Why Doesn’t the Menu Key Work in Windows 11?

The Menu key acts on the focused item, and some keyboards replace or omit it. Test with Shift+F10, then check app behavior, layout, and remapping.

The Menu key opens a context menu only when the current selection or focused control supports one. If it appears to do nothing, first select an item in File Explorer and press Shift+F10. If that opens the menu, check whether your keyboard has a dedicated Menu key or whether the key is remapped; if both shortcuts fail only in one app, the app’s behavior or current focus may be the cause.

What the Menu key does—and why it can seem unresponsive

The Menu key, also called the Context Menu key, requests a context menu for the item or control that currently has keyboard focus. It is not a command to open a menu everywhere in Windows. With no eligible item focused, or while focus is on a field or blank area that has no relevant menu, pressing it may produce no visible result.

Microsoft lists Shift+F10 as a way to display the shortcut menu for the selected item. Try it with the same item selected: it is the quickest way to compare the expected action with the dedicated key.

Troubleshoot the key in this order

  1. Select a real item. In File Explorer, select a file, then press the Menu key. Avoid testing with focus in a text field or on an empty area.
  2. Try Shift+F10 on that same selection. If the menu opens, the context supports the action; the dedicated key, keyboard layout, remapping, or hardware may need attention. This test narrows the possibilities but does not identify a specific fault.
  3. Compare another application. Test a selected item in another app. Microsoft notes that shortcut behavior can vary between applications, and apps may customize shortcuts. If the issue is limited to one app, confirm the intended item has focus and consult that app’s keyboard guidance.
  4. Check the keyboard layout. Look for a dedicated Menu or Context Menu key. Microsoft describes its conventional location on a Windows keyboard as between right Alt and right Ctrl, but layouts differ. If possible, try another keyboard on the same PC to help isolate a keyboard-specific issue.
  5. Check for a Copilot-key substitution or remapping. Some Windows 11 devices use a Copilot key in place of the Context Menu key or right Ctrl. If the expected key is absent or marked Copilot, check the device maker’s documentation and, if available, open Settings > Bluetooth & devices > Keyboard for the Copilot-key setting.

When a Copilot key may have replaced the Menu key

Whether a Copilot key can be configured to act differently depends on the device, its firmware and hardware, and the Windows version or update. Microsoft says keyboard layouts and Copilot-key implementations vary by manufacturer and device. The documented Windows setting may not appear on every PC.

If your device offers both a Windows remapping control and a manufacturer control, use one or the other—not both. For the exact options available on your model, follow the manufacturer’s documentation.

Workarounds if you need a context menu now

  • For a selected item or focused control: press Shift+F10.
  • For a taskbar app button’s window menu: press Shift and right-click the button.

If the keyboard has no dedicated Menu key and you need one regularly, a keyboard with a dedicated Menu/Context Menu key is an option. Check the exact layout before buying; a replacement keyboard is not the first step when focus, a shortcut difference, or remapping could explain the symptom.

What the test results tell you

Result What it suggests Next check
Shift+F10 works on the selected item, but the Menu key does not The context menu is available; the dedicated key, its layout, remapping, or hardware may be involved. Confirm the key is present, check for a Copilot-key substitution or remap, and compare another keyboard if available.
Neither shortcut works in one app, but they work elsewhere The app or the current focus may handle the action differently. Check focus and the app’s own keyboard guidance.
Neither shortcut works for the item being tested The item or focused control may not offer a context menu, or focus may be elsewhere. Try a known selectable item, such as a file in File Explorer.

These checks help narrow the cause; a single result does not prove a particular hardware or software fault. Microsoft’s documentation does not establish a Windows update, driver reinstall, registry edit, or generic keyboard troubleshooter as a universal fix for a nonworking Menu key.
