Container Engine vs. Container Runtime: What the Terms Mean

“Container engine” and “container runtime” are used inconsistently. The clearest distinction is by layer: Docker Engine, a Kubernetes CRI runtime service, or an OCI runtime such as runc.

“Container engine” and “container runtime” are not universally distinct categories. To be precise, name the layer: Docker Engine is a higher-level client-server product; Kubernetes uses a CRI runtime service such as containerd or CRI-O; and an OCI runtime such as runc performs lower-level container execution.

Why the terms are easy to confuse

People use “engine” and “runtime” inconsistently, and some tools span more than one layer. The label alone therefore does not reliably tell you what a component does. Its interface and place in the stack are clearer guides.

“Runtime” especially has two practical meanings: it can mean the service Kubernetes calls to manage pod containers, or the lower-level OCI runtime that carries out container execution.

How the layers fit together

Docker Engine stack

The Docker CLI or API communicates with dockerd, the long-running daemon in Docker Engine. The daemon manages images, containers, networks, and volumes. For container lifecycle work, Docker documents that Engine uses containerd and, by default, runc underneath.

Kubernetes stack

The kubelet communicates through the Container Runtime Interface (CRI) with a runtime service. That service can be provided by containerd’s CRI plugin or by CRI-O. The service then uses an OCI runtime, such as runc, to execute containers.

In simplified form:

  • Docker: Docker CLI/API → dockerd → containerd → OCI runtime
  • Kubernetes: kubelet → CRI runtime service, such as containerd’s CRI plugin or CRI-O → OCI runtime

What each component does

Component Interface or layer Role and scope Typical context
Docker Engine Docker API and CLI; client-server engine dockerd manages images, containers, networks, and volumes, and uses lower-level components for lifecycle work and execution. Building and running containers through Docker’s engine and tools.
containerd Container lifecycle daemon; can provide a CRI service through its CRI plugin Handles image transfer and storage, execution and supervision, snapshots, and related lifecycle tasks. It supports OCI runtimes and uses runc by default, while allowing alternatives. Container lifecycle management, including Kubernetes when its CRI plugin is used.
CRI-O CRI runtime service A Kubernetes-focused alternative to Docker. It prepares a root filesystem, generates an OCI runtime specification, and can use compatible OCI runtimes. Kubernetes container management.
runc OCI runtime An implementation of the OCI runtime layer used for container execution; it is not the Docker API/CLI engine or the Kubernetes CRI service. Lower-level execution beneath a higher-level component such as containerd.

How to describe the difference accurately

Name the interface

Say “Docker API/CLI,” “CRI,” or “OCI runtime” when the interface matters. For example, kubelet calls a CRI runtime service; it does not use the Docker CLI to start each pod container.

Name the layer and scope

Use “Docker Engine” for Docker’s daemon-centered client-server engine and resource management. Use “CRI runtime” for the service Kubernetes calls. Use “OCI runtime” for an implementation such as runc. This avoids implying that every product fits a rigid, industry-wide engine-versus-runtime taxonomy.

Do not treat the names as interchangeable

Calling runc a container runtime is correct when you mean the OCI layer. Calling containerd a container runtime is also common, but in a Kubernetes explanation it is clearer to specify whether you mean containerd’s CRI service or its lower-level lifecycle role. CRI-O is likewise best identified by its CRI role rather than described only as an “engine.”

Where OCI fits

The Open Container Initiative (OCI) is an open-governance effort under the Linux Foundation that develops industry standards around container formats and runtimes. An OCI runtime is a component implementing that lower-level runtime role; the OCI organization itself is not a container engine or runtime service.
