decisions to make, not verified prices or vendor features.

Managed application hosting and managed PostgreSQL are both worth evaluating against this table. We have not verified any named provider’s features, pricing or partner terms for this article, so treat the table as the checklist and test providers against it directly.

A restore test is the most important recovery step. Restore the latest backup into a separate database, run php artisan migrate:status against it, and confirm that a sample vacancy query returns the expected rows. A backup that has never been restored is not a recovery plan.

Validating the product against local needs

  1. Interview a small group of Ukrainian Laravel and PHP developers about how they currently find vacancies and judge employers. Record the exact filters they use.
  2. Recruit two or three employers who post Laravel or PostgreSQL roles, and ask them to publish their vacancies on the staging site.
  3. Measure whether candidates complete the filter-to-application path without help, and whether employers can post and edit a vacancy in one session.
  4. Track duplicate or expired vacancies during the trial, and fix moderation gaps before adding content types.
  5. Only then decide on the second phase (articles, interview preparation and tests), based on what the trial users asked for.

What the evidence does and does not establish

  • Established: Both platforms exist and publish their scope. PHP Ukraine names Laravel, Filament, Livewire and PostgreSQL as its stack. Live listings in 2026 request Laravel and PostgreSQL together.
  • Not established: Internal architecture, database schema, performance, security controls, or version requirements for either platform.
  • Not established: That either site is the definitive model, or that any feature in this article is mandatory.
  • Not established: Any national employment statistic, user adoption figure, or independent audit. The published counters are self-reported and change over time.
  • Not covered: Legal and privacy obligations for storing candidate and employer personal data. Check these with qualified counsel before collecting profiles in Ukraine.

The most reliable path is to build the first workflow, measure it with real users, and let the trial decide which local features earn a place in the next release.
