How to Set Up Windows 11 for Software Development

A workload-led guide to building a Windows 11 development setup, with optional WSL 2, VS Code, Dev Containers and Dev Drive explained.

Set up Windows 11 around the software you plan to build: use native Windows tools for Windows apps, add WSL 2 when you need a Linux environment, and use Dev Containers when a project requires a consistent toolchain across contributors. Start with Windows updates and the tools your project actually needs; Developer Mode, WSL, containers, and Dev Drive are not all mandatory.

1. Choose the environment your projects need

First decide whether you will build for Windows, Linux, or both. Native Windows development may need only Windows tools and the relevant language runtime or SDK. If your project depends on Linux command-line tools or targets a Linux runtime, add WSL 2. A project-defined Dev Container can make a team’s development environment more consistent, but it adds setup requirements.

  • Windows-targeted work: Use native Windows tools and install the project’s required SDKs and runtimes.
  • Linux toolchains or targets: Add WSL 2 and work in a Linux distribution.
  • Shared, reproducible project environment: Consider Dev Containers if the project provides or calls for a container configuration.

Developer Mode is not a general prerequisite for web or cross-platform development. Microsoft describes it primarily as a feature for developing, deploying, and testing Windows apps. On Windows 11 version 25H2 and later, its settings are under Settings > System > Advanced; earlier releases expose them through Settings search for “For developers.” See Microsoft’s Windows developer overview.

2. Update Windows and install your core tools

Install available Windows updates before adding development components. Then install only the editor, version-control tools, runtimes, SDKs, databases, and other dependencies needed for your work. WinGet, Windows’ package manager, can search for, install, upgrade, and remove applications. Microsoft’s examples include Git, VS Code, and Docker Desktop.

For a repeatable setup across machines, WinGet Configuration lets you declare packages and Windows settings in YAML. Review a configuration and its resources before applying it, especially on a machine with existing settings. Microsoft covers WinGet and developer setup options in its Windows developer overview and documents Windows Developer Configurations.

3. Add WSL 2 if you need Linux

WSL 2 provides a Linux environment on Windows without making Linux tooling a requirement for every developer. From PowerShell or Command Prompt, run:

wsl --install

Microsoft says this command enables WSL and Virtual Machine Platform, installs the latest Linux kernel, sets WSL 2 as the default, and installs Ubuntu by default. A restart may be required. You can install other distributions through the Microsoft Store or import one. Follow Microsoft’s WSL development environment setup guide for installation and configuration details.

Windows Terminal comes pre-installed on Windows 11, according to Microsoft’s VS Code with WSL guide. It can host your installed WSL distributions and provides tabs and panes for working with multiple command lines.

4. Connect VS Code to your WSL project

For a WSL-based project, install VS Code on Windows and add the WSL extension. Keep the project in the Linux filesystem, open its directory in the WSL shell, and launch the editor from there:

  1. Install VS Code on Windows.
  2. Install the WSL extension in VS Code.
  3. In your WSL shell, change to the project directory and run code ..

The extension lets VS Code use Linux tools and extensions and supports debugging and project work inside WSL. Microsoft’s VS Code with WSL tutorial explains the workflow. For C++ cross-platform development, Microsoft also documents Visual Studio support in its WSL setup guide.

5. Set up Git and project-specific dependencies

Install and configure Git in the environment where the project runs. If the project runs in WSL, configure Git there; if it runs natively on Windows, configure it in that Windows environment. Pay attention to credential management and line endings, which can affect collaboration when Windows and Linux tools touch the same repository. Microsoft’s WSL guide covers Git, credentials, ignore files, and line endings.

Next, add the runtime, SDK, database, or other tools specified by the project. There is no single universal development stack that every Windows 11 setup needs.

6. Use Dev Containers when the project benefits from them

A Dev Container describes a project’s development environment so contributors can share tools, extensions, and settings. On Windows, Microsoft’s documented setup requires WSL 2, Docker Desktop configured to use the WSL 2 backend, VS Code, and the Dev Containers extension. If your project does not need a containerized environment, you can skip this layer.

For better I/O performance in this setup, keep container project files inside the WSL filesystem—for example, /home/<user>/projects—rather than on the Windows filesystem. Follow Microsoft’s Windows Dev Containers setup guide for the prerequisites and configuration.

7. Consider Dev Drive for selected development files

Dev Drive is an optional ReFS volume that Microsoft describes as optimized for development. It can hold repositories, package caches, and build output; it is separate from WSL and is not required to use it. Microsoft lists these requirements for setting one up:

  • Windows 11 build 22621.2338 or later.
  • Local administrator permissions.
  • At least 50 GB of free disk space.
  • At least 8 GB of memory; Microsoft recommends 16 GB.

Dev Drive is available across Windows SKU versions, though enterprise security policy may require administrator configuration. It uses suitable available storage; Microsoft’s requirements do not make buying another drive a prerequisite. See the Dev Drive setup guide for details.

8. Keep the setup maintainable

Keep a short record of the tools and versions your project requires, and prefer project documentation over installing extra components “just in case.” For a personal machine, installing only what your workload needs keeps the setup straightforward. For multiple machines or a team, a reviewed WinGet Configuration or project Dev Container can make the environment easier to reproduce.
