Windows 11 vs. Linux for Software Development: Tools, Compatibility, and Workflow

Windows 11 with WSL combines Windows apps and Linux tools; native Ubuntu offers a direct Linux desktop and toolchain. Choose based on your project and deployment target.

There is no universal winner. Windows 11 with Windows Subsystem for Linux (WSL) combines Windows applications with a Linux environment; native Ubuntu puts you directly on a Linux desktop and its toolchain. Choose according to the software you must run, the environment you target, and whether you want a hybrid or Linux-first workflow.

How the two workflows differ

Decision Windows 11 with WSL Native Ubuntu/Linux
Where you work Keep Windows applications while running Linux distributions and tools through WSL. Microsoft describes WSL as a way to use Linux alongside Windows, including command-line tools and graphical Linux applications. Microsoft’s WSL overview Use Ubuntu Desktop as the Linux development environment itself. Canonical presents Ubuntu Desktop as a platform for development, testing, and production. Ubuntu for developers
Tooling Microsoft documents WSL workflows with VS Code and Visual Studio, as well as Git, databases, containers, GUI applications, and GPU acceleration. WSL setup and development guidance Canonical documents toolchains including Python, Go, Rust, GCC, Clang, .NET, Java, and Zig, alongside IDEs, version control, debugging, linters, and formatters. Ubuntu for developers
Setup approach Enable WSL, install a Linux distribution, then configure your editor and project workflow. Install Ubuntu, then add the development tools that fit your project. Ubuntu Desktop does not include basic developer tooling by default. Ubuntu Desktop developer documentation
Packaging and target Check that the WSL environment supports the Linux behavior and integration your project needs; the documented capabilities do not establish equivalence with every Linux host or production setup. Ubuntu documentation covers deb packages, snaps, and OCI images. Choose a distribution route to match the software and its intended users; these formats are not interchangeable recommendations for every Linux distribution. Ubuntu for developers

Can you use Linux tools on Windows?

Yes. WSL runs a Linux environment on a Windows machine, so developers can use Linux distributions and command-line tools alongside Windows applications without a traditional dual-boot setup. Microsoft describes it as intended for people who want both ecosystems, including web developers, open-source contributors, and developers deploying to Linux servers. Microsoft’s WSL FAQ

That hybrid setup is especially useful when your daily work includes Windows desktop software but your development loop relies on Bash, Linux-first frameworks, or Linux-targeted services. Microsoft recommends editor workflows that connect to WSL, and documents using Windows editors with files in the Linux environment. Decide where projects and files should live as part of setup rather than assuming file location and integration are irrelevant.

What development workflows does WSL support?

VS Code and Visual Studio

Microsoft documents remote development and debugging with VS Code or Visual Studio connected to WSL. Visual Studio 2022 can build and debug CMake projects for Windows, WSL distributions, and SSH targets from one IDE instance. Visual Studio also documents building and debugging C++ projects with a WSL 2 distribution. These are specific supported workflows, not a promise that every project type or IDE feature behaves identically across operating systems. WSL and VS Code · Visual Studio Linux development

Services, containers, GUI apps, and GPU work

Microsoft’s WSL documentation also links to workflows for Git, databases, Docker remote containers, Linux GUI applications, and GPU acceleration. Confirm that the particular service, device access, or project integration you depend on is supported in your setup; broad feature availability does not certify every workload or production configuration. Microsoft’s WSL development guidance

What does native Ubuntu offer?

Native Ubuntu gives you a Linux desktop rather than a Linux environment hosted alongside Windows. Canonical documents a wide language and compiler toolchain—Python, Go, Rust, GCC, Clang, .NET, Java, and Zig—and guidance for IDEs, version control, debugging, linters, formatters, and packaging. The practical trade-off is setup: a default Ubuntu Desktop install is not a preconfigured developer workstation, so install the tools your project and working habits require. Which one fits your project?

Choose Windows 11 with WSL when

  • You need Windows desktop applications but want Linux command-line tools and a Linux-oriented development loop.
  • You are building web or open-source software, or deploying to Linux servers, and the documented WSL integrations meet your project’s needs.
  • You want to use an editor or IDE on Windows while working with a WSL distribution.

Choose native Ubuntu/Linux when

  • You want to work directly in a Linux desktop environment rather than combine Windows and Linux.
  • Your toolchain, debugging workflow, packaging, and target environment align with Ubuntu or another specific Linux distribution.
  • You want to evaluate Ubuntu’s documented package routes—deb, snap, or OCI image—in the context of what you ship.

Check requirements before deciding

  • Does the project require a Windows-only application, IDE, or plugin?
  • Does it depend on Linux services, packaging behavior, particular kernel behavior, or direct hardware access?
  • Is your deployment target Ubuntu, another Linux distribution, or a specific production configuration?
  • Can you reproduce the actual build, test, debug, and release workflow on the setup you plan to use?

WSL’s documented capabilities make it a practical hybrid option, but they do not prove that every Linux environment, device, or production configuration is equivalent to WSL. Test the requirements that matter to your project rather than treating “Linux compatibility” as a single yes-or-no property. Microsoft’s WSL overview · Microsoft’s WSL FAQ

Is one faster or more productive for development?

The official Microsoft and Canonical materials cited here describe features, setup, and supported workflows; they do not provide a controlled, apples-to-apples Windows 11 versus Linux development benchmark. There is therefore no evidence here for a general build-speed, battery-life, compatibility-percentage, or productivity winner. Compare the exact project, hardware, tools, and target environment you will use.
