A chat window can explain, draft and critique code. It does not, by that fact alone, edit your repository, run your tests or show you what actually changed. A coding environment is the tool that does those things: it has your project’s files, can execute commands, and lets you review the results.
The title needs one qualification. “Web” describes where the interface lives, not what the tool can do. OpenAI’s Codex, for example, has a web client and cloud tasks that work against repositories. What separates a chat from a coding environment is project context and the ability to act on it.
Where plain chat is enough
Conversational chat suits work that doesn’t need to touch a real project:
- Explaining an error message, an algorithm or an unfamiliar API.
- Brainstorming an approach or comparing two designs.
- Drafting a small, self-contained snippet, such as a regex or a SQL query.
- Researching a library or concept.
In each case you are the integration layer. You paste code in, read the answer, and apply it yourself. That is fine when the problem is small. It gets fragile as the problem grows.

Where you need a coding environment
Switch when the task depends on facts only the project can supply:
- Multi-file changes. A rename or refactor across modules needs the actual files, not pasted fragments.
- Dependency-aware work. Whether code works depends on installed versions, configuration and tooling that a chat can’t see.
- Verification. “This should work” differs from a test run that passes. An environment that can run commands can check its own work.
- Review. You want a diff of file changes and real test or runtime output to inspect, not a block of code to copy.
According to OpenAI’s Cloud environments documentation (accessed 2026-10-05), Codex can edit files, run commands and check its work inside an environment that holds repositories, dependencies, tools and access settings.

Browsing, previewing and running code are different things
Three capabilities are easy to confuse:
- Browsing the web. OpenAI’s Browser documentation says it “lets ChatGPT open websites, gather current information, and take action while you stay in control.” That is research and site interaction. It doesn’t mean your project is being edited or run.
- Previewing a page. In the desktop app, the built-in browser can preview a local app after you start a development server, and it can inspect the rendered page. The same documentation says the browser is not available in Codex CLI or the Codex IDE extension.
- Running repository code. This needs an execution environment with the project’s files and tools, such as a local setup or a cloud environment.
A tool that does one of these hasn’t necessarily done the others.
Web-based doesn’t mean chat-only
OpenAI’s Help Center lists Codex clients on desktop, CLI, IDE extension and web. Codex Cloud can run repository-based coding tasks from the web or desktop. Its documentation says: “Codex Cloud runs coding tasks in the cloud, so work can continue while your computer is asleep.” So a browser tab can front a real coding environment. Judge a tool by what it is connected to, not by whether you open it in a browser.

Local versus cloud environments

OpenAI’s Sandbox documentation describes the sandbox as “the boundary that lets the agent act autonomously without giving it unrestricted access to your machine.” Its Agent approvals & security page says which actions proceed without asking depends on the sandbox profile. The Sandbox documentation also says ChatGPT web does not expose the local Codex sandbox or its approval-mode selector. Those controls belong to the local tools.
A checklist for judging any tool
- Project context: can it reach the right repository and the relevant files?
- Execution: can it run the commands and services the task requires?
- Review: can you inspect file changes and test or runtime results?
- Boundaries: what can it read, modify or reach over the network, and when does it ask for approval?
- Where it runs: your machine or a managed cloud?
- Availability: is the client or cloud feature enabled for your plan and workspace?
These are decision criteria drawn from the documented differences between clients, environments and controls. They are not an official OpenAI checklist.

Availability caveats
As of OpenAI’s Help Center page “Using Codex with your ChatGPT plan” (accessed 2026-10-05), Codex is included across ChatGPT plans. Codex Cloud is limited to eligible plans and remains subject to rollout and workspace settings. Allowances and features change often, so check the current official page before you rely on a specific plan. The cloud limits above, especially the lack of computer and browser use, are also time-sensitive. This article doesn’t cover other vendors’ tools, which differ in all of these respects.
A simple decision rule
If the question can be answered without your project, chat is enough. If the answer depends on your files, your dependencies or the output of a command, use a tool that has the repository and can run things. Then check its work in the diff and the test results rather than in its own summary.
